JOB DESCRIPTION:

This position is for the Region 9 Apprenticeship Training Representative (ATR) serving Miami-Dade and Monroe Counties. This position is responsible for promoting, developing, servicing and monitoring registered apprenticeship and pre-apprenticeship programs with public or private sector sponsorship in officially recognized apprenticeable occupations; Ensure registered programs adhere to all applicable state and federal rules and regulations regarding apprenticeship and pre-apprenticeship programs; Coordinate with associates in "One Stop" Centers for the purpose of providing registered apprenticeship training opportunity information to clients seeking employment through Center services.

DUTIES & RESPONSIBILITIES:

(Note: The omission of specific job duties does not preclude management from assigning specific duties not listed herein if such duties are a logical assignment to the position.)

The Florida Department of Education (FDOE) has an open position that is responsible for executing the following functions:
  • The employee must be productive under tight timeframes, balance multiple and competing priorities and maintain goal-directed behavior and performance sometimes under stressful conditions.
  • The employee must interact courteously with others.
  • The employee's performance and behavior must demonstrate consideration of the workload concerns of others and must not negatively affect productivity and morale of the unit.
  • Attendance is an essential function of this position.
PROGRAM PROMOTION

Promote apprenticeship and pre-apprenticeship programs through personal contact, presentations and distribution of approved apprenticeship informational materials to/for:
  • Employers, labor/management organizations, employer and contractor associations, local education agencies, local government officials, chambers of commerce, and other interested parties.
  • Students, educational counselors, government and private sector agencies involved in job placement and referral, and other interested parties.
  • Conferences and work fairs.
PROGRAM DEVELOPMENT

Develop apprenticeship and pre-apprenticeship programs in apprenticeable occupations through organizational and industry contacts with prime sponsor representative(s).
  • Make initial and subsequent on site visits to provide program information.
  • Assists in establishment of the sponsor's program committee or administrative authority.
  • Instruct the committee or program authority in regard to its duties and responsibilities.
  • Provide instruction to program directors or coordinators regarding the program operation and maintenance of apprentice records.
  • Secure a journey-person wage survey to establish the program's wage rate
  • Inspect facilities or work sites for the purpose of completing work processes and coordinating related technical instruction.
  • Assist the sponsor or sponsor's committee in development of program standards acceptable for approval and registration.
  • Install the registered program standards with the sponsor or sponsor's committee; and, assists the sponsor in the procedures of registering new apprentices into the program.
  • Assist and coordinate with local educational agencies and registered apprenticeship program sponsors in the development and implementation of school-to apprenticeship training programs to further student career paths into high-skill, high-wage employment opportunities.
PROGRAM SERVICING

Provide technical assistance to registered apprenticeship and pre-apprenticeship programs.
  • Plan and perform quality assessments in accordance with requirements in Title 29 CFR Part 29 titled Labor Standards for the Registration of Apprenticeship Programs and Title 29 CFR Part 30 titled Equal Employment Opportunity in Apprenticeship.
  • Assist sponsor or attend sponsor's committee meetings, as requested, to assist with amendments and revisions to registered program standards.
  • Provide consultation to sponsor and program representatives regarding programmatic issues and applicable apprenticeship and pre-apprenticeship rules and regulations.
  • Process individual apprentice actions such as registration, cancellations, reinstatements, credit and repeat periods, makes appropriate entries into the Registered Apprenticeship Partners Information Data System (RAPIDS).
  • Separate and distribute processed documents to the respective program sponsor and the central office.
  • Review and forward actions for apprentice completions to the central office for issuance of completion certificate.
  • Maintain appropriate records regarding each and every registered apprenticeship and pre-apprenticeship program on assigned workload.
  • Assist registered programs in the coordination of activities with other government agencies and related entities involved in apprenticeship.
  • Attend special program activities and functions honoring apprentice activities and completions.
  • Provide consultation to program sponsor's regarding the selection of minorities and females in accordance with the program's goals and timetables.
  • Perform other requested services within the authority given to agents of the registration agency.
PROGRAM MONITORING:

Conduct site and/or desktop evaluations of programs to ensure quality programs and equal employment opportunity compliance.

Quality Assessment
  • Monitor programs in regards to compliance with registered program standards.
  • Provide technical assistance to sponsor's, employers, and apprentices regarding complaints as outlined in the program standards.
  • Perform program analysis to recognize strengths and weakness.
  • Initiate request to de-register a program for violation of registered standards.
Equal Employment Opportunity Compliance
  • Perform Equal Employment Opportunity/Affirmative Action Compliance Reviews on assigned workload programs with five or more apprentices in accordance with requirements established in Title 29 Code of Federal Regulations, Part 30 titled Equal Employment Opportunity in Apprenticeship and Training.
  • Attend apprentice selection interviews upon request of the program sponsor or sponsor's committee to provide technical assistance for program compliance with selection requirements set forth in Title 29 CFR, Part 30.
GRANTS ADMINISTRATION

Administer federal apprenticeship grants both discretionary and non-discretionary funding to include quarterly reporting on grant activities and expenditures and local promotion activities associated with the grants. This includes report processing, project data collection and management (daily/weekly/monthly/as needed). Develop written procedures manual and operational business rules related to the implementation of the state and federal contracts and grants.

ADMINISTRATIVE

Maintain and submit appropriate material to maintain the integrity of the administrative needs of the program.
  • Prepare and submit monthly work plans and corresponding itineraries.
  • Prepare and submit monthly progress reports.
  • Maintain administrative field office records in accordance with record management guidelines.
  • Prepare and submit travel itineraries and reimbursement reports in a timely manner.
  • Submit monthly timesheets by required due date.
OTHER DUTIES AS ASSIGNED
  • Perform and complete in a professional and timely manner other assignments as delegated by the Senior Educational Program Director, the Division of Career and Adult Education, of the Department of Education.
MINIMUM QUALIFICATIONS

Required Licensure/Registration/Certification/Experience or Education:
  • Two to six years of professional experience working in Registered Apprenticeship or Preapprenticeship.
  • Ability to communicate effectively including verbal and written communication.
  • Ability to travel regularly within Miami, and occasionally within other cities and counties in Florida.
EDUCATIONAL SUBSITITUIONS:

F.S. 112.219 - Substitution of work experience for postsecondary educational requirements.
  • An associate's degree from an accredited college.
  • A bachelor's degree from an accredited college or University.
Related work experience may not substitute for any licensure, certification, or registration required by an agency and indicated in the advertised job description.

LEAVE INFORMATION: (CS)
  • Annual Leave - All full-time Career Service employees filling established positions earn annual leave in varying increments dependent upon years of creditable service. Employees with up to 5 years of creditable service earn 8.667 hours per month, with 5 to 10 years earn 10.833 hours per month and those with over 10 years of service earn 13 hours per month.
  • Sick Leave -. Career Service employees earn 8.667 hours of sick leave credits per month

BACKGROUND SCREENING REQUIREMENT

It is the policy of the Florida Department of Education that applicants for employment/volunteer undergo Level 2 background screening in accordance with the requirements of Chapter 435, Florida Statutes, as a condition of employment or being permitted to serve as a volunteer. SELECTIVE SERVICE SYSTEM (SSS) AND REQUIREMENT
