IT EMS Analyst – Progression (Tampa Electric) Title: IT EMS Analyst, Progression Company: Tampa Electric Company Location: Energy Control Center, Tampa, Florida Shift: 8 Hr. X 5 Days Storm Duty Requirements Tampa Electric and its sister companies provide critical services during emergencies. Team members must participate in response/recovery activities related to emergencies/disasters to maintain service to customers. Members may be required to work normal job duties or other assigned activities. Compensation will be as per company rules and procedures. Responding to storms is a condition of employment. Position Concept A Systems Analyst develops applications; implements software packages, integrates applications, and provides 24x7 application support. The role collaborates on all phases of the software development life-cycle (SDLC) with a focus on application design, development, and implementation phases. Appropriate development tools and technologies are used in line with IT architecture. Focus Area This position supports TECO’s energy control center by managing GE’s E-terra EMS (Energy Management System). The real‑time system helps TECO monitor the transmission and generation assets that make up the bulk electric system for Tampa. Duties include administering and supporting the system for operators, handling data from the EMS to external departments (requiring programming and database interactions), and supporting smaller ETL applications as needed. Advancement in Progression Advancement is based on added value to the company through increased duties, responsibilities, and accomplishments. Advancement is not automatic; it depends on direct observation of performance, accomplishments, qualifications, and business/technical needs. Working Conditions Most work is performed in an office environment, with occasional travel to operating locations required. Level 1 – Associate Systems Analyst Primary Duties and Responsibilities Develop software of limited complexity based on provided specifications. Implement software packages with limited configuration and integration and minimal vendor contact. Integrate applications with limited interface complexity based on specifications. Provide 24x7 primary support for one or more non‑mission‑critical applications; may provide secondary support for mission‑critical applications. Assist with documentation and estimates during the request and analysis phases of SDLC. Produce deliverables under guidance of senior staff during design, development, and implementation phases of SDLC. Participate in Application Development and Support and project teams under manager or senior staff direction. Acquire and maintain knowledge of relevant business areas and application support assignments. Acquire and maintain technical skills. Qualifications Education Required: Bachelor’s degree in Information/Computer Science, Business Administration, Engineering, Mathematics, Information Systems or equivalent. In lieu of Bachelor’s, additional related experience may be considered. Licenses/Certifications Preferred: Certifications in specific job‑related disciplines. Related Experience Required: Minimum one year of systems analysis, design, and development experience. In lieu of a Bachelor’s degree, a high school diploma plus 4+ years of related experience may be considered. Other Requirements Working knowledge of business software applications and hardware technologies; stays current with IT industry trends. Good verbal, written, analytical, and interpersonal skills. Understanding of project plans and ability to articulate role, goals, and timelines. Working knowledge of Microsoft Office suite. Comprehension of technical design specifications and development tools in support of IT architecture. Supervision Indirect Supervision: Provides no direct supervision, but may be assigned a leadership role that could include overseeing contract resources and/or junior staff. Level 2 – Systems Analyst Primary Duties and Responsibilities Develop software of moderate complexity based on provided specifications. Implement software packages with moderate configuration and integration; interaction with vendor resources may be required. Integrate applications with moderately complex interfaces based on specifications. Provide 24x7 primary and/or secondary support for one or more applications classified as niche, core, or mission‑critical. Assist with documentation and estimates during the request and analysis phases of SDLC. Produce deliverables with review by more senior staff during design, development, and implementation phases of SDLC. Participate in Application Development and Support and project teams under manager or senior staff direction; may serve as Technical Lead on small projects. Acquire and maintain knowledge of relevant business areas and application support assignments. Acquire and maintain technical skills. Qualifications Education Required: Bachelor’s degree in Information/Computer Science, Business Administration, Engineering, Mathematics, Information Systems or equivalent. In lieu of Bachelor’s, additional related experience may be considered. Licenses/Certifications Preferred: At least one professional certification in specific job‑related disciplines. Related Experience Required: Two years of systems analysis, design, and development experience. In lieu of a Bachelor’s degree, a high school diploma plus 4+ years of related experience may be considered. Preferred: Four years of experience in systems analysis, design, and development. Other Requirements Working knowledge of business software applications and hardware technologies; stays current with IT industry trends. Good verbal, written, analytical, and interpersonal skills; effectively presents information to team and department. Understanding of project plans and ability to articulate role, goals, and timelines; develops project plans for small projects. Comprehension of technical design specifications and possession of development tools in support of IT architecture; authors technical design specifications for small projects. Level 3 – Senior Systems Analyst Primary Duties and Responsibilities Develop complex software based on specifications and collaborate with Business Systems Analysts or Business Partners. Implement software packages with in‑depth configuration and integration; drive substantial interaction with vendor resources. Integrate applications with complex interfaces based on specifications. Provide 24x7 primary and/or secondary support for applications classified as niche, core, or mission‑critical. Assist with documentation and estimates, and review deliverables produced by junior staff during request and analysis phases of SDLC. Produce deliverables with review by junior staff during design, development, and implementation phases of SDLC. Participate in Application Development and Support and project teams under manager direction; may function as Technical Lead on projects and mentor junior staff. Acquire and maintain knowledge of relevant business areas and application support assignments. Acquire and maintain technical skills and mentor junior staff; participate in developing and driving standard practices. Qualifications Education Required: Bachelor’s degree in Information/Computer Science, Business Administration, Engineering, Mathematics, Information Systems or equivalent. In lieu of Bachelor’s, additional related experience may be considered. Licenses/Certifications Preferred: One or more professional certifications in specific job‑related disciplines. Related Experience Required: Six years of systems analysis, design, and development experience. In lieu of a Bachelor’s degree, a high school diploma plus 4+ years of related experience may be considered. Preferred: Eight years of experience in systems analysis, design, and development. Level 4 – Systems Analyst Consultant Primary Duties and Responsibilities Lead complex software development projects and collaborate with Business Systems Analysts or Business Partners. Lead selection and implementation of software packages with in‑depth configuration and integration; drive substantial interaction with vendor resources. Lead integration of applications with complex interfaces based on specifications. Provide 24x7 primary and/or secondary support for applications classified as niche, core, or mission‑critical. Coordinate maintenance activities, including release schedules. Assist with documentation and estimates; oversee and manage deliverables produced by junior staff during request and analysis phases of SDLC. Produce deliverables with oversight of junior staff during design, development, and implementation phases of SDLC. Participate in Application Development and Support and project teams under manager or project manager direction; function as Technical Lead on projects and oversee technical staff. May lead multiple concurrent projects. Serve as subject matter expert in multiple business areas relevant to projects and application support. Mentor and direct junior staff, provide feedback to manager on performance, and develop standard practices. Qualifications Education Required: Bachelor’s degree in Information/Computer Science, Business Administration, Engineering, Mathematics, Information Systems or equivalent. Experience above minimum may be considered in lieu of Bachelor’s degree. Licenses/Certifications Preferred: Two or more professional certifications in specific job‑related disciplines. Related Experience Required: Ten years of systems analysis, design, and development experience. Preferred: Twelve years of experience in systems analysis, design, and development. Oversees junior staff and contract resources, manages projects and functional segments. Level 5 – Lead Systems Analyst Primary Duties and Responsibilities Lead complex software development projects and collaborate with Business Systems Analysts or Business Partners. Lead selection and implementation of software packages with in‑depth configuration and integration. Lead integration of applications with complex interfaces based on specifications. Provide 24x7 primary and/or secondary support for applications classified as niche, core, or mission‑critical; coordinate maintenance activities and release schedules. Assist with documentation and estimates; manage and oversee junior staff in delivering requirements. Produce deliverables with management of junior staff in SDLC phases. Participate in Application Development and Support and project teams under manager or project manager direction; function as Technical Lead and oversee technical staff; lead multiple concurrent projects. Serve as subject matter expert in multiple business areas and mentor junior staff. Develop and drive standard practices within the team. Qualifications Education Required: Bachelor’s degree in Information/Computer Science, Business Administration, Engineering, Mathematics, Information Systems or equivalent. Responsible for resource management, staff augmentation, vendor relationships, and ensuring adequate support for all assigned IS applications for daily operations and on‑call support.
