QUALIFICATIONS

• Master’s degree or a minimum of nine years of experience in the administration of social service programs serving people experiencing poverty and homelessness, or a similar combination of education and experience. This includes an understanding of the problems and needs of the population, government and community programs available to assist them, barriers to obtaining stable housing, and how to determine who would benefit most from available programs.
• Experience serving as a Peer Support Specialist Supervisor or supervising peer support, recovery support, or other lived-experience professionals.
• Clinical experience providing, coordinating, or overseeing substance use disorder treatment, recovery support, or related behavioral health services, preferred.
• Extensive knowledge of the target population and experience applying trauma-informed care, progressive engagement, and strengths-based approaches.
• Working knowledge of State of Nevada statutes and codes that affect the development and operation of services for individuals and families experiencing poverty and homelessness.
• Experience with grievance-resolution strategies for employees and/or program participants.
• Excellent verbal and written communication skills.
• Excellent organizational skills and attention to detail.
• Computer literacy in Microsoft Word, Excel, Publisher, Adobe Acrobat, and applicable Salvation Army software.
• Current state driver’s license and reliable transportation.
• Must be able to successfully pass a criminal background check

RESPONSIBILITIES

• Responsible for overseeing the fulfillment of the overall mission of The Salvation Army in the management of all programs.
• Provide direct oversight of the Owens Campus, including Homeless Services, Dining Room, Vocational Programs, Veterans Services, Lied Bridge Units, Horizon Crest Apartments, and Maintenance.
• Provide direct oversight of Family Services operations, including Hope Market, rapid rehousing, rental and utility assistance, and the SEEDS of Hope program.
• Ensure grant and contract compliance, including the oversight of billing, data collection, monitoring, reporting, storage, and the timely submission of required statistical reports.
• Ensure compliance with The Salvation Army National Social Services Standards, all applicable licensing requirements, and Salvation Army policies and procedures.
• Recruit, train, resource, and directly and indirectly supervise all staff, including qualified program supervisors.
• Provide overall leadership of program staff, including regular supervision or consultation, staff meetings, evaluations, grievance resolution, and disciplinary action.
• Ensure sufficient staffing to provide services, protect the safety of persons served, and address unplanned personnel absences or, when necessary, curtail program services.
• Make budgetary provisions for staff training and professional development.
• Represent The Salvation Army when interfacing with social service agencies, commissions, committees, community partners, and other groups as necessary.
• Act as a liaison with outside agencies to share information regarding homelessness and other services provided by The Salvation Army.
• Develop formal and informal collaborative relationships to improve the quality and quantity of services available to program participants.
• Promote program growth, quality, and effectiveness.
• Prepare an annual plan of service that includes a philosophy of care, goals, objectives, timelines, and an explanation of how resources will be allocated to achieve them.
• Prepare reports, as needed, for the Clark County Coordinator, Divisional Social Services Director, and Divisional Secretary for Programs.
• Oversee the preparation, approval, distribution, and maintenance of written operational policies, procedures, eligibility criteria, referral information, and other guidance necessary for effective service delivery.
• Develop written emergency procedures and risk-avoidance protocols, ensure staff are trained, and monitor compliance.
• Ensure all licenses required by law are obtained, maintained, and reviewed annually.
• Ensure all programs serve others without discrimination, consistent with The Salvation Army National Policy Statement on Nondiscrimination in Programs and Delivery of Services.
• Ensure there is a written pastoral care plan and that staff are involved in carrying out the plan.
• Ensure program staff regularly solicit feedback from program participants regarding services and service delivery.
• Adhere to all Salvation Army policies and procedures.
• Other duties as assigned.

While performing the duties of this job, the employee is regularly required to walk, stand, climb, balance, stoop, kneel, crouch, crawl, and reach with hands and arms continuously. The employee must regularly lift and/or move up to 20 pounds, frequently lift and/or move up to 50 pounds, and occasionally lift and/or move up to 75 pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, depth perception, and the ability to focus. The employee must have the ability to operate a telephone, desktop, or laptop computer, as well as the ability to access and produce information from a computer, and to understand written information.
