Development Program Manager (Data Center Construction) Leading and managing the design, pre‑construction and construction activities on a given project, this role interacts daily with Facilities, Contractors, Designers, Engineers, Commissioning Agents, Vendors, and Data Center Operations staff. 100% on site in the Permian Basin Region in Texas. Responsibilities Manage multiple projects on one or more campuses, maintaining updated budgets, schedules, and status reports. Create and communicate monthly development program and project status updates for executive reviews. Work with stakeholders, design and construction teams to develop a master development program for site(s), including campus design solutions and capital budgets. Manage entitlement and permitting requirements for each project. Implement and manage multi‑phased site development plans to meet time, budget and quality standards. Write scopes of work for design, construction, commissioning services and participate in procurement and cost estimates. Evaluate and level pricing proposals for design, construction, and commissioning services. Collaborate with strategic procurement on equipment procurement and delivery process. Coordinate submittals with site stakeholders. Monitor and track project budget/cost-to-date against overall budget. Establish project schedules and coordinate teams for on‑time completion. Review and approve monthly pay applications from contractors. Review change order requests from contractors and negotiate pricing. Establish site construction security procedures with security team. Develop product deployment plans and communicate with QTS staff. Collaborate with Sales Engineers and Product teams to support custom deal solutioning within schedule and budget. Maintain relationships as liaison with key QTS stakeholders. Represent QTS interests as leader in OAC meetings. Create and build relationships to enhance QTS’s leadership in data center real estate. Aid in due diligence for potential new sites as needed. Work with internal development team to enhance project management processes and protocols. Qualifications Bachelor’s degree in science or engineering or equivalent professional experience. Eight or more years of professional experience in commercial construction practices and procedures, including leadership of Lump Sum, Construction Management at Risk, and Design Build projects from conceptual development through procurement to close‑out. Proficiency with Microsoft Office, especially PowerPoint and Excel. Must be on site in Permian Basin (West Texas Region) 100% of the time. Preferred Skills MBA, Master’s in Engineering, Management or related field. Experience delivering mission‑critical data center facilities. Extensive experience managing MEP trades.
