POSITION TITLE: ACCOUNTANT II

FLSA STATUS: Exempt

JOB SUMMARY

This position is responsible for the County’s daily operations relating to purchasing, capital projects and fixed assets, and assistance with other county departments on behalf of the Finance Office for any capital issues. In addition to a high level of task-oriented skills, this position must be able to conceptualize existing procedures, initiate changes to yield new procedures, and evaluate the results.

ESSENTIAL FUNCTIONS

Provide courteous, responsive, and accurate customer service.

Work directly with County departments on all requisitions and purchases to ensure compliance with the County’s procurement policy.

Monitor all purchase orders for adequate documentation, approvals, and accurate application of invoices to purchase orders.

Close out all purchase orders upon completion and encumber them at year-end.

Monitor and update the capital asset subsidiary ledger to ensure that all assets meeting materiality thresholds are capitalized and depreciated.

Responsible for capital project accounting, including setting up new projects, monitoring budget issues, working with Departments, and providing reports to the Finance Director.

Review and identify project expenses relative to the budget, and communicate directly with departments.

Works directly with County departments and auditors on all purchasing and capital asset issues and questions.

Performs all year-end capital procedures, including depreciation, reporting, fixed asset schedules for the annual audit, and responds to audit questions on capital items.

Review accounts payable for potential fixed asset additions.

Provide accounting assistance to various County departments so that departmental staff can make informed decisions based on financial information. Prepare budget amendments for capital projects, adjusting entries, and related accounting tasks on their behalf.

Create and update capital outlay and CIP budget requests during the annual budget process.

Perform various audit and budget tasks including complex reconciliations. Prepare and enter various adjustments to the General Ledger.

Manage and participate in the major components of the Audit, to include working directly with the Auditors and other departments, updating and/or creating new spreadsheets and Word documents for the Annual Comprehensive Financial Report (ACFR), and final preparation of the ACFR for submission.

Create and update procedural manuals.

Perform other duties as assigned.

KNOWLEDGE, SKILLS AND ABILITIES

Extensive knowledge and skills in capital projects and fixed assets. Ability to maintain cooperative relationships with those contacted in the course of work activities. Skill in the operation of personal computer or analogous computer hardware and word processing, spreadsheet, and application software relating to payroll and accounts payable. Ability to write clearly and cogently on a variety of subjects related to the position. Ability to learn and understand the operational issues of other departments and agencies.

Knowledge of, and experience with, Tyler Munis software is a plus.

CERTIFICATES, LICENSES, REGISTRATIONS

Possession of a Class C Motor Vehicle Operator’s License issued by the Maryland MVA.

EDUCATION AND EXPERIENCE

Bachelor’s degree from an accredited college or university with major coursework in Accounting, Finance, or Business Administration and a minimum of three (3) years’ experience performing comparable capital project and fixed asset tasks, or an equivalent combination of education and experience. Governmental or non-profit sector preferred but not required.

PHYSICAL DEMANDS

Typically sitting at a desk or computer table. Occasionally walk, stand, or stoop. Occasionally lift, carry, push, pull, or otherwise move objects weighing up to 20 pounds.

Frequently use office equipment requiring an above average degree of dexterity.

Possess sufficient degree of hearing and speaking to be able to communicate with others both in person and over the telephone.

Possess sufficient visual ability to effectively operate all office equipment.

WORKING CONDITIONS

Work is performed in an office-like, environmentally controlled room. The noise level is usually moderate.
