Role Profile:
This is a full-time, on-site role as a Project Analyst II (PA II) at either our North Richland Hills, TX, or Austin, TX, locations.
The PA II serves as a key contributor in the formation and administration of special financing districts throughout Texas. This role is responsible for independently developing and reviewing financial models, preparing district formation documents, managing multiple concurrent projects, and leading assigned projects through all phases, proactively identifying issues and driving solutions to completion while supporting municipalities through the district formation and bond issuance process.
The PA II works directly with municipal staff, developers, financial advisors, bond counsel, engineers, and other stakeholders while serving as a technical resource within the Project Department. This individual operates with a high degree of autonomy, mentors junior team members, and contributes to continuous improvement initiatives that enhance quality, efficiency, and client service.
The ideal candidate is a highly analytical professional who combines strong financial and project management skills with exceptional communication, client service, and relationship-building abilities.
Project Leadership and Financial Analysis:
- Independently prepare, review, and maintain financial models that support district formation, bond issuances, and municipal decision-making.
- Develop and review Service and Assessment Plans (SAPs), TIRZ plans, petitions, presentations, and other district-related documentation.
- Analyze financial, development, and infrastructure data to support recommendations and project outcomes.
- Perform quality reviews of project deliverables to ensure accuracy, consistency, and compliance with established standards.
- Identify potential project, financial, or compliance risks and proactively recommend solutions.
Client and Stakeholder Management
- Serve as a primary day-to-day contact for municipal staff and project stakeholders.
- Coordinate information gathering and communication among developers, engineers, financial advisors, bond counsel, underwriters, and internal team members.
- Lead portions of client meetings, city council presentations, and stakeholder discussions.
- Own client relationships and respond to stakeholder inquiries in a timely, professional, and solutions-oriented manner.
- Build trusted relationships through exceptional service, responsiveness, and professionalism.
Project Management and Process Improvement
- Manage multiple concurrent projects while ensuring deadlines, quality standards, and client expectations are met.
- Maintain accurate project information, documentation, and reporting within company systems and dashboards.
- Support client onboarding, bond issuance activities, annual district updates, and other key project milestones.
- Identify opportunities to improve processes, templates, workflows, and project execution methodologies.
- Participate in continuous improvement initiatives designed to enhance efficiency, quality, and scalability.
Mentorship and Team Development
- Provide guidance, coaching, and informal training to Project Analyst I team members.
- Share knowledge, best practices, and lessons learned across the Project Department.
- Assist with the development of training materials, job aids, and process documentation.
- Contribute positively to team culture while supporting the growth and success of others.

Qualifications
Required
- Bachelor's degree in Finance, Economics, Business Administration, Public Administration, Urban Planning, Accounting, or a related field.
- 3–6 years of professional experience in public finance, municipal consulting, infrastructure development, economic development, project management, real estate development, or a related field.
- Advanced Microsoft Excel skills, including financial modeling, scenario analysis, pivot tables, nested formulas, and dynamic spreadsheet development.
- Strong written and verbal communication skills with the ability to present information clearly and professionally.
- Professional presentation and interpersonal skills.
- Ability to confidently interact with clients, municipal leaders, and external stakeholders.
- Strong analytical, critical thinking, and problem-solving capabilities.
- Self-starter with the ability to work independently while managing multiple priorities.
- Adaptable and responsive to changing priorities and business needs.
- Demonstrated ability to produce accurate, high-quality work in a deadline-driven environment.
Preferred
- Experience working directly with municipalities, public agencies, city councils, or governing boards.
- Experience supporting special financing districts, public finance, bond issuances, economic development, or infrastructure projects.
- Lean Six Sigma Green Belt certification or equivalent process improvement training.
- Experience mentoring or training junior team members.
- Familiarity with AI tools and technology solutions that improve workflow efficiency.
