Supervisory Health System Specialist (Corporate Compliance Chief)

Summary The VA Greater Los Angeles Healthcare System is hiring a Supervisory Health System Specialist to work as the Corporate Compliance Chief. This position will conduct audits, analyze data, complete investigations, and conduct routine monitoring in areas of previous compliance-related failures. Qualifications To qualify for this position, applicants must meet all requirements by the closing date of this announcement. Time‑In‑Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time‑in‑grade requirements by the closing date. For a GS‑14 position you must have served 52 weeks at the GS‑13 level. An SF‑50 showing your time‑in‑grade eligibility must be submitted with your application materials. If the most recent SF‑50 is effective within the past year, you must provide an additional SF‑50 that clearly demonstrates one‑year time‑in‑grade. Individual Occupational Requirement (IOR): The education must be accredited by an accrediting body recognized by the U.S. Department of Education. Applicants must possess one of the following: Undergraduate or graduate education in a major field of study such as hospital administration, public health administration, or related fields (e.g., business or public administration) with coursework in health care administration. Specialized experience that is progressively responsible for analytical or administrative, clinical, or supervisory duties in the health care field, performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Experience should provide knowledge in missions, regulations and standards, and government‑wide agency and facility system requirements. Special Provision for In‑service Placement: Completion of an agency‑sponsored on‑the‑job training program that includes a formal individualized training plan. The program should be performed in an operating health care system and include assignments that provide knowledge of basic health system administration philosophies, practical assignments to apply skills, and oversight by an experienced administrator with periodic evaluation. Grade Determination (GS‑14 level): Candidates must possess specialized experience equivalent to at least the next lower grade (GS‑13). The experience should include applying analytic principles, working with health care delivery standards, identifying compliance risks, and providing guidance to senior management. Competencies: Compliance, Critical Thinking, Leadership, Organizational Performance, Analysis. Experience includes paid or unpaid work and volunteer work. Physical requirements are mainly sedentary. Legal Notice: For more information on these qualification standards, please visit the United States Office of Personnel Management website: Duties Report directly to the Medical Center Director and maintain daily contact with the Executive Leadership Team. Supervise the following staff: Research Compliance Officer, Compliance Officer, Compliance Auditor, Compliance Trainee, Integrated Ethics Program Officer, Controlled Substance Coordinator, Risk Manager, Peer Review Specialist, Privacy Officer, and Government Information Specialist. Direct, develop, implement, and oversee a multidisciplinary, healthcare system‑wide compliance section covering the VHA mandated Research Program, Privacy Program, Records Management Program, Conflict of Interest, and Compliance & Business Integrity Program. This includes auditing, monitoring, and creation of corrective action plans for coding, documentation, purchased care, exclusionary lists, conflict of interest, accuracy of patient registration, and scheduling consult practices. Determine issues and risks, and recommend mitigation strategies to executive leadership. Create written policies and procedures to promote corporate compliance and address specific risk areas such as operations, research, privacy, records management, investigations, and audits of consulting practices. Review program directives and identify areas of underperformance and training needs. Prepare reports for leadership detailing compliance initiatives, issues, failures, and recommended improvements. Maintain processes for receiving complaints and concerns about business, research, privacy, and records management practices. Monitor implementation of process improvement projects resulting from findings. Oversee data collection, analysis, and corrective actions from special studies, reviews, and audits. Conduct facility risk assessments to identify, assess, prioritize, mitigate, monitor, document, and close compliance risks. Develop, modify, and interpret performance standards for all supervised employees. Explain performance expectations and provide regular feedback. Identify employee developmental needs and arrange training. Work schedule: Monday – Friday – 8:00 am – 4:30 pm (telework may be authorized; eligibility discussed during interview).
