NEW Solutions connects experienced workers (ages 55+) with the U.S. Fish and Wildlife Service (FWS). These experienced professionals provide administrative, scientific, technical, and operational support to the U.S. Fish and Wildlife Service through the Experienced Services Program (ESP).
Positions listed here do not guarantee employment for any definite period. Enrollment in the Experienced Worker Programs administered by NEW Solutions is temporary. The enrollment relationship between NEW Solutions and the Enrollee is an ?at-will? relationship. This means that an Enrollee is free to terminate enrollment at any time during the enrollment period, and NEW Solutions and the Agency have the right to terminate the relationship with the Enrollee.
PLEASE NOTE: An ?Enrollee? is not a federal employee, nor an employee of NEW Solutions. An ?Enrollee? is a participant in a grant program established through a Cooperative Agreement funded by the agency and administered by NEW Solutions. This position is funded for 624 hours.

Qualifications:
MA/MS Degree in Natural resources management, planning, or policy and archaeology with minimum additional experience of 5 year(s) in developing environmental compliance documents, land use management plans, or related documents. AND minimum of 5 years of experience in cultural resources study/compliance.
- Experience required with Windows, MS Word, MS Excel, MS PowerPoint, MS Teams, MS Outlook, MS SharePoint, Adobe Acrobat
Duties:
This position will assist with the development and completion of National Environmental Policy Act (NEPA) compliance documentation, National Historic Preservation Act Section 106 documentation, Endangered Species Act (ESA) Section 7 consultations, findings of appropriateness and compatibility determinations associated with ROW permitting. This work includes, but is not limited to, coordinating with the refuge and regional office to research, write, and revise planning documents and shepherd them through the review and approval process both internal and external (including public notices and comment periods).? The position will also assist the Division of Realty with preparing ROW permits and researching historic ROWs.
- Research, write, and revise (as needed) appropriate NEPA documentation, Section 106 documentation, Section 7 documentation, Findings of Appropriateness, and Compatibility Determinations associated with ROW permitting. This would include coordinating with refuge and regional office staff as needed, coordinating internal and external review and approval of documents (including public comment periods), and communicating progress with leadership. 80%
- Assists the Division of Realty in the preparation of ROW permitting and tracking. 10%
- Assists the Division of Realty in researching and scanning historic ROW. 10%
- FWS/DOI required
