Project/Program Manager I

The IE Project has an urgent need for a Project Manager 1 (Project Coordinator) on site in Salem Oregon.


The Office of Information Services (OIS) is a shared service provider for the Oregon Health Authority (OHA) and Department of Human Services (DHS). OIS provides the technology systems and services that support more than 11,000 OHA and DHS agency staff at local offices and facilities around the state. These systems and services help the two agencies determine client service program eligibility; provide medical, housing, food and job assistance; provide addiction, mental health, vocational and rehabilitative services; protect children, seniors and people with physical and/or developmental disabilities; process claims and benefits; manage provider licensing and state hospital facilities; and promote and protect the state public health.


OIS provides management support for OHA and DHS IT projects, systems architecture, databases, IT asset and change management. OIS also coordinates network and computing operations with the Oregon State Data Center.


The Integrated Eligibility (IE) Project and associated subprojects (Legacy, Disaster Recovery, Data Conversion) are large bodies of work and are collectively Oregon's largest active IT project. These projects utilize staff from multiple agencies, as well as multiple contractors. Further, there are overlapping priorities from other DHS and Oregon Health Authority (OHA) projects, and ongoing maintenance and operations work.


IE is an expansion of Oregon's Affordable Care Act Compliant Modified Adjusted Gross Income (MAGI) Medicaid eligibility determination system, called OregONEligibility (or ONE) for the Oregon Health Authority (OHA). The IE Project goal is to have a single system where an Oregonian can express information about themselves and members of their household and be determined eligible for multiple health and human service programs - both DHS and OHA programs. At the end of the IE Project, Oregonians should be able to apply online for benefits seven days a week and caseworkers should be able to focus on the care coordination activities for clients rather than on data entry across multiple systems.

Required skills/experience:
Note these required skills/experience are all related to project coordination for large information technology projects.

• Strong Microsoft Office skills especially Word and Excel
• Uploading documents / working with SharePoint
• Strong Outlook skills including scheduling for multiple high-level stakeholders
• Experience creating meeting agendas and recording minutes
• Experience with risk and issue tracking
• Reporting experience
• Experience creating documentation
• Exceptional critical thinking/problem solving skills
• Ability to work with minimal supervision
• Excellent communication skills

New MSP rate card description for Project/Program Manager Level 1:
Individuals with successful project management experience limited to projects of small scope, limited risk and complexity and/or of short duration. Individuals at this level will typically be assigned to manage projects under the direction of a State supervisor or manager. Individuals with this level of experience are suitable for small Client Agency projects with clear, achievable outcomes, or in assignment as project support on larger projects.

Due to the project schedule, work must be on site , Monday - Friday, for 8 hours a day (working hours can be any 8 hour shift between 7AM - 5:30PM with either a 30 or 60 minute lunch). Please do not propose candidates that can't meet that criteria.


Interviews will be conducted on site in Salem, OR or via Skype. Interview times will reflect PST.
