Vehicle Inspection Officer

Job Summary This position is located in the Department of For-Hire Vehicles (DFHV), Enforcement Division. The mission of DFHV is to protect the public interest by regulating the vehicle for-hire industry to allow the residents and visitors of the District of Columbia to have safe, affordable, and accessible transportation options. Duties and Responsibilities Investigates public vehicle for hire fleet facilities (headquarters), and operations for compliance with DCMR-Title 31, prior to receiving or renewing operating authority. Assists with follow-up investigations and documentation, when necessary. Assists in developing evidence of violations, and in preparing formal charges of illegal activity. Keeps the supervisor informed, or prepares written reports on results of approved investigations, including findings of fact and conclusions. Collaborates with agents of governments in neighboring local jurisdictions, the Immigration and Naturalization Service (INS), the Washington Metropolitan Area Transit Commission (WMATC), Metropolitan Police, Airport Police, and other local enforcement agencies relative to public vehicle for hire operations. Examines vehicle licenses (DFHV), public vehicles operator's license and identification Cards (FACE), and regular vehicle operator's permit for authenticity. Observes the operations of taxicabs, limousines, shuttle vans/buses, and private ambulances throughout the District of Columbia. Examines manifests for accuracy and completeness, monitors public vehicles and makes on-the- spot decisions and recommendations, relative to interpretation of District rules and regulations, established DFHV procedure directives, and work standards. Records daily violations of District public vehicles for- hire regulations, and issues citations accordingly. Inspects vehicles for cleanliness and safety, and maintains daily records of the number, type, and frequency of violations and citations issued. Qualifications and Education Specialized experience is experience which is directly related to the position and has equipped the individual with the knowledge, skills, and abilities to successfully perform the duties of the position. To be creditable, at least one (1) year of specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression. This position is part of the Pathway to Government Employment Partnership Program. District residents who received a high school diploma from the District of Columbia Public Schools or a District public charter school or received a GED or its equivalent from the District of Columbia will receive priority consideration for this entry-level position. Applicants must provide a high school transcript, GED certificate, high school diploma, or other applicable documentation along with verification of District residency before the District government may extend a final offer of employment. Licensures, Certifications This position requires that the incumbent possesses and maintains a valid motor vehicle driver's license. Work Environment Work includes on-the-street monitoring, driving in heavy traffic and occasional inclement weather, court and adjudication hearing and general office activities.
