GROVELAND - HR Director City of Groveland

General Description Responsible for the Human Resources functions for the City, including by example, employee relations, recruitment and staffing, labor relations, training and development, organizational development programs and processes, performance management, payroll, matters related to risk management, benefits administration, and workers’ compensation. The Human Resources Director monitors compliance with applicable federal and state laws pertaining to personnel matters, employment, benefits, and labor relations. This role is responsible for consulting and reporting events and activities to management, elected or appointed officials, and state agencies, and supervising staff and the daily operations of the Department. The following duties provide a general list of tasks. The position may or may not perform all the tasks listed and/or may be required to perform additional or different duties from those set forth below to address business needs and evolving business practices: Plans directs and manages the development and delivery of human resources functions, including employee recruitment, compensation and classification, training and organizational development, employee relations, labor relations, performance management, employee recognitions and employee records management. Directs and manages the administration of the City’s employee benefits and workers’ compensation programs. Develops, recommends and implements human resources and safety/risk management policies and procedures. Provides in-house guidance to executive management, department heads, and other management as assigned. Provides information and assists supervisors in resolving employee and labor relations and work performance issues in accordance with policies, labor agreements, procedures and all pertinent laws and regulations. Directs the maintenance of personnel files, performance evaluations, records, statistics, reports and human resources information systems. Engages in labor and contract negotiations or assist and advises the City Manager in such negotiations and works with legal counsel in labor matters. Develop and administer training and development opportunities for City employees and supervisors. Develops short and long-range plans and oversees implementation of plans to ensure adherence to organizational standards, policy and procedures, and makes adjustments as needed. Prepares and administers the departmental budget, monitors and controls expenditures, and reviews and approves purchase requisitions and invoices. Oversee administrative matters such as conducting studies, reviewing or preparing Council agenda items, preparing routine or special reports. Reviews all existing human resources policies and benefits programs for effectiveness and makes recommendations for enhancement or modification as appropriate. Ensures compliance with employment-related laws and guidelines and affords related training for personnel. Works with legal counsel to address employee grievances and other legally sensitive personnel matters. Supervises department staff, including selecting or recommending selection, establishing staffing standards, organizing training, assigning and evaluating work, coaching and counseling, discipline up to and including termination, and preparing periodic employee performance evaluations. Receives and responds to inquiries, concerns and complaints regarding personnel and benefits policies and procedures. Prepares and/or directs the preparation of various reports, presentations, recommendations and other documents as required by the city, state, federal and/or other agency. Conducts staff, committee and other meetings and conferences. Prepares and makes oral and written presentations to exchange information, including presentations to the City Council. Attend City Council meetings as needed. Attend training, seminars and conferences, and conducts research to stay abreast of legislation and trends in human resource, benefits and safety/risk management and administration. Complies with Florida's open meeting and public records laws. Comply with all applicable laws, regulations, and guidelines that address conflict of interest and code of ethics for government employees. Meets the attendance requirements of the full-time position, which is an essential job function, including being physically present at City Hall to perform the required duties, to supervise employees, and be available to timely respond to questions. Daily, ability to work extended 8+ hours days. Other responsibilities as assigned. Education and Experience Bachelor’s degree in human resources management or a closely related field. Master’s degree in human resources management and or public administration is preferred. Six (6) years of progressively responsible managerial OR director level experience in personnel administration and labor relations. An equivalent combination of education and experience may be considered, provided that the education and experience is in a relevant and related field. Licenses, Certifications or Registrations Must possess and maintain a valid Florida driver’s license. Applicants who possess a valid out of state driver’s license must obtain the Florida license within ten (10) days of employment. SHRM-CP or SHRM-SCP preferred, not required.
