Environmental Health Safety Specialist

About the Role:

Fully responsible for the establishment and operation of the plant's Environment, Health, and Safety (ES&H) management system, ensuring factory operations comply with OSHA, EPA, and South Carolina regulatory requirements. Drive zero-incident safety culture development, conduct safety training and risk assessments, supervise safety hazard rectification, and manage environmental compliance affairs. As the plant's professional guardian of safety and environmental protection, work on the production floor to identify and eliminate various safety and environmental risks, safeguarding employee health and safety and plant compliant operations. Reports directly to the Plant Manager and serves as the primary liaison between the plant and government regulatory agencies including OSHA and EPA.

Responsibilities:

  • Safety Management System Development – 25%  

    • Establish and improve the plant's safety management system, developing safety management policies, operating procedures, and emergency response plans.
    • Conduct Job Safety Analysis (JSA), identifying safety risks for each position and developing control measures.
    • Drive safety management for high-risk operations including LOTO (Lockout/Tagout), confined space, and hot work.
    • Organize safety committee meetings, tracking safety hazard rectification implementation.
    • Establish safety performance indicator systems, regularly analyze safety data, and drive continuous safety performance improvement.

    Safety Training & Culture Building – 20%  

    • Develop annual safety training plans, organize new employee safety orientation and annual refresher training.
    • Conduct specialized safety training (LOTO, forklift safety, chemical safety, fire safety, first aid, etc.).
    • Drive safety culture development by organizing safety month activities, safety competitions, Safety Star awards, etc.
    • Conduct Behavior-Based Safety (BBS) observations, correcting unsafe behaviors and reinforcing safety awareness.
    • Prepare safety promotional materials and maintain safety bulletin boards and warning signs.

    Environmental Compliance Management – 20%  

    • Ensure plant operations comply with EPA and South Carolina environmental regulations (air emissions, wastewater, solid waste, hazardous waste, etc.).
    • Manage plant environmental permits (Air Permit, Discharge Permit, etc.) to ensure compliant operations.
    • Drive waste minimization and resource recovery, managing hazardous waste disposal and record-keeping.
    • Conduct environmental self-inspections and monitoring, prepare environmental reports, and coordinate with environmental agency inspections.
    • Drive cleaner production and energy conservation/emission reduction projects to reduce the plant's environmental impact.

    Occupational Health Management – 15%  

    • Establish occupational health management procedures, conducting occupational hazard factor monitoring and employee health surveillance.
    • Manage PPE (Personal Protective Equipment) selection, distribution, and usage supervision.
    • Organize employee hearing tests, physical examinations, and other occupational health checks.
    • Drive ergonomic improvements to reduce occupational injuries and musculoskeletal disorders.
    • Manage plant industrial hygiene matters (noise, dust, chemical exposure, etc.).

    Incident Investigation & Emergency Management – 20%  

    • Lead workplace injury and near-miss incident investigations, applying RCA methodology to identify root causes and develop corrective actions.
    • Manage Workers' Compensation cases, coordinating employee return-to-work arrangements.
    • Establish and maintain plant Emergency Response Plans (ERP), organizing emergency drills.
    • Manage plant fire protection systems, organizing fire training and drills.
    • Serve as the primary liaison with OSHA, EPA, and other government regulatory agencies, coordinating inspections and audits.

Requirements:

  • Bachelor's degree or above in Environmental Engineering, Safety Engineering, Industrial Hygiene, or related field.
  • 5+ years of manufacturing ES&H management experience, factory environment preferred.
  • In-depth understanding of OSHA regulatory standards (General Industry 29 CFR 1910), including LOTO, confined space, hazard communication, PPE, etc.
  • Familiarity with EPA environmental regulations (Clean Air Act, Clean Water Act, RCRA, etc.).
  • Practical experience in safety management system development, risk assessment, and incident investigation.
  • OSHA 30-Hour General Industry training certificate.
  • Excellent English communication skills, able to write ES&H documents and interface with government regulatory agencies.
  • Proficient in MS Office and ES&H management software.
