The expected base salary range for this role is based on experience, skills, and other relevant factors.DISTINGUISHING CHARACTERISTICS OF WORKThis is a senior-level administrative and management position responsible for the overall direction, administration, operation, programming, maintenance, and safety of all City aquatic facilities and programs within the Aquatics Division.Under the general direction of the Chief Recreation Officer or their designee, the Aquatics Administrator plans, organizes, directs, and evaluates the operations of aquatic centers, community pools, splash pads, water parks, and related aquatic programs and services. The position provides leadership and administrative oversight to the Aquatics Division and is responsible for establishing operational priorities, policies, procedures, safety standards, staffing requirements, programming objectives, and preventative safety measures. The Aquatics Administrator is responsible for ensuring that all aquatic facilities remain operationally sound, properly staffed, inspection-ready, safely operated, properly maintained, and in compliance with applicable City policies, permits, and local, state and federal requirements. The Aquatics Administrator is responsible for ensuring consistent standards across all City aquatic facilities and for coordinating the administrative, technical, maintenance, safety, regulatory, and programming functions necessary for the effective operation of the Aquatics Division.The Aquatics Administrator directly supervises the Deputy Aquatics Administrator and provides overall leadership and direction to subordinate supervisory, operational, lifeguard, programming, and support personnel assigned to the Aquatics Division.ESSENTIAL EXAMPLES OF DUTIESThe following illustrates examples of some of the essential duties and responsibilities of the Aquatics Administrator. There may be other essential functions, not listed below, necessary to accomplish the tasks of the Aquatics Division as assigned by the Chief Recreation Officer.Plans, directs, administers, and evaluates the overall operation of all City aquatic facilities, programs, and services.Provides leadership, direction, and supervision to the Deputy Aquatics Administrator and, through subordinate supervisory personnel, all employees assigned to the Aquatics Division.Develops and implements division-wide goals, objectives, policies, procedures, operational standards, safety protocols, and strategic initiatives.Establishes and monitors standards for the safe and efficient operation of aquatic centers, community pools, splash pads, water parks, and related facilities.Ensures compliance with applicable local, state, and federal regulations and standards governing public pools, aquatic facilities, employee certifications, water quality, and patron safety.Oversees the development and implementation of preventative safety measures, emergency procedures, and risk-management practices for aquatic facilities and programs.Directs staffing plans, work schedules, rotations, assignments, and operational coverage for aquatic facilities.Provides administrative oversight of employee performance, training, discipline, development, and other personnel matters within the Aquatics Division.Oversees the development, implementation, evaluation, and improvement of aquatic programs, special events, competitions, instructional activities, water safety programs, and community programming.Evaluates existing programs and services and develops recommendations for operational and program improvements.Oversees the proper operation of pool chemical, filtration, mechanical, and related equipment to ensure facilities remain safe and operational.Coordinates facility maintenance, repairs, equipment replacement, and improvement needs with appropriate City departments, contractors, and vendors.Ensures the proper protection, maintenance, inventory, and use of City property, facilities, supplies, and equipment assigned to the Aquatics Division.Oversees the collection and proper handling of applicable fees, receipts, deposits, chemical logs, operational records, and other required documentation.Develops and monitors operational expenditures and assists with the preparation and administration of the Aquatics Division budget.Reviews operational data, reports, incidents, facility usage, staffing needs, and program performance to identify trends and recommend improvements.Responds to and provides direction regarding significant operational issues, emergencies, safety incidents, employee matters, and customer concerns.Monitors the condition and operation of aquatic facilities to ensure they remain prepared for applicable regulatory and safety inspections and coordinates the correction of identified deficiencies.Reviews significant aquatic safety incidents, emergencies, and operational issues and coordinates appropriate reporting, corrective actions, and follow-up.Monitors required employee certifications, licenses, and training to ensure aquatic personnel maintain qualifications necessary for their assigned duties.Establishes and maintains effective working relationships with other City departments, regulatory agencies, community organizations, vendors, contractors, and outside agencies utilizing City aquatic facilities.Prepares and presents clear and concise administrative, operational, and performance reports.Represents the Aquatics Division at departmental meetings, community meetings, special events, and other functions as required.Promotes a professional work environment that supports employee development, accountability, teamwork, high morale, customer service, and public safety.Performs other related duties as required.KNOWLEDGE, SKILLS AND ABILITIESThorough knowledge of the principles and practices of aquatic facility administration, management, programming, operations, and safety.Comprehensive knowledge of safety practices, procedures, laws, regulations, and industry standards governing public swimming pools and aquatic facilities.Knowledge of pool operations, including chemical treatment, filtration systems, water quality, preventative maintenance, and facility safety.Knowledge of the principles and practices of employee supervision, training, scheduling, performance management, and discipline.Knowledge of aquatic programming, water safety programs, special events, competitions, instructional programs, and community recreation.Ability to plan, organize, direct, coordinate, and evaluate the operations of multiple aquatic facilities and programs.Ability to provide effective leadership and direction to subordinate administrators, supervisors, and operational personnel.Ability to establish operational goals, policies, procedures, performance standards, and priorities.Ability to evaluate programs, facilities, and operations and make recommendations for improvement.Ability to exercise sound independent judgment and make appropriate administrative and operational decisions.Ability to respond effectively to emergency situations and significant operational or safety concerns.Ability to analyze information and prepare clear, concise, and comprehensive reports and recommendations.Ability to establish and maintain effective working relationships with City officials, employees, outside agencies, contractors, community organizations, and members of the public.Ability to communicate effectively, both verbally and in writing.Ability to promote and maintain high standards of professionalism, employee morale, teamwork, safety, and customer service.MINIMUM TRAINING AND EXPERIENCEBachelor’s degree in Recreation, Physical Education, Sports Management, Public Administration or any other related field.A minimum of six (6) years of progressively responsible experience in aquatic operations, aquatic facility management, recreation administration, or a closely related field, including significant supervisory or management responsibilities.Experience must demonstrate progressively responsible leadership in the operation, programming, staffing, and safety of aquatic facilities.Current American Red Cross CPR for the Professional Rescuer certification.Current Aquatic Facility Operator (AFO) and/or Certified Pool Operator (CPO) certification.Certification by the appropriate regulatory authority as a Pool Operator,
