Logistics Management Specialist (Joint Petroleum Officer)

The Air Force Civilian Service (AFCS) is looking for a Full-Time Logistics Management Specialist, NH-0346-03 to work with USSTRATCOM/J4 at Offutt AFB in Bellevue, NB.

Must have Mastery knowledge of joint petroleum systems, Bulk Petroleum Contingency Reporting (REPOL), fuel consumption rate analysis, War Reserve Materiel (WRM) management, and Inventory Management Plan (IMP) development.

Must have 3-5 years' experience with Air Force and/or Navy fuel support systems.

Relocation incentive may be authorized, based case by case.

Base salary range is $76,463 - $118,204

Position is designated special-sensitive and requires a TOP SECRET (TS) security clearance with eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position. A non-disclosure agreement must be signed. Employee must be able to obtain and maintain a Top-Secret w/SCI clearance.

This position is designated as a Testing Designated Position (TDP) under the Air Force Civilian Drug Testing Program. Illegal drug use by employees in sensitive positions present a clear threat to the mission of the Air Force, national security, and public safety. It is required that you (a) refrain from the use of illegal drugs and (b) if requested, submit to urinalysis testing.

This position has been designated as Key. The duties of this position meet all requirements as a category 4 designation, and shall not be vacated during a national emergency or mobilization without seriously impairing the capability of the parent Federal Agency or office to function effectively. This position must be removed from the Ready Reserve and cannot become a member of the Ready Reserve. (IAW: DoDD 1200.7, "Screening the Ready Reserve,")

Mastery knowledge of DOD, Joint Staff, and Command standards and policies for joint petroleum systems and in-depth knowledge of DOD, Service, Agency, and Command interrelationships.

Mastery knowledge of bulk petroleum distribution systems (pipelines, hose-lines, IPDS), Quality Assurance (QA/QS) protocols, and environmental compliance for fuel infrastructure.

Mastery knowledge of Bulk Petroleum Contingency Reporting (REPOL), demand profile modeling, and fuel consumption rate analysis.

Mastery knowledge of War Reserve Materiel (WRM) management, Prepositioned War Reserve Stocks (PWRS), and Inventory Management Plan (IMP) development.

Mastery knowledge of OPLAN/OPORD Development (Annex D/S), Joint Operation Planning and Execution System (JOPES), TPFDD validation, and Contingency Support Planning.

Ability to brief General/Flag Officers, chairing Joint Petroleum Working Groups (JPWG), and coordinating with Service Component fuels managers.

Previous experience at Combatant Command and/or Service/The Joint Staff/OSD-level staff is desired.

Ability to use office automation tools and techniques to design and generate reports, briefing materials, or comparable documents.

Ability to communicate effectively, both orally and in writing; negotiate issues; and maintain good working relationships with diverse groups and executive-level command management.
