JOB INFORMATION
All students in Frederick County Public Schools are provided with health services in the school setting. It is through this joint effort between Frederick County Public Schools and Frederick County Health Department that the School Health Services provides the link between health and education. This link is the key to the success of every student in Frederick County. Health and education go hand in hand, and both are essential components for the success of every student in the school setting.


We are seeking positive and professional staff with a passion for caring for children to join our diverse School Health Services team.
Non-exempt (compensatory and/or overtime eligible); full-time during school year (10-month position); 35 hours per week; (Monday - Friday, varied hours based on work location); full benefits; This role requires travel between assigned schools and programs, with occasional assignments at other schools or for special health-related initiatives.

This position delivers professional nursing services to designated Frederick County public schools, ensuring the health, safety, and well-being of students. Responsibilities may include supervising and evaluating Licensed Practical Nurses (LPNs) and Health Room Technicians (CNA/CMTs), coordinating school health programs, developing and implementing individualized care plans, and acting as a liaison between schools, families, and healthcare providers. Additional duties involve maintaining health documentation, managing communicable disease prevention efforts, overseeing emergency care protocols, and providing direct health room coverage. The incumbent will float to other schools to cover staff absences if needed. Oversight is received from a School Health Manager.

Newly hired employees will attend a 6-week orientation and training at the Frederick County Health Department.

NOTE: The upper pay range reflects possible wage rates for internal County transfers and promotions, which are calculated per County policy. For external hires, offers are made at the base wage rate - exception may be made for applicants who possess secondary language skills in Spanish.

ESSENTIAL DUTIES AND JOB RESPONSIBILITIES
  • Supervise and evaluate Licensed Practical Nurses (LPNs) and Health Room Technician-CNA/CMTs (HRTs) across multiple assigned school buildings
  • Delegate nursing functions to HRTs in compliance with the MD State Board of Nursing regulations, providing oversight and guidance
  • Monitor and assess the effectiveness of health services provided by LPNs and HRTs, identifying areas for improvement
  • Assess, plan, implement, and evaluate health services provided to students in the assigned schools
  • Serve as a liaison between schools, students, parents/guardians, and healthcare providers, fostering collaboration in student health management
  • Develop and implement individualized health care plans, regularly evaluating their impact on student well-being
  • Educate and train parents/guardians and school personnel on student health needs, safety precautions, and developmental concerns
  • Assist in obtaining and maintaining emergency cards, immunization records and other appropriate student medical documents
  • Help families to find and use available health resources and be available to attend medical appointments with families and to visit families in their homes
  • Compile and maintain a file of current health education materials for students and faculty and serve as consultant and resource person for the health education program
  • Assist in establishing emergency care policies and protocols for managing student injuries and illnesses
  • Implement and oversee communicable disease prevention and response programs, including protocol interpretation and outbreak investigation
  • Investigate communicable diseases in the school setting
  • Promote effective sharing of information resources among the community, health care professionals and the school(s)
  • Analyze school health records and reports in order to develop and/or modify health programs to meet healthcare needs of school communities
  • Attend faculty, staff, and community meetings, actively contributing to school health discussions and initiatives
  • Provide on-site health room coverage to care for students' chronic conditions, acute injury and illness
  • Provide appropriate health education for schools and communities as needed
  • Identify and respond to social, cultural, and environmental factors that influence student health and academic performance
  • Collaborate with families, educators, and community partners to ensure equitable access to care and support services, particularly for students from underserved or marginalized backgrounds
  • Work closely with school counselors, psychologists, and external providers to coordinate care and ensure continuity of mental health support.

QUALIFICATIONS AND REQUIREMENTS

  • Graduation from an accredited Nursing program with an Associate's degree
  • Minimum 2 years of experience providing professional nursing services in a clinical, public health, school health, or community health setting.
  • Current Registered Nurse license through the Maryland State Board of Nursing (or current RN license from another state, with ability to obtain Maryland RN license within30 days following hire)
  • Current certification in CPR by a recognized certification body (e.g. American Red Cross, Heart Association, etc.) or ability to be so certified during the orientation process
  • Possession of a valid driver's license
KNOWLEDGE, SKILLS AND ABILITIES:
A successful incumbent operating in this role displays the following:
  • Ability to successfully complete mandatory RN Case Manager/Delegating nurse training course through Maryland State Board of Nursing during the first 6 weeks orientation and training period
  • Expertise in clinical assessment, care planning, and intervention strategies
  • Extensive knowledge of the fundamental principles of nursing care and patient assessment
  • Knowledge of common pediatric health concerns, chronic conditions, communicable diseases, and medication administration protocols
  • Knowledge and understanding of the legal aspects of RN practice
  • Knowledge of program assessment, strategic planning, intervention and effective evaluation
  • Knowledge of Maryland State laws, rules and regulations governing School Health Nursing, including the State Nurse Practice Act and ethical standards
  • Ability to administer medications and treatments safely, monitor side effects, and document appropriately
  • Strong clerical and record-keeping skills, including the ability to maintain detailed health records and documentation (electronic and paper)
  • Proficient knowledge with data entry, spreadsheets, and databases, along with competence in email communication, formatting, and file management.
  • Ability to effectively oversee, guide, and support direct reports by providing direction, evaluating performance, ensuring adherence to nursing protocols, and fostering a collaborative work environment within the school health setting
  • Skill in interpreting health reports, performing basic math functions for accurate medication calculations, and assessing statistical data
  • Strong and effective spoken and written (English) communication skills, including the ability to assist in the development and implementation of student health plans
  • Ability to develop and maintain effective working relationships with persons of diverse educational, cultural, and economic backgrounds; co-workers, other health care professionals, students and parents/guardians, and the general public
PREFERENCE MAY BE GIVEN FOR:
  • Bachelors Degree in Nursing (BSN)
  • Master's degree in Nursing or a closely related field
  • Current certification as a school nurse or a child/adolescent certification such as pediatric nursing, maternal child health nursing, etc.
  • Related experience in a School Health Program
  • Completion of a RN Case Manager/Delegating nurse training course through Maryland State Board of Nursing
  • Work experience specifically in pediatric or medical surgical nursing
  • Secondary language skills in Spanish
PHYSICAL REQUIREMENTS/WORKING CONDITIONS:
  • While working in this position, the employee is frequently walking, stooping, reaching, performing repetitive motions, and driving; occasionally sitting, climbing, lifting up to 50 pounds; rarely lifting over 50 pounds, pushing and pulling up to and over 40 pounds.
  • While working in this position, the employee is constantly working indoors; occasionally walking on uneven ground, potentially exposed to infectious diseases, and required to wear protective equipment.

Retirement Plan:
A defined benefit retirement plan is provided for all regular County employees. Employees are automatically enrolled in either the Uniformed Plan (5 year vesting) or the Non-Uniformed Plan (5 year vesting, effective 07/01/2024) depending upon position classification. The majority of support for the plan is provided by the County; however, employees are required to make a mandatory pre-tax contribution towards their benefit. Retirement benefits are payable at normal, early or delayed retirement. Retirement benefits are also payable upon termination and in the event of death or disability.

Health Insurance :
County employees have a choice of two medical insurance plans, an In-Network (HMO) Plan or a High Deductible medical plan with a Health Care Savings Account, to provide coverage for medical and surgical expenses, hospital and emergency care expenses, mental health expenses and prescription drugs. The County and participants share in the cost of the health insurance with the employee having the benefit of pre tax contribution deductions. Medical insurance goes into effect on the first day of active employment.


Dental Insurance:
Employees may select coverage from one of three dental plan options, ranging from a PPO plan to a dental HMO plan. Coverage includes preventive care, fillings, crowns, bridges and dentures, and the cost of dental insurance is shared by both the County and the employee. Dental insurance goes into effect on the first day of the month that follows the eligible employee's completion of 30 days of active employment


NOTE: Employees working 75% or greater of a 35 or 40 hour position are eligible for health & dental insurance.

Flexible Spending Accounts:
The Flex Spending plan allows employees to pay health and day care expenses with pre-tax dollars. Employees may set aside part of their salary in a special account that can be used throughout the year to reimburse themselves for out-of-pocket medical expenses. The maximum contribution is $3,400 per year for Health Care Spending and $7,500 for Dependent Care Spending (work-related day care expenses). Examples of expenses that can be reimbursed for Health Care Spending include, but are not limited to: deductibles, co-payments, dental fees, chiropractors' services, and eyeglasses / contact lenses.

Life Insurance:
Employees are insured for 2 times their annual salary in case of death plus 2 times their annual salary for accidental death. Employees do not contribute to the premiums for this coverage. A Supplemental Life Insurance is also offered to regular County employees. The plan allows employees to purchase individually owned term life insurance for themselves, their spouse, and their dependents.

Savings Plan - Deferred Compensation:
The County offers a Section 457 Plan. Deferred compensation plans allow participants to save for retirement in either a pre tax or post tax (Roth) investment account. Contributions are invested at the employee's direction into one or more of the variety of investment options offered by the plan. Changes may be made to the contribution levels, investment options, etc. at any time. Contribution maximums are set each year by the IRS.


Educational Reimbursement Program:
County employees who have successfully passed their probationary period may apply for education reimbursement for courses that can improve or develop an employee's capabilities related to their current job or for a promotional opportunity within Frederick County Government. The benefit also covers the costs of job-related non-credit courses. If the employee receives a grade of at least a C, or successfully passes a non-credit course, the County reimburses the employee 75% of the costs of tuition, fees and books. If an employee doesn't remain employed with Frederick County Government for two years after a class is taken, the benefit needs to be reimbursed to FCG.

Employee Assistance Program:
This confidential assessment, referral and counseling service is available at no cost to all employees who may need help with a personal or job-related issue or concern.

Leave
Annual Leave - Employees are eligible to use Annual Leave after their 6 month probationary period. Annual Leave accrues as follows: Years of service days per year
0 - 2 years 11 days
2 - 10 years 17 days
10 + years 24 days

Sick Leave - Employees will earn sick leave at a rate of 15 days per calendar year.

Sick Leave may also be used for illness of an employee's child, dependent, spouse, parent or parent-in-law. There is no limit on the amount of sick leave accumulated. Unused Sick Leave may be used for additional credit in the pension plan at the time of retirement.


NOTE: Regular benefited part-time employees earn annual and sick leave on a pro-rated basis based on their actual number of hours worked biweekly up to their assigned number of regularly scheduled work hours.

Other available types of leave include, but are not limited to, Family Medical Leave, Bereavement, Jury, and Military.

Holidays:
The County observes 10 holidays every year and 11 are observed on years of General Elections.
