This position is responsible for all aspects of facility upkeep, maintenance, improvement, emergency response, safety and security of buildings, grounds and all related equipment at all facilities within the Gladstone School District. Supervise and direct the day-to-day operations of the facilities, grounds, custodial, courier, and transportation services. Minimum Qualifications :
- Bachelor's Degree preferred.
- Five years of continuous experience in the supervision and/or direction of facilities, maintenance, grounds, and transportation preferred.
- Five years of continuous experience in personnel management, budgeting, purchasing, and project/program coordination preferred.
- Proficient in use of technology, including specific programs and applications unique to facilities management such as SERP, work orders, and building electrical and HVAC systems, is preferred.
- HVAC and LEM (Limited Electrical Maintenance) certifications are preferred.
- Technical expertise and experience in the following areas: construction, mechanical and electrical systems, HVAC systems and controls, energy management, safety, general building maintenance, custodial products and their use, and other related technical areas preferred.
- Knowledge of federal laws and codes related to plant management, including ADA preferred.
- Mental and physical skills and abilities to perform the essential functions of the position
- Ability to establish and maintain harmonious relationships with students, staff, and the general public.
- Ability to communicate professionally both verbally and in writing.
- Valid Oregon or Washington driver's license.
- Prepares annual budget estimates for buildings, grounds, maintenance, and transportation.
- Provides coordination among contracting parties involved during capital construction.
- Recommends and supervises approved systems operations and procedures for the protection and preservation of the school district's property and equipment.
- Establishes, maintains, and oversees the management of preventive service and problem solution for operations and maintenance.
- Provides leadership in planning activities related to the professional development of district staff in the areas of operations, maintenance and safety awareness.
- Recommends comprehensive planning and scheduling of maintenance and repair requirements within budget.
- Meets regularly with building administrators and others to determine district facility requirements for planning, budgeting, and forecasting.
- Advises administrators, teachers, and educational assistants on strategies and products related to operations, maintenance, and transportation.
- Supervises district staff who have responsibility for custodial, maintenance, grounds, and transportation.
- Evaluation of district staff within custodial, maintenance, grounds, and transportation with collaboration from building principals.
- Work cooperatively and professionally with district personnel and other non-district agencies.
- Represents the district with other agencies and organizations with respect to the district's facilities.
- Oversees the acquisition of, and process paperwork for, all operational and maintenance equipment (including the preparation of bid materials). Is the main district contact with all operations and maintenance vendors and facility service providers. Supervise the installation of such equipment hardware and software.
- Adhere to District policy, administrative rules (AR) and procedures, including submitting recommendations to your supervisor when revisions are required.
- Follows district, state, and federal purchase policies and practices.
a. Managing the facilities and evaluating, monitoring, and revising systems and services as appropriate.
b. Managing the workorders system by assigning, tracking, and communicating the completion of workorders.
c. Establish long-range schedules for maintenance and repair.
d. Assist with the District's prevention and loss control programs under risk management.
e. Act as an advisor to the Director of Financial on all questions and matters related to the facilities.
f. Act as district energy manager and ensure compliance and oversee all SB1149 energy program compliance and project completion.
g. Assure the district's compliance with federal, state, and local laws and regulations regarding capital projects and maintenance, grounds, custodial, and transportation operations.
h. Oversee and coordinate staff responsible for evening and weekend alarm calls as outlined in District protocols, including reviewing with the building principal or designee with a follow up incident report
i. Coordinate on-call protocols for emergencies 24 hours a day, 365 days a year.
j. Oversee alarm systems, security systems, and key plan and distribution.
k. Oversee the district fleet, including vehicles assigned to Driver's Education, and all other district equipment utilized for facilities, grounds, or courier services.
l. Oversees and manages the disposal of approved surplus property and ensure compliance with local and state policy requirements.
m. Oversees and manages the district recycling program. 2. Maintenance and Grounds.
a. Oversee all maintenance and grounds personnel and services and perform tasks as needed.
b. Prepare and administer the budget for the Maintenances and Grounds Departments in their entirety.
c. Maintain a project data base and communicate regular to Director of Finance, directors, and building principals on project status.
d. Performs maintenance duties to support staff and district as needed. 3. Custodial Services
a. Oversee all training and purchasing for custodians, including substitute custodians, and serve as a support to building principals for the day to day operations of custodians. Training includes and is not limited to understanding and using security systems and proper cleaning techniques and use of custodial products.
b. Coordinate and maintain adequate substitute custodial staff to meet District needs and schedule the staff as needed, including maintaining up to date task lists that will be used by substitute custodians.
c. Work with the building principals to coordinate and schedule all work during student breaks (winter, spring, and summer), including supervising the summer break work.
d. Prepare and administer the budget for custodial substitutes, temporary custodial help, supplies, equipment.
e. Performs custodial duties to support staff and district as needed. 4. Courier Services
a. Coordinate and oversee courier services within District
b. Coordinate and schedule all other major pickup and delivery services as it relates to facilities, grounds and custodial services. Safety Services
- Oversee fire, life, AHERA, and asbestos safety supports and all areas of legal compliance.
- Manage and Support and offer recommendations for the district's Evaluation Plan and Emergency Response Plan.
- Investigate property insurance claims.
- Coordinate and maintain all Safety Data Sheets, including ensuring all products in district facilities are in compliance with district policy and state, federal and local law.
- Act as the District IPM Plan Coordinator and ensure the District Integrated Pest Management Plan and related District Policies are in compliance with local, state and federal law.
- Oversee and manage all District storage, including District Archive Storage. All areas need to be organized and professionally presentable.
- Attend Board meetings and other work sessions as requested by your supervisor.
- Perform other tasks as required in a timely manner.
