Construction Surveillance Engineering Technician
We are hiring a Construction Surveillance Engineering Technician to provide on-site construction quality assurance and surveillance support for federal facilities projects at the Marine Corps Support Facility at Blount Island in Jacksonville, Florida.
This role is designed for an experienced construction professional with a strong background in federal quality control or hands-on trade supervision. You'll work closely with Construction Managers, contractors, and Government stakeholders to help ensure construction activities meet contract requirements, quality standards, and project expectations.
What You'll Do
- Coordinate construction quality management activities for assigned projects.
- Work with the Construction Manager (CM) to review contractor Quality Control (QC) plans and provide recommendations toward approval.
- Attend selected QC, preparatory, and initial meetings.
- Monitor three-phase control checklists for accuracy and completeness.
- Provide relevant observations and remarks for Government Quality Assurance (QA) reports or the appropriate sections of contractor QC reports, particularly for critical and definable features of work.
- Take, organize, file, and distribute construction progress photographs.
- Verify the quantity, condition, and approval status of materials on site before Government invoice payments are issued.
- Coordinate support for the review, testing, commissioning, and certification of critical building and infrastructure systems.

- Mechanical systems, including HVAC, TABS, DALTS, and DDC
- Pad-mounted transformers
- High-voltage electrical systems
- Switchgear
- Automatic transfer switches
- Frequency converters
- Fire and life-safety systems
- Fire protection systems
- Roofing systems
- Underwater structures
Quality Assurance And Field Inspection
- Monitor construction workmanship for compliance with specifications and applicable industry standards.
- Evaluate work involving concrete, masonry, stucco, building envelope systems, structural steel, bolting, welding, and other building materials and structural systems as required.
- Attend and witness selected construction tests.
- Review applicable testing reports and results for compliance with project requirements.
- Keep Government stakeholders informed regarding the status of projects under their administrative and technical control.
- Independently plan and carry out assigned construction surveillance and quality assurance responsibilities.
Required Experience
Candidates must meet one of the following two experience paths:
PATH 1 — QUALITY CONTROL MANAGEMENT
A minimum of 5 years of verified experience as a Quality Control Manager working for General Contractors on NAVFAC or US Army Corps of Engineers (USACE) projects.
OR
PATH 2 — CONSTRUCTION FOREMAN
A minimum of 10 years of verified foreman experience in one or more of the following trades on commercial, industrial, or military projects:
- Concrete
- Mechanical
- Electrical
- Masonry
- Carpentry
Residential experience does not qualify.
Certification Requirement
- Must complete the USACE Construction Quality Management (CQM) Certification.
Physical Requirements
To successfully perform the essential responsibilities of this position, you'll need the ability to:
- Stand, walk, bend, stoop, crouch, crawl, climb, and navigate uneven terrain commonly found on construction sites for extended periods.
- Regularly lift, carry, push, and pull materials and equipment weighing up to 50 pounds.
- Work in both indoor and outdoor environments with exposure to the elements.
- Work in confined spaces and under varying environmental conditions, including heat, cold, humidity, rain, wind, dust, and noise.
- Wear and properly use required personal protective equipment (PPE), including hard hats, safety glasses, gloves, hearing protection, steel-toed boots, fall protection safety vests, and high-visibility reflective safety vests.
- Maintain sufficient visual and auditory acuity to safely perform assigned tasks, including reading instruments, recognizing hazards, and communicating on active construction sites.
- Drive company or personal vehicles to and from field locations, potentially multiple times per day.
- Work variable shifts when required by project needs.
Work Environment
This position primarily operates in an outdoor construction environment where weather conditions may vary based on season and project activities.

- Exposed wiring
- Other construction and electrical hazards
