Duties

Help

• Provide senior classification and position management support to assigned organizations (i.e., providing HR management advisory and technical services on complex and wide impacting customer functions and work practices).
• Perform special reviews and surveys to make recommendations for standardized position descriptions, reorganization, expansion, consolidation of functions, establishment of trainee level and intermediate positions, and changes in skills distribution.
• Analyze and classify complex and precedent setting position descriptions.
• Explain classification decisions, impact of designated duties on classification, and complaint and appeal procedures to employees, supervisors, and operating officials or managers through formal advisories and training sessions.
• Evaluates position management in assigned organizations and provides assistance to supervisors and operating officials on ways to improve structure, work distribution, and the use of employee skills.
• Works with a variety of programs including Fair Labor Standards Act (FLSA), Environmental Differential Pay (EDP), Hazard Pay, Locality Wage Survey, draft classification standards, competitive level descriptions and various DA/MACOM initiatives.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience for the GS-12 : One year of specialized experience which includes 1) Applying position classification standards to professional, administrative and interdisciplinary positions to determine appropriate pay plan, occupational series, title and grade level; AND 2) Advising management on classification issues, desk audits, and staffing issues; AND 3) Serving as the technical advisor to management on classification regulations and position management requirements. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
