These efforts are funded through a combination of Tribal, Federal, State, and grant funding sources and frequently require specialized professional services.\nYTT also administers programs including the Tribal Transportation Program (TTP), the Native American Lands Environmental Mitigation Program (NALEMP), the Environmental Protection Agency Tribal Response Program (EPA TRP), fisheries restoration initiatives, and other Environmental Protection Agency (EPA) and community development efforts.\nThe Yakutat Tlingit Tribe is deeply committed to keeping the traditional ancestral lands of the Five Chiefs pristine, thriving, and abundant. Our elders have long called these lands our refrigerator, and have taught us that we must care for the land in order for the land to care for us. Environmental stewardship is not simply a regulatory obligation for YTT — it is central to preserving Haa Shaagoon, Our Way of Life, for current and future generations.\nYTT has over twenty years of proven performance under federal Cooperative Agreements with the Department of Defense through NALEMP, and continuous EPA TRP funding, completing WWII-era remediation, fuel tank removals, brownfield assessments, and long-term environmental cleanup. Combined with the Tribal Transportation Program's 113 routes requiring ongoing safety, culvert, bridge, right-of-way, and infrastructure improvements, YTT's expanding responsibilities demand fast, reliable access to technical, engineering, and environmental support — especially within Alaska's short work seasons. Establishing this IDIQ ensures uninterrupted delivery of essential services, strengthens program capacity, and supports YTT's EPA, fisheries, monitoring, stewardship, and Realty programs by enabling timely, compliant, and coordinated project execution across Tribal lands.\nYTT anticipates continued investment in transportation improvements, aquatic organism passage projects, watershed restoration, environmental remediation, climate adaptation, bridge development, and transportation safety.\nThe selected consultant(s) shall work closely with multiple programs — the Tribal Transportation Program, the Native American Lands Environmental Mitigation Program, the Environmental Protection Agency Tribal Response Program, the Environmental Protection Agency, fisheries programs, and environmental monitoring — to advance strategic planning, funding development, permitting, design, construction, and implementation of these projects.\nThe resulting contract shall have a base term of three (3) years, with an option for a two-year extension. During this period, YTT intends to issue individual task orders for services as project needs arise and funding becomes available. Task orders will be issued as either lump sum or time and expenses as appropriate to each scope of work – the selected firm will prepare open book estimates for task order proposals using provided rate sheets and proposed overhead and profit markup rates as established through this proposal.\nSCOPE OF SERVICES\nYTT seeks a qualified consultant team to perform engineering, environmental, civil engineering, and associated services for a three-year period.\nIdentified technical capacities requested are as follows:\n\nEngineering\nCivil Engineering\nEnvironmental Services\nOther Technical Services\n\nFocus Areas\n\nEnvironmental Services\nFish Passage\nEnvironmental Remediation\nInfrastructure Safety\nCapacity Building\n\nYTT programs will work with the selected team on a task order basis for project completion.\nProject Types and Services Required\nIn addition to the scope of services above, YTT may elect to issue additional task orders for projects and services not otherwise listed. The selected engineering firm or firms must be able to provide the following types of services under this SATOC:\n\nTechnical project management and coordination\nTechnical support for grant applications and funding requests\nStrategic planning and technical project leadership\nTransportation engineering and planning\nLow-volume roads engineering, including drainage and sedimentation control using Best Management Practices\nStructural and bridge engineering\nConstruction administration, oversight, and observation\nEnvironmental engineering and scientific analysis\nHydraulic engineering\nHydrology and hydrologic analysis\nFluvial geomorphic surveying and design\nRiver mechanics and hydraulics\nSanitary engineering (water/wastewater treatment)\nBridge inspections in conformance with National Bridge Inspection Standards (routine, fracture critical, underwater, special, initial, and scour evaluations)\nBridge load ratings and overload permit analysis\nTopographic Survey and Plating\nAquatic Organism Passage\nEnvironmental surveys, permitting, and compliance monitoring\nRegulatory analysis and environmental standards development\nEnvironmental services for National Environmental Policy Act (NEPA) compliance\nLandfill and Solid Waste assessments, characterizations , backhaul and general planning\nWaste Characterization and profiling\nPhase I/II Environmental Site Assessment, Preliminary Assessments and Site Inspection\nEnvironmental Remediation Design to include groundwater and soil vapor mitigation\nCERCLA Consulting\nHazardous Materials Survey and Assessment to include Asbestos and Lead Inspection and Assessment\nAir Quality Monitoring\nWetland Delineation, Habitat Assessment, Fisheries and Vegetation Survey\nGeographic Information Systems and Mapping\nUAS / drone services – LiDAR, orthoimagery, other high resolution photos\nHazard Mitigation Planning and Climate Adaptation Planning\nCost Estimation\nOther support as needed\n\n \nInitial Planned Task Orders\n\nKulixelcan River Culvert Replacements\n\nFunded by: FHWA National Culvert Replacement and Restoration Grant Program\nTerm: September 2026 – December 2029\nEstimated Cost Range: $250,000 - $750,00\n\nTask 1 Develop Engineering design and replacement for two culverts\n\nProvide field services including assessments of current conditions, fish habitat, wetlands, topography, bathymetry, and archaeology. Provide surveying, permitting, environmental compliance, and engineering designs for replacement of two culverts to restore AOP. A design package including engineering plans, drawings, and specifications will be developed for each culvert replacement. The design package will be submitted for review at 30, 70, and 100-percent complete.\n\nTask 2: Conduct technical oversight of construction and installation of three culverts\n\nProvide field observation, oversight, and technical support during construction and installation of three new culverts to restore AOP. Prepare construction completion reports for each culvert replacement\n\nTask 3: Conduct project management, coordination, and communication for coordination of design and construction\n\nCollaborate with the Tribal Transportation Director and YTT to manage and coordinate project activities. Participate in regular project meetings to coordinate activities and address current issues and needs. Such defects must be reported to YTT in writing and received at least seven days prior to the deadline for receipt of proposals. This will allow sufficient time for YTT to issue an addendum, if warranted, and will help prevent the evaluation of proposals based on a defective RFP. Protests based on an omission, error, or the content of the RFP will be disallowed if notice of the defect is not made as set out above.\nADDENDA TO THE RFP\nAddenda to this Request for Proposals may be issued at YTT's option. An interested offeror, however, may request modifications to the scope, specifications, or administrative requirements. Final acceptance or denial of the request is the decision of YTT. Failure of YTT to respond in writing to a request for an addendum to the RFP shall be considered a rejection of the request. All addenda will be in writing and issued to all persons known to have received a copy of this RFP.\nCORRECTION, MODIFICATION, OR WITHDRAWAL OF PROPOSALS\nA proposal may be corrected, modified, or withdrawn by written request from an authorized agent of the offeror to the contact person, before the time and date set for receipt of proposals.
