Correctional Treatment Director Fort Dodge - 50501 - Webster County

This position is for permanent Iowa Department of Corrections and Community Based Corrections employees. Those in any other status are not eligible to apply. The Fort Dodge Correctional Facility is designed for a population of 1,300 incarcerated individuals. Under general supervision by the Warden, plans/directs/administers/evaluates the various treatment programs of the Fort Dodge Correctional Facility, which includes counseling, mental health services, rehabilitative & cognitive treatment programs, education, religion, and volunteer services. Ensures all institutional and DOC policies and procedures, as well as education, state, federal, and local laws are followed in doing so. Supervises Treatment Team of 15 Counselors to ensure that the I/I population is receiving treatment services. Supervises 3 Activity Specialists and ensure their department is providing necessary activities to the I/I population. This includes intra-murals, recreational sports, other organized activities, providing oversight of self-help groups, making library time available, overseeing television rentals, and keeping inventory or all equipment. Conducts discussion with I/I, staff, and contractors, and evaluate formal and informal I/I grievances. Acts as liaison with the Fort Dodge area community college regarding administration of educational monies, the development and use of curriculum, and the evaluation of educational programming. Serves as on site supervisor of the college instructors and assigns I/I to the various educational programs. Coordinates the religious programming within the institution by providing on-site supervision of the chaplain and religious leaders who come on grounds to lead worship services. Assists in the development of religious activities and services. Develops and monitors contracts for religious programs. Provides oversight of volunteers to ensure that only suitable individuals are selected to come into the facility to administer approved self-help programs to the I/I population. Conducts formal and informal reviews of the various treatment programs, make assessments of program activities, and initiate and implement changes to more effectively provide treatment services to I/I and ensure that rehabilitative programs are available and effective. Manages, coordinates, and evaluates student internships with colleges and universities. Plan, coordinate, and maintain data on public programs, I/I panels and tours of the institution. Participates in the management of the facility as a member of the executive management team to ensure the institution is operated in a professional, efficient, and effective manner in accordance with appropriate laws and policies. Serves as an active member of the executive management team by participating in discussions of institution operation, to include budget and the monitoring of expenditures, problem discussion and resolution, staff and I/I discipline, the development and monitoring of institutional goals and objectives, and the development of policies and procedures. Participates as a member of the Training Committee in planning of the facility training program and conducts training for institution and departmental staff as needed. Represents the facility at Department level meetings and assists in the development of applicable policies and procedures for the Department. Conducts monthly staff meetings with treatment staff. Conducts tours of the institution and institution inspections as required. Works with Department of Corrections and other outside agencies in planning and developing programs and research plans. Supervises and evaluates subordinate staff assigned to the various treatment departments and those contractors and volunteers who provide rehabilitative treatment services to assure effective use of personnel and funding resources. Develops employee work performance plans; supervises and evaluates the work of subordinate staff, and recommends personnel actions related to selection, discipline, and performance. Administers work schedules and assignments and deals with employee concerns in a timely manner on an informal or formal basis. Reviews applicable reports as submitted by staff. Keeps abreast of provisions in collective bargaining agreements relating to subordinate employee's rights and responsibilities and respond to employee grievances. Serves as chairperson of various committees dealing with I/I classification, release, adjustment, and grievances. Supervises Reentry Coordinator and ensures release process is done in a timely matter, that best practices are being utilized, that communication with the community is effective, and that Central Office release lists are staying up to date. Supervises Records Department staff and serves as final sign off for release checklist prior to submitting release plans to the Iowa Board of Parole. This includes review of time computations, sentencing orders, special sentences, out of state paroles, and all release notifications. Acts as chair of the classification committee in the development of I/I program recommendations, minimum out custody, off grounds work, furloughs, transfers, and recommendations for reconsideration of sentence to the courts. Heads the pre-parole committee which makes recommendations to the Iowa Board of Parole regarding parole and work release for I/I. Provides direction regarding placement of mentally ill I/I's placement at FDCF during weekly Mental Health Call. For more information, please visit Applicants must meet at least one of the following minimum requirements to qualify for positions in this job classification: Graduation from an accredited four-year college or university, and experience equal to five years of full-time guidance and counseling work in juvenile or adult community/institutional corrections or jail security program, two of which were in a supervisory or managerial capacity. All of the following (a, b, and c): a. Three years of full-time guidance and counseling work in juvenile or adult community/ institutional corrections or jail security program, two of which were in a supervisory or managerial capacity; and b. A total of two years of education and/or full-time experience (as described in number one), where twenty-four semester hours of accredited graduate-level college or university course work in guidance or counseling equals one year of full-time experience. c. A total of four years of education and/or full-time experience (as described in number one), where thirty semester hours of accredited college or university course work in any field equals one year of full-time experience. Current, continuous experience in the state executive branch that includes twelve months of full-time work as a Treatment Services Director or six months of full-time work as a Community Corrections Supervisor.
