Technology Services Manager

Position Information The purpose of this classification is to manage the operations and staff involved in providing technical support to County departments as assigned. Essential Functions Manages, directs, and evaluates assigned staff, processing employee concerns, counseling, disciplining, and completing performance appraisals. Organizes, prioritizes, and assigns work; ensures subordinates have the necessary resources; monitors status of work in progress and inspects completed work; provides progress reports to management; assists with procedure manual revisions. Manages the support and implementation of assigned websites and information systems: provides guidance on implementation and requirements; reviews project plans and system architecture diagrams; troubleshooting; ensures applications are fully functional, updated, and protected; administers application servers; oversees critical batch processes. Develops and maintains system architecture: defines standards and protocols for interfaces; manages system diagrams; organizes structural designs to optimize usability; maintains labeling, search, and navigation systems; recommends solutions to reduce costs and redundancy. Plans migration and implementation of current and new applications to comply with emerging technologies: serves as liaison between divisions; manages technical limitations; ensures compliance with infrastructure changes; oversees change control requests; consults with vendors on compatibility; manages server migrations to virtual environments; ensures product compatibility. Manages the provision of technical support: troubleshoots end‑user problems; responds to assistance requests; escalates issues to vendors or personnel; ensures continuous operation of websites, applications, and information systems; utilizes diagnostic tools. Manages training programs for users and subordinate staff: writes and revises user manuals and lesson plans; selects training times and locations; answers questions during and after training; conducts one‑on‑one training sessions. Maintains awareness of new applications, technologies, and trends: reviews professional publications, manuals, and websites; attends conferences, workshops, and training sessions. Manages projects throughout all phases; coordinates project progress meetings; works with vendors to resolve problems; prepares and processes change orders; monitors adherence to project schedules; conducts testing; provides technical support during programming and implementation; verifies compliance with County policy; recommends improvements to design and infrastructure; creates and maintains standard operating procedures; evaluates progress against performance and quality measurements. Administers budgets of assigned projects: coordinates with department on cost estimating; prepares cost estimates; monitors and controls expenditures; tracks pay requests; approves invoices; maintains documentation. Coordinates bidding and contracting of services: prepares RFPs and RFQs; prepares technical specifications; negotiates scope and fees; recommends vendor selection; monitors vendor performance and contract fulfillment. Performs other related duties as assigned. Minimum Qualifications Bachelor’s Degree in Information Technology, Computer Science, or a related field required; supplemented by five years of progressively responsible experience in managing information technology operations to include lead or supervisory experience, or an equivalent combination of education, training, and experience that provides the requisite knowledge, skills, and abilities for this job. Preferred Qualifications Demonstrated knowledge of data governance, data quality, data stewardship, and records retention principles and practices. Strong written and verbal communication skills, with the ability to engage effectively with stakeholders at all levels of the organization, including the ability to present technical information clearly to executives, department leaders, and non‑technical audiences. Experience in one or more of the following areas: business analytics, data integration, or data quality management. Experience developing and implementing an enterprise data strategy in a government environment is preferred, but not required. Experience supporting both operational and strategic use of data, including reporting, dashboards, performance measures, and executive decision support. Experience developing standards, policies, and procedures for enterprise data architecture, database administration, access controls, and data lifecycle management. Licenses and Certifications Must possess and maintain a valid Driver’s License. Physical Abilities Tasks require the ability to exert light physical effort in sedentary to light work, but may involve some lifting, carrying, pushing, and/or pulling of objects and materials of light weight (5‑10 pounds). Tasks may involve extended periods of time at a keyboard or workstation. Sensory Requirements Some tasks require the ability to communicate orally.
