Position Purpose / Important Application Information This is a responsible technical and professional position that supports water resources sustainability in the City’s Department of Public Works and Utilities (PWU). The position performs work functions in the areas of water demand management, water supply planning, drought response, local development review, tap fees, and data analysis. The position serves as a liaison representing PWU to other departments and external stakeholders on a wide variety of issues and tasks—strong communication and interpersonal skills are vital. Work is performed under the administrative direction of the Water Resources Administrator, but with latitude for independent judgment and action to achieve desired objectives. This position is classified as overtime exempt and may require attendance at occasional evenings or weekends. Essential Job Functions Lead PWU’s water demand management (conservation/efficiency) programs and coordinate similar efforts in other departments. Manage PWU’s Water Supply Plan, including long‑term demand and supply forecasting and characterizing the impacts of ongoing land development. Coordinate PWU’s drought response actions and updates to the City’s Drought Management Plan. Participate in Community Services’ planning and building development review processes, including calculating, communicating, and charging water and sewer tap fees. Acquire, manipulate, and analyze large quantities of water and sewer data for use by City staff for planning, financial analysis, and state regulatory purposes. Represent PWU in inter‑departmental conversations regarding water supply, water efficiency, tap fees, state legislation, and external conversations on similar topics (e.g., local, regional, and national organizations and conferences). Maintain regular and punctual attendance. Position Requirements / Working Conditions / Pre‑Employment Requirements Education, Experience, Skills, Formal Training, Licenses, and Certifications – Water Resources Analyst Required: Bachelor’s degree in public administration, business administration, water resources, environmental sciences, engineering, natural sciences, or a related field. Required: 1–3 years of progressively responsible experience acquiring/analyzing data, performing financial/budget analyses and reporting. Required: 1–3 years of experience with grant, state, and federal funding opportunities. Required: Advanced proficiency in all Microsoft Office applications, including the ability to create analytical spreadsheets and models in Excel. Required: Valid driver’s license and a safe driving record. Preferred: Master’s degree in a related field. Preferred: Public sector experience. Any equivalent combination of education, training, and experience that provides the required knowledge and skills may be considered. Senior Water Resources Analyst In addition to the requirements listed above, the Senior Water Resources Analyst must have a minimum of three (3) years as a Water Resources Analyst or related experience and demonstrate an increased level of proficiency and knowledge in all Water Resources Analyst duties. Physical Requirements Constant sitting; occasional walking; frequent standing. Frequent squatting, reaching above shoulder, twisting, bending, kneeling, climbing, balancing, and reaching below shoulder. Constant light grasp; occasional firm grasp. Frequent lifting, carrying, pushing/pulling up to 15 lbs; occasional lifting up to 25 lbs with dollies or carts. Working Conditions Work is primarily performed indoors with infrequent field and off‑site meetings or inspections. Indoor work involves sitting for extended periods in an office environment with frequent distractions. Outdoor work requires standing and walking on uneven terrain in various conditions. The position requires frequent communication with City employees, the public, and outside agencies, often presenting information. Personal vehicles may be required for travel. Occasional evening or weekend events may be required. Required Materials and Equipment Computers, keyboards, calculators, telephones, audio‑video equipment, and standard office equipment.
