Position Overview The Senior Capital Project Manager reports to the Director, Real Estate and Construction, and is responsible for developing, managing, and administering capital projects from early programming to completion and close‑out for the Facilities & Workplace Department. This role ensures projects are delivered safely, on time, and within budget while maintaining compliance with building codes, safety regulations, and company standards. It also supports the Director in developing capital governance structure and managing the capital portfolio. Capital Project Management (Primary Job Function) Manage scope, schedule, budget, and quality of capital projects. Responsible for the full project lifecycle: programming, planning, design, procurement, construction, integration, commissioning, and closeout. Understand business need for each project and make ongoing decisions based on what’s best for the organization. Develop and maintain project execution plan, specifications, and documents. Work closely with project teams to ensure all deliverables comply with IEM’s standards. Act as liaison with internal and external stakeholders. Provide oversight and directives for internal team members and external vendors/contractors. Coordinate and communicate with all parties involved, including stakeholders, other agency departments, consultants, and contractors. Collaborate with key stakeholders to build consensus and drive decisions and progress. Investigate, negotiate, and resolve project issues, identify root causes, and present appropriate solutions. Represent IEM’s Facilities & Workplace Department at project meetings. Perform project management duties: develop scope of work, prepare and review cost estimates, monitor status reports, schedules, and budgets, monitor work in progress, approve, negotiate, and execute funding agreements and consultant contracts, and authorize contract payments. Identify and resolve project challenges: resource conflict, delays, budget variances, emergencies, implementing solutions that minimize impact on timelines and objectives. Prepare reports and presentations for management and executives on capital projects. Conduct regular site inspections to verify adherence to building codes, safety standards, design specifications, and IEM quality standards. Maintain accurate facility asset documentation and update design standards and construction specifications. Ensure all safety protocols are followed on job sites and promote a culture of safety among all project participants. Close out projects in a timely manner, including collection of as‑builts, warranty tracking, O&M manuals and final project cost information. Ensure compliance with applicable laws, codes, regulations, and policies. Capital Portfolio Management (Support and/or Lead) Develop department’s capital governance, best practices, systems, processes, and tools. Develop and manage the capital portfolio: budget planning, portfolio control and management, risk and opportunity trade‑off. Develop capital portfolio strategic roadmap and business proposals. Develop, implement, maintain, and enforce departmental policies, guidelines, specifications, and standards for the Capital Project Delivery Process. Develop capital project cost database and schedule templates for future project estimating. Develop metrics, dashboards, and KPIs to report on portfolio and project health and performance. Qualifications Bachelor’s degree in Construction Management, Engineering, or related field. Minimum 8 years of experience managing commercial or industrial construction projects. Demonstrated experience managing projects from conception through completion. Experience managing multiple competing capital projects concurrently with cross‑functional stakeholders. Experience managing projects of various sizes, scope details, and levels of complexity, from a few hundred thousand dollars to multi‑million dollars. Experience in commercial and industrial tenant improvements and ground‑up construction projects. Excellent understanding of building codes, construction methods, and safety regulations. Strong people, organization, and negotiation skills. Excellent written and verbal communication and presentation skills. Proficiency with project management software and Microsoft Office Suite. Valid driver’s license and ability to travel to project sites as needed. Preferred Qualifications Professional certification (Professional Engineer, PMP, CCM, LEED AP, or similar). Experience managing projects with budgets exceeding $50 million. Experience managing capital programs or portfolio. Experience working on capital strategic and budget planning. Experienced developing capital governance structure, system, and processes. Physical Demands & Work Environment This position requires the ability to work in both office and active construction environments. Physical requirements include: Frequent site visits requiring walking on uneven surfaces, climbing stairs and ladders, and navigating construction zones. Ability to lift and move materials up to 50 pounds occasionally. Visual acuity for reviewing plans, inspecting work, and assessing site conditions. Exposure to varying weather conditions and moderate to loud noise levels at construction sites. Travel to multiple project sites as required.
