Creative Corrections is actively recruiting exceptional candidates to be considered for an International Negotiations Program Advisor position located in Washington, DC. This will be a contract role within the U.S. Department of State. The U.S. Department of State is the lead institution for the conduct of American diplomacy and the Secretary of State is the President’s principal foreign policy advisor. The Department of State’s mission is to advance U.S. national security interests, fight terrorism, protect U.S. interests abroad, and implement foreign policy initiatives that build a freer, prosperous, and secure world. The Bureau of International Narcotics and Law Enforcement Affairs (INL) keeps Americans safe at home by countering international crime, illegal drugs, and instability abroad. INL helps countries deliver justice and fairness by strengthening their police, courts, and corrections systems. These efforts reduce the amount of crime and illegal drugs reaching U.S. shores. This position is contingent upon award of contract for BPA Call.
POSITION OVERVIEW
TITLE: International Negotiations Program Advisor LOCATION: Washington, DC. SECURITY CLEARANCE: A Top Secret security clearance is required for this position; however, the contractor may begin work with an interim Secret security clearance. CLOSING DATE: August 14, 2026POSITION DESCRIPTION
INL’s Front Office International Negotiations Unit (INL/FO/IN) leads the Bureau’s engagement in key international fora to combat cross-border and organized crime, drug trafficking, and related issues within the bureau. Specifically, the International Negotiations Unit facilitates strategic and substantive planning for engagement in international fora; works with INL offices, regional bureaus, overseas posts, other functional bureaus, and others in the U.S. interagency; drafts substantive briefing materials to support senior-level U.S. participation in international meetings; and engages in international negotiations on meeting outcomes, as required. The Unit’s team members also serve as subject matter experts on these drug control and crime-related issues. The Unit engages with a range of international drug control and anti-crime fora, including with the Group of Seven (G-7), the United Nations, the Organization of American States, and dialogues with the European Union. In addition, the Unit manages Bureau foreign assistance funding through a dedicated budget line item.DUTIES AND RESPONSIBILITIES
International Negotiations: Support for International Negotiations and Interagency Delegations Work as part of a team responsible for coordinating U.S. participation in international negotiations at the international and regional level, in support of the INL/FO/IN Director and other team members Provide logistics and administrative support; prepare substantive documentation, briefing materials, and all other necessary correspondence and organizational and obligating documents related to international negotiations and related meetings. Provide support for U.S. delegations (composed of numerous participants from various U.S. agencies) to international anti-crime and counternarcotics meetings, including the UN Commission on Narcotic Drugs (CND), International Narcotics Control Board (INCB), G-7 Roma-Lyon Group (RLG), US-EU Justice and Home Affairs meetings, Organization of American States (OAS) Inter-American Drug Abuse Control Commission (CICAD), U.S.-EU Drugs Dialogue, and other forums upon request. Support INL liaison with the U.S. Mission to International Organizations in Vienna (UNVIE), U.S. Mission to the UN in New York (USUN), and U.S. Mission to the OAS (USOAS) by coordinating logistical arrangements for U.S. delegations, including to secure hotel reservations, delegation meeting rooms, travel meeting schedules, U.S.-hosted side-events and other meetings, and other support as needed. Establish and maintain professional relationships with office and other INL colleagues, members of USG law enforcement agencies, and USG personnel assigned to U.S. embassies. Liaise with U.S. interagency partners, advising them of stated policies and programs in the area of international negotiations; to include briefings, both written and oral, to senior officials. Draft a variety of technical, programmatic, funding, informational memoranda, and other documentation; assist in the preparation of congressional testimony, public speeches, or responses to questions, press guidance, and interagency documents in accordance with Department policies and regulations. Coordinate substantive inputs within the Bureau and with the U.S. interagency, as needed, for the creation of U.S. position papers for INL Front Office international and bilateral meetings, agenda item discussions, and background materials. Provide substantive, administrative, and other support to U.S. representatives during the negotiation of resolution texts with other member states within the range of his/her expertise. Provide substantive, administrative, and other support to the INL Front Office for international and bilateral meetings, as well as central plenary discussions, working groups, and side events at international meetings. Support the preparation of reporting cables on international negotiations, international and bilateral meetings, and INL Front Office meetings. International Negotiations: Support for Funding to International Organizations Support development, monitoring, and the implementation and performance of programs and projects being implemented through the INL Global Drugs and Crime Policy budget line, in particular by ensuring programs and projects support policy outcomes that align with U.S. interests. Support the INL/FO/IN Director and INL/FO/IN Senior Advisors in drafting, reviewing, and amending procurement requests and other documents required to obligate funding through the Global Drugs and Crime Policy budget line, including contracts, grants and letters of agreement with international organizations, as assigned. Support INL/FO/IN engagement with the United Nations (UN) and other International Organizations (IO) pursuant to the Global Drugs and Crime Policy budget line. Support coordination processes and prepares for USG review and approval, including clearance, of any Anticipated Performance Completion End Date Adjustments (APCEDA) pursuant to the Global Drugs and Crime Policy budget line. Assist INL/FO/IN in its efforts to ensure that each IO is satisfying the terms and conditions of any IO-LOAs pursuant to the Global Drugs and Crime Policy budget line. Assist in distributing and analyzing the content of INL’s DevResults reporting requirements for IOs to ensure they follow established government procedures, Assist in analyzing reporting from IOs into DevResults, including through the development of charts, graphs and analytical memos, as needed. Assist INL/FO/IN with records management related to the Global Drugs and Crime budget line.MINIMUM QUALIFICATIONS
U.S. Citizenship. A Bachelor’s degree from an accredited institution. Four to six years’ experience in relevant field. Demonstrated knowledge of specific country issues, including specialized knowledge of international narcotics and law enforcement, or similar type programs sufficient to ensure project work is in compliance with management policies and procedures and in conformance with the Foreign Assistance Act and other regulatory procedures and guidelines. Proven knowledge of Federal policies and procedures including methods of providing assistance and the Federal budget process. Ability to communicate effectively, both orally and in writing, with a wide range of players. Demonstrated ability to provide advice, guidance, and consultation with regard to the interpretation and application of analysis. Experience drafting US government reports and documents, such as the INCSR, embassy cables, and other documents.PREFERRED QUALIFICATIONS
Bachelor’s Degree in international law, international relations, political science, criminal justice, or similar field. At least four (04) years of experience in foreign policy or other relevant field, preferably experience working with the Department of State. Demonstrated experience in directing, developing and providing oversight for international negotiations, meetings, and events. Demonstrated ability to operate independently, exercising oversight over existing and future operations and procurements. Demonstrated effectiveness working in team settings. Strong interest in diplomacy, international organizations, transnational organized crime, and drug control issues. Demonstrated knowledge of the obligating mechanisms, namely Letters of Agreement (LOAs), used by the Bureau of International Narcotics and Law Enforcement Affairs (INL) in its engagement with International Organizations. Demonstrated experience working and coordinating with other relevant U.S. government agencies (e.g., Departments of Justice, Drug Enforcement Administration, and Homeland Security). Demonstrated experience working and coordinating with international organizations. Demonstrated experience developing and implementing programs focused on drug control and/or anti-crime issues, preferably with INL. Demonstrated excellent oral and written English communication skills. Demonstrated superior interpersonal skills.LEVEL OF EFFORT
Hours for this full-time position will be the core hours of the Department of State, Washington, DC, eight hours per day, five days a week. The level of effort for this position is equivalent to a Program Advisor / Specialist Level 3.POSITION LOCATION
