Range Safety Officer

General Definition of Work Performs semi‑skilled work; organizes, performs, and supervises safe shooting activities and range operations. This position ensures strict adherence to Standard Operating Procedures (SOPs) and assists shooters utilizing the range as needed. Work is performed under the moderate supervision of the Planning and Community Development Director. Assist with other duties as needed or assigned. To perform this job successfully, an individual must be able to complete the essential functions of the position with or without reasonable accommodations. Essential Functions Supervises all aspects of range operation and ensures strict adherence to Standard Operating Procedures. Monitors all activity on the shooting lanes and calls for a cease‑fire or “hot range” as needed. Follows proper procedures in accepting, handling, and recording of monetary transactions. Assists customers with appropriate lane and target orientation. Promotes and smoothly executes instructional programs and shooting events. Maintains the range and adjacent facilities clean and in good condition. Follows emergency response plans as required. Performs maintenance and repair of range facilities, maintains back berms, and constructs/repairs target stands. Coordinates with garbage and recycling contractors. Attends training as required. Works as a team player; communicates in a professional and courteous manner with everyone. Maintains a well‑groomed, professional appearance at all times. Adheres to NCWRC and Pender County Employee Personnel policies. Assists other county departments with tasks and projects as assigned. Knowledge, Skills, Abilities, Education & Experience Extensive knowledge of the operation of firearms of all types. Knowledge of and follow‑through of emergency response plans. Skill in the use of equipment to which the employee is assigned. Ability to stand for extended periods of time, occasionally under unfavorable weather conditions; ability to work in a confined area; ability to establish and maintain effective working relationships with other county departments, employees, associates, vendors, and the general public. High school diploma or GED and extensive experience with firearms of all types, one year of experience in operating a sport‑shooting range preferred; year experience in maintaining and repairing a sport‑shooting range preferred, or equivalent combination of education and experience. Once hired, must attain (if not already certified) the NRA Certified Range Officer test with a score of 90% or better. CPR and First Aid Certification required. Valid driver’s license in the State of North Carolina. This position is a safety‑sensitive position and subject to random substance abuse testing in accordance with the Pender County Personnel Policy and Risk Policy. Physical Requirements This work requires the regular exertion of up to 10 pounds of force, and occasional exertion of up to 50 pounds of force; work regularly requires using hands to finger, handle, or feel and reaching with hands and arms; frequently requires pushing or pulling, lifting and repetitive motions and occasionally requires standing, walking, sitting, speaking or hearing, climbing or balancing and stooping, kneeling, crouching or crawling; work has standard vision requirements; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels; work requires operating machines, operating equipment, and observing general surroundings and activities; work regularly requires ability to work in a confined area; work regularly requires exposure to outdoor weather conditions, exposure to fumes or airborne particles, exposure to toxic or caustic chemicals, and exposure to vibration; work is generally in a loud noise location.
