Position Details

BASIC FUNCTION

The Program Manager, High School Success provides district-level leadership to ensure Portland Public Schools' High School Success (Measure 98) investments produce measurable, equitable improvements in student outcomes, with a primary focus on dropout prevention, advanced coursework, and CTE.This role translates district strategy into coherent school-level practices by strengthening early warning systems, supporting implementation fidelity, and using data to drive continuous improvement. The position partners closely with high school leaders and central office teams to ensure Measure 98 investments improve attendance, credit accumulation, engagement, and on-track outcomes for focal student groups.

Consistent with PPS's equity-centered leadership expectations, the Program Manager advances equitable access to high school success supports and works to reduce outcome disparities across student groups.

REPRESENTATIVE DUTIES

This description does not describe all duties performed. This summary provides examples of typical tasks performed.


Program Strategy & Implementation "E"
  • Lead development and continuous improvement of 9th Grade On-Track systems, including early warning indicators and intervention frameworks.
  • Support implementation of High School Success initiatives, ensuring Measure 98 investments align to the District Continuous Improvement Plan (DCIP) goals, attendance, credit, and engagement outcomes.
  • Translate district priorities into actionable school-level practices and implementation guidance.
  • Coordinate alignment across Measure 98 strategies to reduce fragmentation and strengthen coherence.
  • Supervise the performance of assigned personnel; interview and select employees and recommend transfers, reassignment, termination and disciplinary actions.
  • Perform other duties as assigned.
Data, Monitoring & Continuous Improvement "E"
  • In collaboration with Research, Assessment, and Accountability, analyze course performance, credit accumulation, attendance, and engagement data to guide targeted supports.
  • Monitor implementation fidelity and support improvement cycles with schools and central teams.
  • Identify disparities in 9th grade outcomes and support schools in adapting practices for focal students.
  • Collaborate on Measure 98 accountability and reporting requirements.
Cross-Functional Leadership "E"
  • Partner with principal and central office teams to strengthen student success team effectiveness.
  • Coordinate across academic, student services, and equity departments to support early intervention systems.
  • Support districtwide communication and coherence related to High School Success priorities.
Equity-Centered Systems Leadership "E"
  • Use data to identify inequities and inform program adjustments.
  • Support schools in designing equitable early intervention supports.
  • Advance PPS equity commitments through implementation of High School Success strategies.

KNOWLEDGE AND ABILITIES

Knowledge of:
  • High School Success (Measure 98) requirements and allowable uses
  • 9th Grade On-Track research and effective practices
  • Early warning indicators and MTSS frameworks
  • High school scheduling, credit systems, and intervention structures
  • Continuous improvement and implementation science
  • Equity-centered leadership practices in secondary systems
  • PPS strategic priorities and high school graduation pathways
  • Report writing and recordkeeping methods
  • Federal, state, and district laws, regulations, and policies governing student confidentiality, including but not limited to FERPA and applicable Oregon statutes
Ability to:
  • Use student data to drive improvement efforts
  • Lead cross-functional initiatives without direct authority
  • Build strong partnerships with principals and central teams
  • Design and monitor implementation systems
  • Communicate clearly with diverse stakeholder groups
  • Maintain strict confidentiality of student records and sensitive information in compliance with legal and district requirements
  • Exercise sound judgment in determining appropriate access to and disclosure of confidential information
  • Advance equity-centered decision making in program design
  • Manage multiple initiatives and competing priorities
  • Read, interpret, communicate and implement a variety of complex laws, guidelines, initiatives and policies
  • Maintain confidentiality and demonstrate discretion, initiative and good judgment
  • Operate a variety of office machines, technologies and software

EDUCATION AND EXPERIENCE

Education: Bachelor's degree from an accredited college or university, with a major in education, counseling, psychology, sociology, social work, business administration, or related field.

Experience: Three (3) or more years of experience designing or implementing 9th grade on-track systems, early warning indicators, MTSS-aligned interventions, or similar student program on-track systems is required. Experience working with multiple funding sources including grants or categorical funding; using student-level data to drive continuous improvement; and collaborating with high school leaders and instructional teams is preferred.

A Master's degree in education or related field is desirable. Experience in large, diverse, urban school districts is preferred.


Any other combination of education and experience that would likely provide the required knowledge and abilities may be considered.

Special Requirements: Work hours may rarely include on- and off-campus evening and weekend activities and meetings and district, school and student functions.

This position is classified as a Student Success Program Manager on the Confidential, Professional and Management Salary Schedule for 260 day employees. The Salary Schedule can be found here .

SALARY RANGE: $97,878.00 - $116,872.00

LOCATION: Prophet Center

FTE: 1.0

WORK YEAR: 260

STATUS / FSLA: Exempt

Depending on the insurance option selected by the employee, there may be an employee contribution toward insurance.

Portland Public Schools is a public employer and participates in the Public Employees Retirement System (PERS/OPSRP). Eligible employees are required by statute to contribute 6% of salary on a pre-tax basis to OPSRP/IAP, after serving six months under a PERS employer.
