Education and Experience:

Minimum Education: Pennsylvania Superintendent's Letter of Eligibility or IU Executive Director PK-12 Certificate; Doctorate preferred


Minimum Experience: 10 years of experience in education; experience in central office administration (Executive Director, Assistant Executive Director, Superintendent, Assistant Superintendent, or Director level position); extensive knowledge and experience in organizational leadership, finance, capital improvement, and negotiations


Description of Duties:

• Serve as the chief administrative officer of the Westmoreland Intermediate Unit, providing leadership and oversight for all programs and services of the organization.
• Recommend the employment and assignment of WIU staff in accordance with Board policy, administrative regulations, and applicable employment practices.
• Provide leadership, direction, and oversight for all programs and services of the Westmoreland Intermediate Unit.
• Meet regularly with the Cabinet Team to coordinate organizational initiatives, support collaboration across departments, address operational issues, and promote the development of new ideas and programs.
• Provide leadership in reviewing district requests for WIU services and assigning appropriate staff to coordinate and implement those services.
• Oversee the preparation of annual budgets for consideration and adoption by the WIU Board of Directors and participating school district boards.
• Oversee the expenditures of funds within the limits of the budgets or other authorizations by the WIU Board of Directors.
• Provide the Secretary of Education with information, reports, and services as requested.
• Review and approve personnel actions, employment recommendations, and contractual items requiring Executive Director authorization in accordance with Board policy, administrative regulations, collective bargaining agreements, and applicable law.
• Provides oversight and final approval regarding personnel actions, including employee job changes, reassignments, and disciplinary determinations, in accordance with Board policy, administrative regulations, collective bargaining agreements, and applicable law.
• Serve as chief negotiator for all union contracts.
• Establish a positive relationship with, and act as liaison between, the Pennsylvania Department of Education and the local school districts.
• Maintain liaison with district superintendents, district boards, the State Board of Education, the Pennsylvania Department of Education, legislators, and the United States Office of Education.
• Assume responsibility for oversight and final approval of all employee evaluations and performance ratings within the WIU
• Oversee certification-related services and compliance for WIU employees
• Oversee the certification service for employees of the WIU.
• Perform such other duties as may be required by the WIU Board of Directors and the regulations of the Pennsylvania Department of Education.
