Management and Program Analyst

Summary This position serves as a Management and Program Analyst (M&PA) in the Office of the Under Secretary for Benefits (OUSB), Veterans Benefits Administration (VBA). The position is responsible for the coordination of administrative activities and providing technical and administrative guidance and support to the OUSB leadership staff. Responsibilities Specific duties include: - Provides strategic advice to executive leadership on administrative management techniques, their limitations, and the implications of potential decisions. - Reviews, develops, and edits executive communication products for review and approval by senior executives. - Coordinates OUSB leadership participation in internal and external events, collaborating with VA and VBA offices for planning, information, and support. - Establishes and communicates a clear strategic vision for the OUSB, ensuring alignment with organizational goals and mission objectives. - Ensures efficient office operations through proactive management, problem solving, and continuous process improvement. - Relieves OUSB leaders of operational and administrative details by overseeing, reviewing, and evaluating the effectiveness of OUSB processes, procedures, and regulations. - Participates in department-wide organizational studies, providing recommendations on such topics as internal processes, planning, staffing, and changes to organizational structures. - Coordinates, prepares, and researches materials for presentations for OUSB leadership, ensuring accuracy and relevance. - Collaborates with OUSB staff and VBA components to accomplish short- and long-term goals related to programs, services, and benefits provided by VBA and internal processes within business lines and staff offices. - Serves as liaison for human resources and budget activities, coordinating with the Office of Human Capital Services and providing technical input on OUSB budget matters in collaboration with the Office of Management. Work Schedule: Full time, Monday through Friday 8am - 4:30pm Compressed/Flexible: Compressed Not Available Telework: This position is eligible for situational (ad hoc) telework only. The selectee is required to report to the official duty station each scheduled workday. Telework may be approved only on a case-by-case basis with supervisory approval. Qualifications To qualify for this position, applicants must meet all requirements by the closing date of this announcement:08/25/2026. TIME-IN-GRADE REQUIREMENT: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements. For a GS-14 position you must have served 52 weeks at the GS-13 level. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. MINIMUM QUALIFICATION REQUIREMENT: You may qualify based on your experience as described below: GS-14 Grade Level: Specialized Experience: Specialized experience demonstrates providing strategic guidance/direction to senior executives on the impact of organizational decisions and administrative management issues, ensuring efficient operations through proactive processes and improvement efforts. Developing and/or reviewing executive communications products. Preparing high quality briefing and presentation materials and collaborating across departments to advance mission critical goals.
