VP of Operations

Job Description

The Vice President Operations, TSS is responsible for the overall operational performance and

execution of TSS’s security services operations across multiple U.S. port locations. This role

provides leadership and oversight of a large, multi-state field organization delivering security

services across cruise terminals, cargo facilities, petrochemical sites, and other 24/7 port

environments.

The position leads operational management across several regions and is accountable for workforce

execution, compliance, safety, operational readiness, and P&L accountability across both seasonal

cruise operations and year-round security sites. The role oversees approximately one million annual

labor hours and manages a geographically distributed operations leadership structure. In addition to

operational execution, the role carries authority for labor relations across the TSS footprint, serves

as a principal external representative of TSS to industry, agency, and community stakeholders, and

shares commercial ownership for the growth and financial performance of the business in

conjunction with Division Leadership.

Essential Duties and Responsibilities

Operational Leadership

• Provide leadership and oversight for security operations across all assigned regions and

locations

• Develop and refine operational policies, performance standards, and management

accountability across all locations

• Lead and develop the field operations leadership teams

• Ensure operational readiness and compliance with contractual and regulatory requirements

• Identify operational performance gaps and implement corrective actions across locations

• Identify and share best practices across operating regions

• Serve as the senior point of escalation for major operational or security incidents across all

locations, ensuring timely response, resolution, and client and stakeholder communication

Financial Performance & Budget Management

• Own P&L and operational financial performance across all assigned locations, including

revenue, labor cost, margin, and budget performance

• Develop and manage operational budgets and forecasts

• Conduct monthly operating reviews including actual-to-budget performance analysis

• Ensure labor discipline through scheduling standards and overtime control

• Drive operational improvements that enhance efficiency and financial performance

Workforce Management

• Oversee workforce planning across a large hourly workforce

• Ensure effective recruiting, onboarding, and training processes

• Maintain scheduling standards and control overtime utilization

• Partner with HR to maintain consistent employee relations and management practices

• Successfully operate within a mixed labor environment including union and non-union

workforces

• Develop the operational leadership pipeline, including succession planning, management

development, and identification of future operational leaders

• Partner with Finance, HR, HS&E and Recruiting teams to support workforce planning,

budgeting, and operational performance

Labor Relations

• Serve as the Company’s senior operational authority for labor relations matters across all

TSS locations

• Maintain and develop relationships with organized labor, including applicable unions and port

labor organizations

• Lead collective bargaining preparation, negotiation, and contract administration in

conjunction with Division Leadership, Human Resources, and Legal, and ensure consistent,

compliant application of contract terms at each location

• Oversee grievance handling, arbitration support, and resolution of labor disputes in a manner

that protects operational continuity, and ensure site leadership is trained on contract terms,

work rules, and appropriate labor practices

Client Relationship & Service Delivery

• Maintain operational alignment with key client relationships across all operating locations

• Partner closely with Strategic Client leadership to ensure consistent service delivery and

operational execution

• Support the company’s largest cruise client relationship through disciplined operational

performance and responsiveness

• Ensure site leadership maintains strong working relationships with client representatives at

each facility

Human Resources 2026

• Address operational issues impacting service delivery and drive timely resolution

• Support operational readiness for client growth, contract expansion, and new site

deployments

Commercial Ownership and Business Development

• Share accountability with Division Leadership for the commercial performance and growth of

TSS, including revenue, retention, and margin expansion

• Identify, evaluate, and propose new business opportunities, and develop competitive and

innovative proposals for new and existing operations, including contributing to the customer

value proposition and pricing strategy for security services, in conjunction with the Division

Leadership and applicable Finance, Business Development, and HS&E functions

• Participate in the design, proposal, and implementation of the annual TSS business plan and

growth targets in conjunction with the Division Leadership

• Own the operational and commercial strategy for contract renewals, rate adjustments, scope

expansions, and client retention

Industry and External Representation

Compliance, Safety, and Risk Management

• Represent TSS at relevant industry events, conferences, and client forums, including

participation in relevant maritime, port, and security association committees and workgroups

• Maintain relationships and communicate with applicable regulatory agencies, port authorities,

and law enforcement partners

• Act as a liaison for community and public outreach in TSS operating regions

• Ensure TSS operations maintain all required federal, state, local, port authority, client, and

contractual security requirements.

• Maintain operational safety standards across all locations

• Maintain executive oversight of company security licensing requirements and ensure

required licenses, qualifying individuals, designated managers, registrations, and related

credentials remain current across applicable jurisdictions

• Support regulatory audits, inspections, investigations, and corrective-action programs

• Maintain oversight of the Company's internal penetration testing program, ensuring regular

testing cycles across applicable sites and timely remediation of identified vulnerabilities

Expansion and Site Launches

• Lead operational execution for new site launches and expansion projects

• Establish operational processes and standards that support scalable growth

• Ensure operational readiness for new contracts and facility deployments

• Other duties as assigned by supervisor

Skills and Requirements

• Prior VP Operations experience in labor-intensive services (security, logistics, facilities, transportation, field services, etc.)

• Proven leadership of multi-site operations with large hourly workforces

• Proven ability to design and implement operational processes, standards, and systems that scale across multiple locations

• Comfortable operating in union and non-union environments

• Strong people leadership and field presence

• Track record of scaling operations and launching new locations

• Decisive, practical, execution-oriented leadership style
