Civil Engineer Technician IV

Position Summary Provide engineering assistance and support to the Public Works Department regarding construction plans, specifications, project designs, surveying, material testing, and construction inspection. Duties and Responsibilities Assist with planning, development, and implementation of highway design and construction projects. Perform staking, surveying, drafting, and design work, ensuring compliance with federal, state, and local requirements. Perform inspection of construction projects. Perform computer‑aided design and specifications. Perform engineering computations and engineering estimates. Coordinate projects with federal, state, and local entities and jurisdictions. Inspect and document construction activities, quantities, and material quality. Perform compliance tests for soils, aggregates, bituminous, concrete, etc. Monitor and inspect projects’ progress and methods, ensuring specifications are met and regulatory guidelines, standards, and laws are followed. Prepare final records and close out contracts on construction projects. Assist with construction project management. Assist with MPCA MS4 annual inspections and permit requirements. Operate GPS and survey systems. Create construction plans. Assist with training and mentoring other staff. Perform utility locates, hydraulic surveys, and identification of roadway markings. Attend training as needed. Assist in the preparation of reports, letters, and other documents. Perform other duties as assigned or apparent. Qualifications A. Completion of an approved two‑year highway/civil engineering technology, drafting, or land surveying program. B. Four (4) years of relevant work experience; OR six (6) years of relevant work experience; OR C. Equivalent combination of education, training, and experience. D. Valid driver’s license and ability to drive in the state of Minnesota. E. Successful completion of a background check. F. Obtain and maintain certifications and licensures. F.1.1 MnDOT Technical Certifications (aggregate production tester, bituminous plant tester, etc.). F.1.2 Erosion and stormwater management certification program through the University of Minnesota. Knowledge, Skills, and Abilities Significant working knowledge of federal, state, and local laws, rules, and regulations relating to highway construction. Effective communication skills, orally and in writing, and strong public‑relations skills. Ability to establish and maintain effective working relationships with others. Ability to manage a variety of tasks under moderate supervision within standard operating procedures. Moderate analytical ability to execute varied tasks. Ability to maintain effective working relationships to carry out organizational programs. Travel within the daily work assignment and within Minnesota, including overnight stays. Work extended, evening, and weekend hours as needed. Compliance with organizational and departmental policies. Perform the physical and mental demands of the position. Attendance during regularly scheduled work hours and outside regular hours as necessary. Effective and respectful communication and interactions with employees, supervisors, and citizens. Comply with data‑practice policies and standards related to private data. Physical Demands & Working Conditions Work performed both in the office and in the field. Common hazards: headaches, eye strain, carpal tunnel syndrome, and other office‑related occupational hazards. Fieldwork may require bending, climbing, walking on uneven terrain, and lifting up to 50 pounds. Minimal to moderate physical activity; no heavy or prolonged lifting. Environmental conditions: heat, cold, wetness, toxic chemicals, dust, noise, odors, exposure to bloodborne pathogens, insect‑borne illnesses, and other field‑related hazards. Work in confined and secure spaces. Exposure to offensive language and threats. Handling disruptive behavior, including profanity. Continuous mental effort and stress. High attention to detail and deadlines under time pressure. Hours of Work Monday – Friday, 7:30 a.m. – 4:00 p.m. Schedule may be subject to change, dependent on department needs. Equipment Utilized Office equipment, computer hardware and software, pickup truck, engineering equipment, and phones. Additional Information Location: Benton County, City of Foley, Minnesota. Candidates will be required to physically report to their assigned work location each scheduled day. The position involves work both in the office and in the field.
