The Housing Supervisor is responsible for the overall operation, performance, and compliance of assigned affordable housing communities. This position provides leadership to on-site staff while ensuring quality resident services, high occupancy, timely rent collection, property maintenance, regulatory compliance, and strong financial performance. The Housing Supervisor serves as the primary point of contact for residents, staff, contractors, and the Housing Authority, balancing customer service with accountability and operational excellence.

Key competencies for success include strong leadership and team management skills, excellent communication and conflict resolution abilities, knowledge of affordable housing programs, HUD regulations, LIHTC, and/or PBV requirements, organizational and time management skills with the ability to prioritize competing demands, financial acumen, including budgeting, rent collection, and expense management, sound judgment and problem-solving skills, high attention to detail and commitment to regulatory compliance, a customer service mindset while maintaining professionalism and enforcing policies, and the ability to analyze reports, monitor performance metrics, and drive continuous improvement.

The Housing Supervisor has the ability to lead a dedicated team, influence property performance, and contribute directly to organizational goals through operational excellence, regulatory compliance, resident engagement, and continuous process improvement.

Minimum qualifications include one year of the required experience for the following minimum qualifications must have been in housing management or social services: four years of experience in administrative services, housing management, real estate, or social services. Experience substitution is available; every 30 semester hours earned from an accredited college or university will substitute for one year of the general experience.

Job duties include supervising the daily operations of assigned affordable housing communities to ensure efficient, effective, and compliant property management, providing leadership, coaching, and performance oversight for assigned housing staff, ensuring accountability and adherence to agency policies and procedures, ensuring compliance with HUD regulations, LIHTC requirements, Housing Authority policies, Fair Housing laws, and other applicable federal, state, and local regulations, coordinating with maintenance staff to ensure work orders, preventive maintenance, inspections, and unit make readies are completed timely and meet quality standards, collaborating with Housing Choice Voucher staff, Resident Services, contractors, vendors, and community partners to support resident success and efficient operations, and supporting agency initiatives, special projects, audits, and inspections by maintaining organized records and ensuring audit readiness.

Position-specific details include a probational appointment type up to 24 months, no participation in a Career Progression Group, and compensation determined based on qualifications and experience. Previous property management experience is preferred but not required.
