Mental Health Program Director – I/DD Adult Services

Under the general direction of the Community Mental Health of Ottawa County (CMHOC) Chief Executive Officer and/or Chief Operating Officer develops, implements, and manages programs providing quality behavioral health care services and resources to target populations within the county. Responsible for overall development, oversight and implementation of departmental programming and budgets.

This is a full-time, benefited position based out of the James Street Campus located at 12265 James Street, Holland, MI. Typical working hours are Monday – Friday, 8:00am – 5:00pm.

Essential Job Functions: The essential functions of this position include, but are not limited to, the following: Supervises management and treatment staff, including hiring and termination procedures, administering policies and procedures, reviewing and evaluating work performance, identifying training protocols and staff professional development and administering disciplinary actions. Participates in long range organizational planning to provide innovative and cost-effective mental health services. Assures all assigned programs comply with agency mission and values, as well as guidelines, procedures, and protocols established by the Michigan Department Health and Human Services, CMHOC Board of Directors, CMHOC Leadership, Recipient Rights, CARF, HIPAA, and other accrediting or regulatory agencies. Participates in the development of the annual CMHOC operating, personnel, and capital budget proposals. Monitors and adjusts program budgets on an on-going basis to ensure fiscal efficiency of assigned programs. Manages and oversees various contracts for mental health services. Understands the Healthcare Common Coding Procedure System (HCPCS) requirements to make contract recommendations and ensure proper documentation. Serves as a member of the Executive Leadership team and serves as chair of committee(s) as assigned by the Chief Executive Officer and/or Chief Operating Officer. Interacts with the Lakeshore Regional Entity, CMHOC Board Members and local and state representatives. Represents CMHOC at inter-agency, community, and state meetings related to planning, development, and implementation of discipline-specific services. Directs and participates in the development of agency policies and procedures. Participates in the development of plans and strategies to increase the efficiency and cost-effectiveness of community- based mental health services. Ensures assigned service delivery units operate within established quality standards. Provides clinical oversight and supervision as required for discipline-specific services. Directs and participates in the development and implementation of quality assurance protocols to ensure continuous improvement in the delivery of mental health services to clients, including preparing for and participating in various audits from funding and accrediting bodies. Determines clinical appropriateness for higher levels of care including residential and inpatient services. Covers direct staff duties during absences and provides billable services when needed to ensure continuity of client care. Identifies funding opportunities to support new and continuing mental health services, directs and participates in the development and submission of funding proposals. Manages and oversees any funding proposals and/or grants awarded to the agency. Ensures all community mental health services staff comply with training, supervision and continuing education requirements for maintenance of licenses and accreditation. Serves as an advocate for greater access to affordable, quality mental health care for the target population. Other duties as assigned.

Required Education, Training and Experience: Master's degree from an accredited institution in psychology, social work, or a related human services field with at least 5 years of progressively responsible experience in community based mental health programs, including at least two (2) years as a supervisor or manager and two (2) years in community mental health program development and administration.

Lived experiences with mental illness, developmental disabilities, or substance use disorders are valued.

LICENSES AND CERTIFICATIONS: If supervising clinical staff, must possess or obtain State of Michigan licensure as a Licensed Psychologist; Limited Licensed Psychologist; Licensed Master's Social Worker; or appropriate licensure or certification in a human services related field.

For those supervising clinical staff working with individuals with co-occurring mental illness and substance use disorders, CAADC or CCS certification preferred.

Required Knowledge and Skills: Thorough working knowledge and ability to effectively demonstrate the principles and practices of administration of community-based mental health services. Thorough working knowledge and ability to effectively demonstrate managerial and supervisory principles and practices. Thorough working knowledge of CMHOC departmental organization, procedures, and regulations. Thorough working knowledge and ability to effectively demonstrate effective leadership techniques, problem solving, conflict resolution, and program development. Excellent ability to effectively negotiate and resolve consumer and family/guardian conflicts/issues. Thorough working knowledge and ability to effectively demonstrate the principles and practices of clinical assessment and diagnosis, and the DSM-5 criteria, as appropriate to the target population. Thorough working knowledge and ability to effectively demonstrate mental health evidence-based practices and recovery principles or best and/or emerging best practices, as appropriate to the target population. Thorough working knowledge of local, state, and federal health codes, statutes, rules, and regulations as they relate to the Community Mental Health system, including but not limited to the Michigan Medicaid Provider Manual, Michigan Mental Health Code, HIPAA, CARF, Title X and Recipient Rights. Thorough working knowledge of the major categories of psychiatric illness, substance use disorders, and intellectual/developmental disabilities experienced by the client group served. Special expertise in the core service delivery area. Thorough working knowledge and ability to effectively demonstrate professional standards of practice and ethics. Thorough working knowledge and ability to effectively demonstrate the principles and practices of budget preparation and control. Thorough working knowledge and ability to effectively demonstrate the principles and practices of medical record documentation and medical records management. Thorough working knowledge and ability to effectively demonstrate strategic planning. Thorough working knowledge of program assessment and quality assurance principles, practices, protocols and instruments. Ability and willingness to learn and use new skills and take advantage of internal and external trainings and staff development opportunities and resources. Excellent verbal and written communication skills. Computer literacy and working knowledge of word-processing, spreadsheet, database and project management software.

WORKING CONDITIONS: Work may be performed in a variety of environments, including a normal office setting, various CMH programs, and/or in community settings.
