Title: Senior Business Analyst

Aalis Management Consulting is seeking a Senior Business Analyst to support a U.S. Government international trade mission. The successful candidate will combine strong policy, economic, market, industry, and supply-chain research with practical program support and will translate complex information into clear, decision-ready analysis for senior Government stakeholders.
The ideal candidate is a versatile analyst with strong judgment, research discipline, intellectual curiosity, and the ability to move across emerging trade priorities. The position may support work involving strategic supply chains, critical minerals, industrial policy, pricing and cost analysis, market concentration, competitiveness, and economic security. Relevant backgrounds may include economics, international trade, public policy, business, finance, supply chain, engineering, materials science, manufacturing, mining, geology, or related disciplines.
Key Responsibilities- Conduct qualitative and quantitative research on international trade policy, industries, markets, strategic commodities, supply chains, and economic developments.
- Analyze trade, market, industry, company, pricing, production, capacity, investment, and supply-chain information and synthesize findings into concise written products and recommendations.
- Support analysis of strategic and emerging trade issues, including critical minerals, industrial policy, supply-chain resilience, economic security, competitiveness, tariffs, trade restrictions, and other priority sectors as assigned.
- Frame research questions, identify appropriate data and sources, assess information quality, develop findings, and communicate implications to senior Government stakeholders.
- Evaluate products, companies, industries, and markets using technical, quantitative, and qualitative criteria, including, where useful, import/export data, HTSUS information, specifications, company records, and other source materials.
- Use spreadsheets, databases, market-intelligence platforms, and other analytical tools to organize information, identify trends, compare scenarios, and support policy or program decisions.
- Manage and analyze large volumes of structured and unstructured information using Microsoft Excel and other approved digital tools.
- Monitor assigned trade, industry, commodity, supply-chain, or policy developments and identify issues that warrant deeper analysis or leadership attention.
- Integrate information from trade data, market studies, Government sources, company information, and other credible sources to identify trends, dependencies, vulnerabilities, market concentration, and policy implications.
- Prepare concise memoranda, briefings, tables, presentations, dashboards, market summaries, and recurring reports for senior Government stakeholders.
- Coordinate research and information across economists, analysts, attorneys, subject-matter experts, and other stakeholders, while also supporting recurring program and administrative requirements needed to keep the team effective.
- Bachelor's degree in economics, international affairs, public policy, political science, business, finance, engineering, materials science, supply chain, a social science, or another related field. Relevant technical degrees may also be considered.
- Progressively responsible experience conducting policy, economic, market, industry, business, supply-chain, or trade-related research and analysis.
- Demonstrated ability to work with trade, market, industry, company, or other quantitative data and to use evidence to develop clear, supportable findings and recommendations.
- Demonstrated ability to synthesize complex technical, quantitative, and qualitative information from multiple sources into concise decision-support products.
- Strong research and analytical writing skills, including the ability to independently structure and execute complex research assignments.
- Advanced proficiency with Microsoft Excel and working proficiency with PowerPoint and Word; ability to learn and use additional research, economic, trade, and market-intelligence platforms.
- Strong organizational skills, attention to detail, and willingness to balance substantive analytical work with recurring operational and administrative responsibilities.
- Excellent written and verbal communication skills; ability to work independently, manage multiple priorities, and collaborate effectively in a fast-paced Government environment.
- Typically, 5+ years of relevant analytical experience; exceptional candidates with fewer years of experience may be considered based on the depth and relevance of their international trade, economic, industry, market, manufacturing or technical expertise.
- Experience supporting USTR, USITC, Department of Commerce, CBP, another trade/economic organization, or comparable international trade policy work.
- Experience analyzing trade flows, market structure, industrial competitiveness, manufacturing capacity, supply chains, production economics, pricing/costs, investment, or company/industry data.
- Familiarity with international trade data sources, economic databases, market-intelligence platforms, statistical tools, or commercial market reports.
- Experience or subject-matter familiarity with critical minerals, rare earths, semiconductors, advanced manufacturing, defense supply chains, strategic commodities, industrial policy, or other economic-security topics.
- Foreign-language capability a plus (e.g., German, French, Spanish, Chinese, etc.) and/or experience with China-related economic, industrial, or trade policy.
- Experience briefing Government, industry, or executive stakeholders and translating complex analysis into clear policy or business implications.
