Garfield Health Center is a mission-driven Federally Qualified Health Center (FQHC) Look-Alike dedicated to providing comprehensive, culturally competent, high-quality healthcare to medically underserved communities throughout the San Gabriel Valley and Downtown Los Angeles. Our multidisciplinary team provides primary care, pediatrics, dental, behavioral health, chiropractic, obstetric, and other services in a welcoming, patient-centered environment. Reflecting the diverse communities we serve, our bilingual and bicultural staff speak languages including Cantonese, Mandarin, Vietnamese, Spanish, and Indonesian, allowing us to build meaningful relationships with our patients and their families. Position Summary: The Chief Medical Officer (CMO) serves as Garfield Health Center's senior physician executive and provides strategic leadership for all clinical services across the organization. Reporting directly to the Chief Executive Officer, the CMO is responsible for advancing clinical excellence, quality outcomes, provider engagement, and patient-centered care while ensuring compliance with all regulatory and accreditation requirements. The CMO partners closely with the Executive Leadership Team to develop and implement the organization's strategic vision, drive continuous quality improvement, strengthen interdisciplinary collaboration, and support the financial sustainability of clinical operations. This leader fosters a culture of accountability, innovation, and excellence while ensuring Garfield Health Center continues to deliver equitable, high-quality care to the communities it serves. This is an onsite position based in Monterey Park, California. Primary/Essential Duties and Responsibilities: Executive & Strategic Leadership Serve as a member of the Executive Leadership Team and contribute to organizational strategy, growth, and long-term planning. Partner with the CEO and executive leadership to develop clinical strategies that support Garfield Health Center's mission, vision, and strategic priorities. Evaluate opportunities for new clinical programs, service expansion, and innovation. Represent clinical leadership in executive decision-making and organizational initiatives. Present clinical quality, operational performance, and strategic initiatives to the Board of Directors. Clinical Leadership Provide executive oversight for all clinical programs, including: medical, dental, behavioral health, optometry, and additional clinical services as developed Establish and maintain evidence-based standards of care and clinical practice guidelines. Promote integrated, team-based, patient-centered care across all service lines. Ensure consistent delivery of high-quality, culturally responsive healthcare. Leads with cultural humility and competency, ensuring clinical practices, quality initiatives, and patient care strategies are inclusive, equitable, and responsive to the needs of diverse patient populations. Clinical Practice Maintain a patient panel and provide direct patient care, as determined by organizational needs and in alignment with the selected candidate's experience and administrative responsibilities. Quality, Patient Safety & Population Health Lead the organization's Quality Improvement and Clinical Performance programs. Chair the Quality Improvement Committee and oversee quality initiatives across the organization. Monitor and improve clinical quality metrics, patient outcomes, patient safety, access, and patient experience. Lead initiatives supporting value-based care, preventive care, chronic disease management, and population health. Foster a culture of continuous quality improvement throughout the organization. Medical Staff Leadership Provide executive leadership for the medical staff and clinical leadership team. Supervise and mentor: Dental Director, Chiropractic Director, and all providers, including physicians, OB/GYN physicians, Advanced Practice Providers, psychologists, and optometrists Conduct regular one-on-one meetings, coaching, and performance evaluations. Develop physician leadership and succession planning initiatives. Promote provider engagement, collaboration, and professional development. Credentialing & Clinical Governance Establish and oversee credentialing, privileging, and peer review processes. Chair or oversee the Credentialing Committee. Ensure all providers meet licensing, certification, privileging, and competency requirements. Maintain clinical governance processes that promote accountability and high-quality care. Regulatory Compliance & Risk Management Ensure compliance with applicable federal, state, and local regulations. Provide clinical leadership for HRSA, FTCA, and other regulatory requirements applicable to Federally Qualified Health Center Look-Alikes. Support accreditation and regulatory survey readiness. Partner with Compliance and Risk Management to reduce clinical risk and promote patient safety. Oversee development and implementation of clinical policies, protocols, and standards. Operational Partnership Partner closely with Operations leadership to improve clinic efficiency, patient access, provider productivity, and workflow optimization. Collaborate with Finance and Operations to align clinical priorities with organizational goals. Utilize clinical data and performance metrics to guide operational improvements and strategic decision-making. Workforce Development In collaboration with Operations, support workforce planning. Foster an environment that promotes provider engagement, collaboration, and professional growth. Community & External Relations Represent Garfield Health Center with community organizations, healthcare partners, educational institutions, and regulatory agencies. Promote Garfield Health Center's mission through community engagement and physician outreach. Develop collaborative relationships with hospitals, specialists, and community partners. Qualifications: Required Doctor of Medicine (MD) or Doctor of Osteopathic Medicine (DO) from an accredited institution. Current unrestricted California medical license, or ability to obtain prior to employment. Board Certification in a recognized specialty. Minimum of 8 years of progressively responsible clinical leadership experience. Demonstrated experience leading quality improvement, clinical operations, and physician engagement initiatives. Cultural competency and commitment to GHC’s mission. Preferred Experience in a Federally Qualified Health Center (FQHC), FQHC Look-Alike, community health center, integrated delivery system, or other safety-net healthcare organization. Experience with HRSA compliance, FTCA, Patient-Centered Medical Home (PCMH), and value-based care initiatives. Bilingual strongly preferred.
