DEPARTMENT OVERVIEW
Transportation and Parking Services (TAPS) supports the University mission of academics, research and public service by providing and managing access to UC Santa Cruz and overseeing the planning, design and operation of the facilities and programs associated with parking, transit services, and bicycle/pedestrian circulation.
JOB SUMMARY
Supervises and coordinates the work of parking operations and enforcement staff. Directs subordinates to complete assignments using established guidelines, procedures, and policies. Requires full knowledge of functional responsibility for assigned area.
APPOINTMENT INFORMATION
Budgeted Salary: $95,250 / Annually. Salary commensurate with skills, qualifications and experience.

JOB DUTIES
40% - SUPERVISION
- Supervises and provides leadership to parking services professionals ensuring employees, vehicles are deployed in a safe and effective manner.
- Hires staff, evaluates performance, delegates day to day operations, recommends reclassifications / pay increases and initiates performance management and disciplinary action, if necessary.
- Develops policies and procedures with campus departments and state agencies.
- Serves as the liaison to the residential safety and security services for the campus by providing support & oversight to the employees, as directed. This includes but is not limited to parking policy enforcement operations and traffic management.
- Conducts regular meetings with direct reports including professional staff and students, ensuring they are kept informed of relevant information as it pertains to their job.
- Schedules work assignments and monitors staffing levels to ensure customer needs and business operation levels are met.
- Directs the enforcement of parking regulations and the issuance of parking violation citations.
- Maintains up to date knowledge of permit types, parking privileges, enforcement practices and the campus layout.
- Ensures compliance to applicable departmental and University policies and procedures, including California Vehicle Code, UCSC Traffic & Parking Code, and rules and regulations that are relevant to position duties and tasks.
- Develops, implements, and improve policies and procedures.
- Drives a University assigned vehicle as necessary to perform job duties, following all applicable vehicle laws both on and off campus.
- Must understand and follow job safety procedures, attend required health and safety training, proactively promote safety at work and promptly report actual and potential accidents and injuries.
25% - PROGRAM DEVELOPMENT AND TRAINING
- Develops, updates and implements program training manuals, schedules, standard operating procedures, deficiency reports, etc. for parking enforcement and traffic management employees.
- Develops and enhances business processes, incorporating best practices and customer feedback.
- Schedules the maintenance or replacement of citation hand held units, two-way radio system, fire extinguishers, departmental vehicles and other essential equipment.
- Provides new employee orientations and assigns training for new staff.
- Assists in the planning and implementation of new or revised business processes.
- Analyzes costs and resources associated with events; collaborates with TAPS Business Manager to best ensure accurate and timely billing.
- Reviews and analyzes data, creates reports, summerizes information, identifies trends. May oversee operational budget.
- Assists with event parking planning and execution, including traffic management duties as needed, for large campus events
35% - ADMINISTRATION
- Interacts with campus police and other campus stakeholders as needed.
- Collaborates with information technology professionals in developing and maintaining web sites capable of processing financial transactions.
- Handles escalated complaints and public relations issues.
- Identifies needed parking facility and signage improvements and submits work orders as requested; collaborates with PPDO units as needed and in compliance with Manual on Uniform
- Traffic Control Devices (MUTCD) standards
- Regularly creates and oversees maintenance plans for parking lot striping and curb markings
- Implements ongoing pay-by-app expansion and monitors field operations as needed.
- Participates in budget preparation.
- Reviews and analyzes data, creates reports, summarizes information, and identifies trends.
- May oversee the operational budget.
- Travels to meetings and required training both on and off campus as required.
- Performs other duties as assigned or required to fulfill unit goals and objectives.
REQUIRED QUALIFICATIONS
- Bachelor's degree in related area and / or equivalent experience / training.
- Broad working knowledge of parking policies and procedures in parking enforcement, events, public administration, transportation or a combination of these skills and experience.
- Demonstrated skills in employee supervision and human resources administration.
- Interpersonal and customer service skills to collaborate, coordinate and integrate with others throughout the organization.Maintains cooperative working relationships with professional and administrative staff, peers, multidisciplinary team members, management and other campus units.
- Leadership skills to motivate and inspire staff.
- Ability to apply principles to ensure operations meet UCSC policies and procedures as well as state and federal regulations.
- Strong subject matter knowledge of parking enforcement to train and guide employees.
- Solid organizational skills to structure unit operations and lead staff in an efficient and effective manner.
- Solid verbal communication skills to explain program policies and processes, to actively listen, to persuade, to advise, and to counsel.
- Ability to effectively manage multiple priorities and execute plans to meet deadlines.
- Demonstrated skills in developing, implementing and assessing programs.
- Ability to interact with a diverse population in a high volume, customer focused work environment.
- Effective conflict resolution skills with the ability to maintain equanimity in the face of resistance, indifference and hostility.
- Ability to interpret and explain complex policies and regulations to faculty, staff, students and visitors.
PREFERRED QUALIFICATIONS
- Familiarity with the UCSC campus and campus parking and knowledge of the parking online systems, such as ParkMobile.
- Knowledge of UC/UCSC policies and procedures.
- Familiarity with California and Federal MUTCD (Manual on Uniform Traffic Control Devices) standards
- Public sector experience in the parking and transportation industry and knowledge of related Federal, State and local codes and regulations.
SPECIAL CONDITIONS OF EMPLOYMENT
- Selected candidate will be required to pass a pre-employment criminal history background check.
- Selected candidate must pass the employment misconduct disclosure process.
- Must possess a valid license to drive in the state of California and participate in the Department of Motor Vehicles (DMV) pull notice program.
- Ability to walk multiple nightly rounds on uneven surfaces and repeatedly climb stairs.
- Ability to work long periods of time in wilderness conditions and to travel to remote areas.
- Ability to walk to and work in remote areas with rugged terrain, heavy brush, biting and stinging insects, bears and mountain lions.
- Ability to successfully work with and around a variety of fertilizers, insecticides and herbicides.
- Ability to conduct outdoor site visits, including use of required personal protective equipment, as required to conduct investigations, inspections, or view work in place.
- Ability to sustain exposure to dusty, noisy environments and inclement weather as necessary to carry out assigned duties and responsibilities.
- Ability to safely perform the physical requirements necessary to move light to moderate objects up to 60 lbs., with or without accommodation.
- The selected candidate will be required to work all scheduled hours on-site.
- Ability to work a variable schedule including evenings and weekends.
- Ability to work occasional evenings and weekends as directed.
- Ability to respond to emergencies after hours as necessary.
- Clery Act: This position has been identified as a Campus Security Authority (CSA); required to report crimes, incidents, and disciplinary referral statistics as required by the Jeanne Clery Disclosure of Campus Security Policy and Campus Crime Statistics Act (20 USC * 1092(f)).
- Selected candidate will be required to complete training within established time frames as directed including UC compliance training.
