Chief Financial Officer (Lemoyne)

Our client, PACHC is seeking an experienced Chief Financial Officer to lead the overall financial strategy and management of PACHC and its subsidiary companies.

As the state primary care association (PCA), the Pennsylvania Association of Community Health Centers (PACHC) represents and supports the largest network of primary healthcare providers in the commonwealth.

As a key member of the PACHC executive team, the CFO will oversee financial planning and analysis, revenue cycle performance, reimbursement strategy, budgeting and forecasting, cash and capital management, financial reporting, and risk and compliance. This leader will partner across the organization to support operational performance, regulatory compliance, and long-term growth.

What you’ll do

• Advise the CEO, board, and executive team on performance, capital strategy, growth opportunities, and risk.
• Develop long-range financial plans to support sustainability, expansion, service line growth, and operational improvement.
• Evaluate strategic initiatives, partnerships, subsidiary formation, acquisitions, and investments from financial and operational perspectives.
• Oversee annual budgeting, multi-year forecasting, financial modeling, and KPI dashboards.
• Identify trends, variances, and risks affecting profitability, liquidity, and organizational performance.
• Partner with third-party resources to oversee accounting operations, monthly close, financial reporting, and internal controls.
• Ensure timely, accurate financial statements in accordance with applicable accounting standards.
• Maintain a strong internal control environment and support audit readiness and external audit processes.
• Manage cash flow, liquidity, debt, banking relationships, and investment oversight with leadership and advisors.
• Develop capital plans for facilities, equipment, technology, and service expansion.
• Oversee capital structure and financing strategies, including debt compliance and covenant monitoring.
• Oversee financial administration of federal and state grants, with a focus on HRSA-funded programs (Health Resources and Services Administration).
• Ensure grant funds are budgeted, tracked, spent, and reported in compliance with HRSA requirements, grant agreements, and applicable Uniform Guidance (2 CFR Part 200).
• Review grant budgets, drawdowns, reporting, and cost allocations for accuracy, allowability, and timeliness.
• Coordinate financial reporting and audit support related to HRSA grants, including Uniform Guidance audits and other grantor reviews.
• Monitor grant performance and spending trends to manage risk and program sustainability.
• Support compliance with healthcare finance regulations, reimbursement requirements, grant obligations, tax reporting, and other applicable laws and standards.
• Partner with compliance, legal, and operations to reduce financial and regulatory risk.
• Support board and committee reporting across finance, audit, grant compliance, and investment matters.
• Mentor and support finance teams within member health centers; provide thought leadership.
• Plan and deliver webinar-based education for finance teams across membership groups.

What you’ll bring

• Bachelor’s degree in Accounting, Finance, Business Administration, or a related field required; MBA, MHA, CPA, or other advanced credential preferred.
• 10+ years of progressive financial leadership experience, including senior roles in healthcare.
• Strong knowledge of healthcare financial operations, reimbursement methodologies, revenue cycle management, and grant compliance.
• Demonstrated experience with budgeting, forecasting, financial reporting, internal controls, strategic financial planning, and federally funded grant oversight.
• Experience with HRSA grants and familiarity with Federally Qualified Health Centers (FQHCs), community health centers, or other grant-supported healthcare organizations preferred.
• Familiarity with Uniform Guidance, federal grant compliance, value-based care models, payor contracting, mergers and acquisitions, and capital planning preferred.
• Proven ability to lead cross-functional teams and influence executive decision-making.
• Excellent communication and presentation skills, including experience reporting to executive leadership, boards, and funding agencies.
• Experience working within healthcare regulatory and compliance environments is preferred.
