Position Summary: The New York City Public Schools (NYCPS) system is the largest in the country, composed of approximately 1.1 million students in over 1600 schools and ~ 142,000 employees. The Division of School Budget Planning and Operations, within the Division of Finance, manages all budget planning and operations for schools. This includes establishing policies and procedures related to school based budgeting. Under the direction of a Deputy Director in School Budget Planning and Operations, with latitude for independent action and judgment, the School Budget Systems Financial Analyst manages financial operations and analysis for the DSBPO team. The School Budget Systems Financial Analyst through deep programming and system language expertise prepares fiscal forecasts, budget and expenditure reports and analyzes funding requests and initiatives for school based allocations. Performs related work. Reports to: Deputy Director Direct Reports: Cross functional team members specific to each project Key Relationships: Works closely with various program, analytical and technical staff to manage analyses; obtain relevant data and support systems enhancements needed for research. Frequent interfaces will include the following divisions: Finance, First Deputy Chancellor, Human Resources, Space and District Planning, Student Enrollment and the Chief Academic Officer. Responsibilities Business Analysis and Systems Development Leads requirements gathering, stakeholder analysis, business process mapping, workflow documentation, system design reviews and functional specification development for financial, budgeting, reporting and resource allocation systems. Collaborates with software developers, database administrators, infrastructure teams, and business stakeholders to design and implement system enhancements, application integrations, data interfaces and automated workflows that improve operational efficiency and reporting accuracy. Develops system documentation, business requirements documents, technical specifications, use cases, process maps, data dictionaries, test scripts, operational procedures, and end user support materials. Evaluates existing business processes and recommends technology enabled solutions that improve financial controls, reporting capabilities, resource management, operational effectiveness and organizational performance. Testing, Implementation and Production Support Manages the planning, testing, implementation, deployment, quality assurance and production support activities associated with major annual financial system events, including Galaxy budget implementation, collective bargaining increases, fund control activities, salary regenerations, midyear adjustments, administrative restructurings, fund source switches and summer school planning. Develops and executes user acceptance testing (UAT), regression testing, integration testing, validation testing, defect tracking, quality assurance reviews and post implementation assessments for critical financial applications and enterprise reporting systems. Coordinates system implementation activities and supports change management efforts to ensure successful deployment of new business processes, technologies and reporting capabilities. Data Management, Reporting and Business Intelligence Oversees the development and maintenance of enterprise reporting solutions, dashboards, business intelligence applications, performance metrics, data visualizations and executive reporting platforms supporting strategic decision making. Utilizes SQL queries, stored procedures, relational database technologies, data extraction techniques and reporting tools to manage large scale financial, staffing, and operational datasets. Establishes and maintains data governance standards, reporting controls, validation procedures, reconciliation processes and documentation standards to ensure the accuracy, consistency, integrity and security of financial and operational information. Leads efforts to modernize reporting processes through automation, workflow optimization, data integration and self-service reporting capabilities. Develops and maintains strategic reporting tools and management information systems that streamline the production and distribution of standard and ad hoc reports. Systems Analysis, Application Management, and Technology Leadership Plans, organizes, directs, and manages complex financial, operational, and information technology analyses in support of New York City Public Schools (NYCPS) wide and executive level decision making. Serves as the lead business and systems analyst for enterprise school budgeting applications and supporting databases, translating business requirements into functional specifications, system enhancements, reporting solutions and technology driven process improvements. Oversees the development, administration, maintenance and enhancement of financial allocation systems, reporting platforms, databases and analytical applications utilizing Microsoft SQL Server, Microsoft Access, advanced Microsoft Excel, automated reporting tools and related technologies. Directs the design, maintenance and administration of allocation calculation engines, funding methodologies, database structures, data models, business rules and system configurations governing school funding allocations, staffing models and budget administration processes. Supports the administration, integration and optimization of enterprise applications including Galaxy, FAMIS, EIS, NYCAPS, APRL, SOLAS, data warehouses, reporting repositories and related financial and workforce management systems. Budget, Financial, and Policy Analysis Supports and works with members of the Finance team to design, conduct, manage and present complex financial, operational and statistical analyses supporting NYCPS wide and Cabinet level policy decisions. Conducts quantitative and qualitative analyses to evaluate the impact of policy changes, funding initiatives, operational reforms, and legislative requirements on school budgets, staffing allocations, and educational programs. Researches, develops and recommends enhancements to school funding methodologies, allocation algorithms, forecasting tools, decision support systems and financial planning processes. Identifies emerging budget trends, fiscal risks, operational challenges, system vulnerabilities and business process improvement opportunities and develops recommendations to address them. Strategic Planning and Project Management Creates and maintains strategic planning calendars, project plans, implementation schedules, milestone tracking tools and operational workplans supporting annual budget and business processes. Provides project management leadership for enterprise budgeting, reporting, technology and operational initiatives, including project planning, resource coordination, issue management, risk mitigation, stakeholder engagement and performance monitoring. Directs high priority analytical and systems initiatives requiring coordination with executive leadership, City Hall, OMB, City Council, oversight agencies, auditors and external stakeholders. Executive Communications and Stakeholder Engagement Manages special assignments involving analytical, financial, operational, and systems support needed to respond to inquiries from City Hall, OMB, City Council, elected officials, external auditors, oversight agencies and fiscal monitors. Coordinates enterprise wide data collection, analysis and reporting efforts in response to requests from leadership, media organizations, external stakeholder and public information initiatives. Prepares executive level briefing materials, policy analyses, technical white papers, decision memoranda, abstracts, talking points, reports, presentations and strategic planning documents. Training, Knowledge Management and Budget Transparency Develops and delivers technical and business user training related to budgeting systems, financial applications, allocation methodologies, reporting tools, business intelligence platforms and analytical best practices. Develops and updates user guides, training manuals, procedures, presentations and operational documentation supporting system users throughout NYCPS. Oversees the publication and maintenance of budget transparency materials, allocation memoranda, guidance documents, financial reports, dashboards and web-based reporting resources, ensuring compliance with applicable city, state and federal reporting requirements and accessibility standards Qualification Requirements Minimum A master's degree in computer science from an accredited college and three years of progressively more responsible, full-time, satisfactory experience using information technology in computer applications programming, systems programming, computer systems development, data telecommunications, database administration, planning of data/information processing, user services, or area networks; at least 18 months of this experience must have been in an administrative, managerial or executive capacity in the areas of computer applications programming, systems programming, computer systems development, data telecommunications, data base administration, or planning of data processing or in the supervision of staff performing these duties; or A baccalaureate degree from an accredited college and four years of experience as described in "1" above; or A four-year high school diploma or its educational equivalent approved by a State’s department of education or recognized accrediting organization and six years of experience as described in "1" above; or A satisfactory combination of education and experience equivalent to "1", "2" or "3" above. However, all candidates must have at least a four-year high school diploma or its educational equivalent approved by a State’s department of education or recognized accrediting organization and must possess at least three years of experience as described in "1" above, including the 18 months of administrative, managerial, executive or supervisory experience as described in "1" above. NOTE: The following types of experience are not acceptable: superficial use of preprogrammed software without complex programming, design, implementation or management of the product; use of word processing packages; use of a hand held calculator; primarily the entering or updating of data in a system; the operation of data processing hardware or consoles. Plus Five (5) years of experience as a business analyst with at least 3 of the last 5 years as a business analyst on IT projects. Strong presentation and facilitation skills. Strong interpersonal, communication and leadership skills, motivation, decisiveness, flexibility, and sound business judgment. Strong knowledge of project management methodologies including Agile and Waterfall. A mix of experience with large private sector enterprises, large, well established consulting firms, and/or public sector at the federal, state or large municipal government levels. Experience in direct responsibility for producing deliverables related to requirements definition, solution design, quality assurance, and training. Strong analytical and interviewing skills, including a thorough understanding of how to interpret customer business needs and translate them into application and operational requirements. Experience developing and gaining acceptance for proposed solutions and business cases with senior level technical and business leaders. Preferred Prior government project experience (NYC strongly preferred). Knowledge of the NYCPS’s budget and financial systems, e.g., Galaxy, Financial Accounting and Management Information System (FAMIS), Employee Information System (EIS), NYC Administrative Payroll System (NYCAPS), Administrative Payroll System (APRL), Self-Service Online Leave Application Systems (SOLAS) with interest and motivation to obtain expert level. Advanced experience with spreadsheets (Microsoft Excel, including pivot tables), database applications (Microsoft Access) and presentation (Microsoft PowerPoint) software. Experience querying with Microsoft SQL server and using stored procedures. Experience with Visual Studios.Net using (VB.Net and/or C) to create automated reports Experience with webpage posting and connecting with a database. Quantitative and qualitative analytical skills that allow for interpretation of budgetary, financial and related management information. Experience with commercial off-the-shelf (COTS) solutions, such as case management, rules engines, document/content management, enterprise resource planning (ERP), customer relationship management (CRM), and/or enterprise permitting and licensing (ELP). Familiarity with relational databases and functional understanding of Data Warehouse principles. Ability to direct the work of others in a complex environment, to coordinate activities and resources within or between units and to assess and evaluate the performance of projects already in process. Knowledge of instructional design and project management concepts, as well as experience in the actual development and implementation of systems. Strong organizational and management skills. Experience in development of proposals, deliverables and reports. Ability to establish positive working relationships with and across an assigned business unit. Attention to detail and follow through. Ability to work independently and manage multiple, competing priorities.
