Summary About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the ST-IC-W1U301 US ARMY INTELLIGENCE AND SECURITY CMD. his position is located at MICECP with a duty location of Honolulu, Hawaii and Fort Meade, MD. Learn more about this agency Duties Help Plans, coordinates, and executes intelligence collection assignments. Solves complex collection problems and requests for information by interpreting regulations as well as developing policies for alternative solutions to unusual circumstances not covered by standard requirements Evaluates operational strategies and exercises authority to recommend and develop changes to operational procedures and priorities. Develops and implements methods to ensure optimal HUMINT program effectiveness. Serves as an authoritative source of information and expertise as a HUMINT Intelligence Collector. Remain abreast of current events; foreign, defense, and any policy, military and national security issues which have an impact on targets and regions of interest Coordinate with all applicable government agencies in support of all assigned collection operations. Requirements Help Conditions of employment Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation. In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter. Must be willing to undergo and successfully complete a counterintelligence-scope polygraph examination with No Deception Indicated (NDI) on a pre-appointment and periodic basis. Must be able to obtain and maintain a Top Secret/Sensitive Compartmented information (SCI) security clearance. Must sign and comply with the provision of a mobility (rotation) agreement. Mobility may include unaccompanied tours. All INSCOM employees may be subject to extended temporary duty (TDY) or worldwide deployments during crisis situations to perform mission essential functions as determined by management. May be required to perform TDY of at least 40% of the time and may be subject to extended TDY. Must successfully complete all required certification courses and training for the discipline, position, and grade as directed. In accordance with the MICECP Career guide, must successfully complete an MS0 1 certification course. Applicant must be a category 1 certified to serve as a full-performance HUMINT Collector. In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes conduct human intelligence (HUMINT) collection operations; recommend improvements on collection strategies; and obtain intelligence information for mission. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS/GG-12). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience aloneno substitution of education for experience is permitted. You will be evaluated on the basis of your level of competency in the following areas: Human Intelligence (HUMINT) Collection Operations Human Intelligence (HUMINT) Collection Tools and Methods Human Intelligence (HUMINT) Policy and Procedures Progressively responsible experience is that which has included intelligence-related research, analysis, collections and /or operations. This experience should have included intelligence analysis and/or production, intelligence collection and/or operations, counterintelligence, or threat support directly related to the position to be filled. This experience should demonstrate: Knowledge of intelligence processes, cycle and organizations; Knowledge of and/or ability to use research tools such as library holdings, photographs, statistics, graphics and maps; Knowledge of the systems, procedures and methods of analyzing, compiling, reporting and disseminating intelligence data; and/or Knowledge of organization(s) for and methods of collecting and analyzing intelligence data. Additional information This position requires a 2 year trial period during which the agency evaluates your fitness and whether your continued employment advances the public interest. In making this determination, the agency may consider your performance and conduct; agency needs and interests; whether your continued employment supports organizational or Government goals; and whether it promotes the efficiency of the Federal service. Continued employment requires written certification that it advances the public interest. Direct Deposit of Pay is required. All INSCOM employees may be subject to extended TDY or worldwide deployments during crisis situations to perform mission essential functions as determined by management. Must be able to obtain and maintain a Top Secret/SCI security clearance. Incumbent (or Selectee) is required to satisfactorily complete the appropriate training and obtain the required certification/recertification for this position as outlined in DoD Publication 8570.01-M Information Assurance Workforce Improvement Program, dated 19 December 2005 (incorporating Change 1, 15 May 2008).
