The normal starting pay for this position is the minimum of the pay range listed above. A higher rate of pay may be considered, dependent on the qualifications and experience of the selected applicant and/or the City’s step placement policy.

POSITION DESIGNATION

This job classification has been designated as a safety sensitive job classification in accordance with the Oklahoma Medical Marijuana and Patient Protection Act, 63 O.S., § 427.1 et seq., (OSCN 2019), effective August 29, 2019. This means employees in this job classification can be subject to disciplinary action up to and including termination if they test positive for marijuana components or metabolites, even if they possess a medical marijuana license.

DEPARTMENTAL INFORMATION

The Utilities Department serves over 1.5 million residents within central Oklahoma. The Utilities Department, one of the largest City departments with 836 employees, ten divisions, and an annual budget of $1.4 billion, provides water, wastewater, and solid waste management services. It delivers an average of 100 million gallons of water every day through retail and wholesale service connections. It also has a 50-year contract with the federal government to operate and maintain water and wastewater facilities at Tinker Air Force Base. Line Maintenance is its largest division with 233 employees, who service 4,300 miles of water pipe and 3,300 miles of sewer pipe, with 17,000 work orders annually. The division has two assistant superintendents; one manages water operations, and this position manages wastewater operations. The Utilities Department has talented, committed staff, and engaged leadership and is seeking a forward-thinking, effective leader to be its next Assistant Line Maintenance Superintendent.

JOB SUMMARY

This position is located in the Wastewater Section of the Line Maintenance Division of the Utilities Department within the City of Oklahoma City and is under the direction of a division head. The primary purpose of these positions is to assist in the management and supervision of the work divisions. The position will be primarily responsible for providing specialized management or operations support, implementing divisional program functions and policies, coordinating operations activities, and planning major projects. Essential job functions include : assigning, prioritizing, and monitoring work projects; assisting in the preparation and assessment of departmental/divisional budgets and goals and objectives; writing specifications for needed equipment, materials, supplies, services, etc.; reviewing contract bids or proposals to determine the best supplier; reviewing federal, state, and local standards and regulations to ensure compliance with various legal and policy guidelines; monitoring operational expenditures; implementing established productivity improvement measures; analyzing program accomplishments for timeliness and compliance with instructions, procedures, and budgetary limitations; and preparing complex technical reports for submission to the department director, City officials, federal and state agencies, etc. The employee has frequent contact with other City employees, citizens, outside agencies, media, etc., to exchange information or provide technical assistance. The instructions received define program objectives as well as personnel and budgetary limitations. Work is reviewed by a division head for program accomplishments; management effectiveness; and adherence to policies, procedures, and directives.

JOB REQUIREMENTS

  • Knowledge of water and wastewater operations and maintenance.
  • Knowledge of water and wastewater transportation and collection/distribution systems.

  • Knowledge of and skill applying local state and federal guidelines and regulations governing water and wastewater operation and maintenance.

  • Possession of a valid Driver License (Operator).

NOTE: The employee will be required to possess or obtain a valid Class B Water/Wastewater Works Operator License within twelve (12) months of the date of hire/promotion/transfer/demotion. Continued employment is contingent upon obtaining a Class B Water/Wastewater Works Operator License within twelve (12) months from the date of hire/promotion/transfer/demotion.

NOTE: The employee will be required to possess or obtain a Class C Collection/Distribution Operator License within twelve (12) months of the date of hire/promotion/transfer/demotion. Continued employment is contingent upon obtaining a Class C Collection/Distribution Operator License within twelve (12) months from the date of hire/promotion/transfer/ demotion.

NOTE: If the employee has not completed the Utilities University Supervisor training, they will be required to complete the Utilities University Supervisor training within three (3) years of the date of hire/promotion/transfer/demotion. Continued employment is contingent upon completion of the Utilities University Supervisor training within three (3) years from the date of hire/promotion/transfer/demotion.

NOTE: The employee will be required to possess or obtain a valid LEAN Green Belt certification within twelve (12) months of the date of hire/promotion/transfer/demotion. PREFERRED QUALIFICATIONS

  • Possession of a bachelor’s degree or higher in Environmental Science, Construction Management, Business Administration, Public Administration, or a related technical field; and three (3) years of progressively responsible technical experience in construction management and public utilities (water or wastewater) operations, including three (3) years of progressively responsible management experience, OR:
  • Possession of an associate’s degree or higher or completion of 64 semester credit hours toward a college degree; and seven (7) years of progressively responsible technical experience in construction management and public utilities (water or wastewater) operations, including five (5) years of progressively responsible management experience, OR:
  • A minimum of nine (9) years of progressively responsible technical experience in construction management and public utilities (water or wastewater) operations, including five (5) years of progressively responsible management experience.
  • Experience in workforce management and supervising a large, diverse, and unionized workforce.
  • Skill in evaluating and monitoring operational performance; planning, designing, and implementing system improvements; and proficiency using computerized work management systems, Microsoft Office applications (Outlook, Excel, Word, PowerPoint), and ESRI GIS.

PHYSICAL REQUIREMENTS

  • Vision enough to operate a vehicle, read standard office correspondence, fine print found in specification books and on reduced copies of maps, plans, etc.
