The Credit Evaluation and Veterans Affairs Coordinator is a dual-function role within the Office of the University Registrar (OUR), supporting institutional compliance and student success through transfer credit evaluation, systems administration, and regulatory reporting. The position serves as the primary transfer credit processor and School Certifying Official (SCO) for the School of Continuing Education's (SCE) Bachelor of Professional Studies (BPS). This program is Cornell University's first fully online, part-time degree program and is designed for adult learners with 45-60 transferrable college credits.

The coordinator is a member of both the OUR Credit Evaluation and Compliance teams, which together support OUR's mission to create, maintain, and protect the academic records of current and former students. As with other members of the Credit Evaluation and Compliance teams, the role will be cross trained in various responsibilities to ensure business continuity. Current members of the Credit Evaluation and Compliance teams will similarly be cross trained to support the SCE nuances of this role. The role includes a dotted-line reporting relationship to the Director of Admissions and College Registrar in SCE and regularly collaborates with SCE student services and academic affairs staff. As part of OUR, this position will also collaborate with campus partners including Undergraduate Admissions, Financial Aid, the Bursar, the Office of Enrollment Compliance and Design (OECD), Cornell Information Technology, and college registrar offices.

OUR participates in compliance initiatives and systems projects by contributing business requirements, evaluating and testing technology solutions, and supporting implementations. This role is integral to those efforts.

Key Responsibilities

Veterans Affairs, DoD, and Student Support

• Serve as School Certifying Official (SCO) for VA Education Benefits and DoD Tuition Assistance, with a focus on supporting BPS students. Will serve as a backup SCO for other undergraduate, graduate, and professional students.
• Act as liaison between students/families and the VA and DoD; report enrollment data (term dates, credit load, qualifying costs) to ensure timely benefit payments.
• Review student registration each term for VA/DoD compliance; create and review term grade reports to confirm academic and benefit eligibility.
• Answer questions regarding enrollment status, benefits, payments, and changes of status.
• Assist with VA and DoD approval of new or revised academic programs; track students in institutional programs and notify the Assistant Registrar of Compliance of changes.
• Coordinate VA communications and annual certification processes, including PeopleSoft setup for each certification year.
• Maintain a strong commitment to compliance, particularly related to VA Education Benefits and DoD Tuition Assistance.

Compliance and Regulatory Reporting

• Serve as backup for NCAA, Ivy League, and Title IV enrollment compliance reporting.
• Review student registrations for NCAA and Ivy League compliance and athletic eligibility.
• Collaborate with the Assistant Registrar of Compliance and the Assistant Registrar of Data Management and Systems to meet annual reporting requirements for VA, DoD, NCAA, and Ivy League.
• Maintain knowledge of applicable federal, state, and university regulations related to relevant student records and enrollment compliance efforts.

Credit Evaluation, Articulation, and Systems

• Provide quality control and daily processing of all transfer and test credits using credit evaluation technology and the SIS.
• Evaluate collegiate and non-collegiate academic records in compliance with institutional policy.
• Research course content and transfer policies to determine credit eligibility.
• Manage and maintain articulation data in the Student Information System (SIS) and credit evaluation technologies.
• Support the creation, review, and processing of articulation agreements with external institutions.
• Providing training and oversee course equivalency approvals in credit evaluation technology systems.
• Communicate with faculty, departments, prospective and enrolled students, and external institutions regarding transfer credit policies.
• Assist with transfer-related communications, including website content.

Systems and Process Improvement

• Maintain in-depth knowledge of dependencies between PeopleSoft Student Records and Enrollment Manager.
• Assist with credit evaluation and compliance process improvements.
• Investigate new system functionality to streamline processes and improve efficiency.
• Coordinate system setup and updates with the Assistant Registrar for Compliance and the Compliance and Business Analyst.
• Adhere to established guidelines, deadlines, and service expectations in a detail-oriented, time-sensitive environment.

Bachelor's degree and up to 2 years of experience, or equivalent combination of education and experience, in higher education student and transfer services with an in-depth understanding of student records administration.

• Aptitude for problem-solving, attention to detail, communication, customer service, organization, adaptability, and ability to effectively work on a team or independently. A successful candidate should have a forward-thinking approach to problem solving.
• Working knowledge of a Student Information System, including but not limited to course, class, test/transfer articulation and enrollment modules.
• Ability to solicit, document and communicate business requirements, problems, issues, and solutions to technical and non-technical users.
• Familiarity with standard office software packages and reporting tools.
• Ability to juggle many different projects simultaneously, with consistent accuracy, follow-through, and timely completion.

• Successful completion of New School Certifying Officials VA training within 30 days of start date.
• Experience in achieving and maintaining compliance, especially for Veterans Affairs (VA) Education Benefits, Department of Defense (DoD) Tuition Assistance, NCAA, Ivy League and Federal Title IV Financial Aid.

• Experience working with Enrollment Manager, Tungsten, Teamworks, and National Student Clearinghouse.
• Experience using PeopleSoft Campus Solutions Student Information System.
• Experience with project management tools.
• Experience in credit evaluation processes, such as researching and evaluating academic programs at domestic and international institutions.
• Knowledge of degree audit solutions such as Stellic or (PeopleSoft) Campus Solutions Academic Advisement Reports.
• Knowledge of curriculum management such as Modern Campus/Digital Architecture or CourseLeaf.
• Knowledge of platforms that support transfer and test credit work, such as PeopleSoft Transfer Credit Articulation, Transfer Evaluation System (TES), or Optical Character Recognition (OCR) technologies.
• Experience in data analysis and report development.
• Experience working with student veterans in a university setting.
• Proof of authorization to certify to the VA [copies of VA Form 22-8794 (Designation of School Certifying Officials) and training certificates].
• Experience working in a Cornell student service office (such as Bursar, Financial Aid, Graduate School, or college registrar office).
