Position Overview

We are seeking a detail-oriented IT Procurement & Budget Planning Specialist to support government programs by managing technology acquisitions, financial planning, and lifecycle budgeting. This role bridges technical requirements with fiscal responsibility, ensuring compliance with federal regulations and optimizing IT investments.

Key Responsibilities

• Plan, develop, and manage IT budgets aligned with program goals and federal funding guidelines
• Lead and support procurement processes (RFPs, RFQs, RFIs, market research)
• Ensure compliance with FAR, DFARS, and agency-specific acquisition policies
• Collaborate with technical teams to define requirements, cost estimates, and procurement strategies Track and forecast IT spending, including hardware, software, cloud services, and support contracts Manage vendor relationships and evaluate contract performance and cost efficiency
• Support capital planning and investment control (CPIC) processes Prepare financial reports, justifications, and presentations for stakeholders
• Identify opportunities for cost savings and process improvements

Job Requirements

Bachelor's degree in Information Technology, Business, Finance, or Accounting and 10+ years of experience in IT procurement, budgeting, or government contracting

Strong knowledge of federal acquisition regulations (FAR) Experience with budget planning, cost analysis, and financial reporting

Proficiency in tools such as Excel, ERP systems, or financial planning software Excellent communication and stakeholder management skills

Preferred Qualifications

Experience supporting federal agencies (DoD, DHS, HHS, etc.)

Familiarity with CPIC, IT portfolio management, or cloud cost optimization

Certifications such as FAC-C, PMP, ITIL, or Certified Federal Contracts Manager (CFCM)

Active security clearance

This position may require the ability to obtain a government clearance. This position may require reviews and test for absence of any illegal drugs along with a background investigation by the Federal government in order to obtain an access authorization prior to employment, and may require subsequent reinvestigations may be required.
