Summary

The Department of the Interior is currently seeking qualified candidates for the Senior Executive Service (SES) position of Assistant Director for Land Use and Natural Resources located in Washington DC . The Department structures its SES positions into categories to determine the minimum pay for each position. This is a category 3 position. The minimum pay for this position is $197200.

Veterans preference does not apply to the SES.

Duties

The position is located in the Bureau of Land Management (BLM) at the Department of the Interior (Department) and reports to the Deputy Director for Administration and Programs.

The incumbent carries out the following specific responsibilities :

1. As Assistant Director for Land Use and Natural Resources the incumbent is responsible for establishing and coordinating policy and guidance for Bureau of Land Managements (BLMs) planning and renewable resources programs including rangeland and forest management riparian watershed wildlife habitat and fisheries management threatened and endangered species wild horses and burros recreation use cultural heritage paleontology community support programs and geographic information systems.

2 . The incumbent is responsible for developing and maintaining processes and standards for planning and renewable resource activities including physical biological ecological social and economic components; the use of fire in maintaining or improving ecological health monitoring industry trends and their impact on planning and renewable resource activities and maintaining government to government relationships with tribes.

3. The incumbent exercises leadership and authority for the Bureaus responsibilities to provide policy and procedural guidance for inventorying assessing monitoring and reporting ecosystem and resource conditions; analyzing social and economic trends; planning for the use of public land resources and managing geographic and spatial data.

4. The incumbent represents the Bureau Director/Deputy Director in policy and direction matters in contacts with the Secretary and other Department officials; representatives of the Office of Management and Budget and other federal agencies; members of Congress and their staffs; and State tribal and local government officials; and on occasion with representatives of foreign governments.

5. The incumbent collaborates with members of interests groups the environmental and business communities professional societies academic and research institutions and the general public.

TQ 1: Leadership in Resource Planning and Environmental Policy: Demonstrated executive ability to develop and direct national policy standards and guidance for resource planning and renewable resource programs including rangeland forest watershed wildlife recreation cultural resources and GIS ensuring scientifically sound legally compliant and strategically integrated land-use decisions.

TQ 2: Oversight of Ecosystem Assessment Monitoring and Interagency Coordination: Proven experience leading large-scale ecosystem assessment and monitoring programs; evaluating environmental social and economic trends; and coordinating across Federal State Tribal and local partners to ensure effective policy implementation and sustainable management of public land resources.

This includes when necessary the ability to lead people through change and to hold individuals accountable.

ECQ 5 - Achieving Results : Demonstrated ability to achieve both individual and organizational results and to align results to stated goals from superiors

Qualifications will be evaluated based on how clearly and concisely you emphasize your level of responsibilities the scope and complexity of your programs; services managed; program accomplishments; policy initiatives undertaken; level of contacts; the sensitivity and criticality of the issues addressed; and the results of your actions taken. Typically experience will have been gained at the GS-15 or equivalent in the private sector or non-governmental organizations.

Already SES Certified If you are currently serving under a career Senior Executive Service appointment are eligible for reinstatement into the Senior Executive Service or have completed a Senior Executive Service Candidate Development Program (SES CDP) approved by OPM you only need to submit a two-page resume and personnel action showing you have held a career SES position. SES CDP graduates must submit a two-page resume and a copy of their CDP program certification with their package.

Individuals selected for Senior Executive Service positions may be subject to reassignment across geographical organizational and functional Department of the Interior structures its SES positions into categories to determine the minimum pay for each position. Pay is set based on consideration of the selectees current salary and other factors.
