OPERATIONS SUPERVISOR

APPLICANTS MUST BE PERMANENT IN THE PRINCIPAL ADMINISTRATIVE ASSOCIATE CIVIL SERVICE TITLE. Family Independence Administration provides temporary help to individuals and families with social service and economic needs to assist them in reaching self‑sufficiency via essential and diverse programs/services such as temporary cash assistance, SNAP, childcare, eviction prevention services, adult protective services, job training, employment plans/support, domestic violence assistance, child support enforcement, etc. Under the general direction and supervision of the Assistant Manager, the Operations Supervisor oversees large‑scale projects that affect workflow and case management within the agency. The Office of Central Processing (OCP) collaborates with the Human Resources Administration, other New York City, State, and Federal agencies, and private sector businesses to centrally process projects that help job centers achieve financial independence for participants. Responsibilities Supervise large‑scale projects adhering to revised implementation plans initiated as a result of changes in law, amendments, and administrative directives. Assess staffing requirements necessary to complete the implementation plan on schedule and assist in hiring office staff by directing Group Supervisors in the duties required by the project plan. Maintain continuous communication among the Group Supervisors. Establish and maintain a qualitative standard of work performance for all staff members by reviewing and determining caseload and case accuracy; organize work, assign, and retain staff to meet tight deadlines. Recommend system enhancements to management designed to improve workflow and activities within the projects. Rate and evaluate job performance of subordinates, hold performance conferences regarding disciplinary issues, and maintain control of subordinates' attendance to ensure adherence to time and leave regulations. Minimum Qualifications A baccalaureate degree from an accredited college and at least three years of satisfactory full‑time progressively responsible clerical/administrative experience, including one year in an administrative capacity or supervising staff performing clerical/administrative work of more than moderate difficulty. Or an associate degree or 60 semester credits from an accredited college and at least four years of satisfactory full‑time progressively responsible clerical/administrative experience, including one year of the administrative supervisory experience described above. Or a four‑year high school diploma or an equivalent approved by a state department of education, and at least five years of satisfactory full‑time progressively responsible clerical/administrative experience, including one year of the administrative supervisory experience described above. Education and/or experience equivalent to any of the above. All candidates must possess at least one year of the administrative or supervisory experience described above. Education above the high‑school level may be substituted for the general clerical/administrative experience (but not for the one year of administrative or supervisory experience) at a rate of 30 semester credits from an accredited college for up to 3½ years of experience.
