Summary Serves as a Management and Program Analyst playing a critical role in planning, coordinating, reviewing and editing, organizing, and analyzing the management of documents, events, records, strategies, and services, identifying discrepancies in management processes and providing advice on process improvements. - The duties described are for the full-performance level. At developmental grade levels, assignments will be of more limited scope, performed with less independence and limited complexity.
- The duties may include, but are not limited to:
- Collects data, and conducts qualitative and quantitative analysis to generate alternate methods for providing improved managerial services that contribute to organizational effectiveness and efficiency.
- Performs a variety of analytical duties, including designing, interpreting, and applying administrative policies, procedures, work processes, systems, and functions that affect the team they support.
- Performs management analyses and analytical duties affecting budgets, accounting, travel, administrative procedures, and work processes and functions of the team.
- Oversees and helps respond to incoming requests from domestic and international stakeholders; and establishes necessary controls and monitors follow-up.
- Actively participates with leaders on issues involving organizational development, position management, and personnel needs and requirements to meet short and long-range program goals.
- Persuades others to accept recommendations, cooperate, or change their behavior; and works with others toward an agreement or negotiates to find mutually acceptable solutions.
- Develops detailed briefings and reports of findings and presents recommendations to senior management officials.
- Proactively develops meeting agendas, manages scheduling conflicts, and prepares meeting notes/summaries for leadership.
- Plans, organizes, coordinates, and conducts analytical studies to identify and examine program administrative trends and problem areas.

- Planning, scheduling, and coordinating meetings and conferences,
- Experience in Program, Agency and Departmental travel regulations, policies and procedures and other administrative laws and regulations applicable to assigned areas of responsibility.
- Experience communicating in writing in order to develop procedures, recommendations and reports on a variety of administrative and program issues.
- Experience communicating with external stakeholders verbally and in writing.
- Experience in word processing, spreadsheets, SharePoint, communications software and their capabilities, operating characteristics and functions to produce a variety of documents.

- This education must have been successfully completed and obtained from an accredited school, college, or university.

- Farm Service Agency (FSA) County Employees: Permanent County employees without prior Federal tenure who are selected for a Civil Service position under Public Law 105-277 will be given a career-conditional appointment and must serve a 1-year probationary period.
- First time hires to the federal government normally start at the lowest rate of the salary range for the grade selected.
- Travel, transportation, and relocation expenses will not be paid. Any travel, transportation, and relocation expense associated with reporting for duty will be the responsibility of the selected employee.
