Learn More About ProSidian Consulting at DescriptionThe Procurement Analyst will perform the following tasks on behalf of the procurement function of a large federal agency that uses external vendors to perform a wide array of servicesJob Duties• Conducts analyses, interprets policies, and applies procedures to support procurement compliance• Analyzes acquisition programs and provides guidance on complex contract-related subjects• Formulates and provides policy guidance to contracting professionals and stakeholdersKnowledge AreasNeed to have a thorough understanding of:• Pre-award and award processes and procedures (e.g., acquisition planning, evaluation, and award)• Price and cost analysis methods and techniques• Contract administration principles and practices to include performance monitoring, modifications, termination, and closeout• Procurement policy including applicable regulations, statutes, and procedures (e.g., Federal Acquisition Regulation (FAR))• Business acumen (e.g., trends in acquisition practices, current and future policies, and business strategy)• Contract negotiation techniques• Socioeconomic and small business programs to maximize contracting and sub-contracting opportunities• E-business and automated tools to include electronic contract writing and management systems• Contracting in a contingency environment QualificationsThe qualified candidate will:Have a demonstrated knowledge of Federal Government Procurement practices, tools and protocolsHave at least 5 years of experience supporting procurement activities for the federal governmentHave strong oral and written communication skills(English) and demonstrate knowledge of proper grammar, spelling, capitalization, punctuation, and terminology commonly used in business office environments to prepare procurement materials (pre, during and post)Be fully competent in using federal government procurement technology applications (pre, during and post award)Have strong analytical skillsHave a strong customer service mindsetBe able to make independent judgments and recommendations with confidenceBe capable of proficiently operating copiers, facsimile machines, word processors, microcomputer, printer, modems, and/or computer terminal using a standard typewriter style keyboard with additional function keys to produce work accurately and efficientlyHave a Bachelors degree from a nationally accredited institutionAdditional InformationCORE COMPETENCIESTeamwork – ability to foster teamwork collaboratively as a participant, and effectively as a team leaderLeadership – ability to guide and lead colleagues on projects and initiativesBusiness Acumen – understanding and insight into how organizations perform, including business processes, data, systems, and peopleCommunication – ability to effectively communicate to stakeholders of all levels orally and in writingMotivation – persistent in pursuit of quality and optimal client and company solutionsAgility – ability to quickly understand and transition between different projects, concepts, initiatives, or work streamsJudgment – exercises prudence and insight in decision-making process while mindful of other stakeholders and long-term ramificationsOrganization – ability to manage projects and activity, and prioritize tasks------------ ------------ ------------OTHER REQUIREMENTSBusiness Tools – understanding and proficiency with business tools and technology, including Microsoft Office.
