Management Analyst

StraCon Services Group, LLC is seeking a full time **FMS Analyst/Management Analyst, Junior** in Patuxent River MD. The FMS Management Analyst, Junior supports the efforts and actions of the Case Manager/Program Managers/Team Lead for various Foreign Military Sales (FMS) programs. With other members of the FMS team, and under direction of the Case Manager/Program Manager/Team Lead, assists the Case Manager in analyzing and managing all aspects of FMS casework in accordance with the Arms Export Control Act, the Security Assistance Management Manual (SAMM) and the International Traffic in Arms Regulation (ITAR) as well as applicable DoD Acquisition policy guidance. The Management Analyst will be responsible for, but not limited to, the following: Essential Job Duties Perform detailed analysis of Letter of Offer and Acceptance (LOA) documentation requirements and prepare draft Pricing and Availability (PandA) or LOA data packages in the DSAMS in response to formal Letters of Request (LORs). These efforts shall include activities from receipt of a potential customer's LOR through case preparation, staffing, and customer acceptance. Perform efforts related to processing the LOR to include gathering, developing and integrating data in preparation of PandA or LOA packages. This effort may include drafting fully supported LOA modifications and amendments. Prepare comprehensive plans, alternatives and pricing back-up data for the FMS sale and life cycle support of systems to include support of engineering elements such as Non-Recurring Engineering (NRE), software development, and ECPs; and support logistics elements such as training, technical publications, spares, software support and obsolescence. Upon FMS Case acceptance, validation and initial implementation, support the establishment of Military Standard Systems/Defense Logistics Management System (MILS/DLMS) and/or Military Standard Requisitioning and Issue Procedures (MILSTRIP) documents, assignment of new requisitions, development of project directive for the new case(s), processing of purchase requisitions, analysis and participation in acquisition planning for new and/or advanced systems for potential customers. Initiate draft inputs regarding responses to RFIs from potential FMS customer countries related to capabilities. Determine customer concepts of operations and program requirements to develop a Total Package Approach or propose alternatives for Government review and consideration for a mix of FMS and Direct Commercial Sales (DCS) under a hybrid approach if in the best interests of the Government. Coordinate resolution of operational and technical issues or questions posed by potential customers regarding systems integration. Draft Congressional notifications for potential FMS sales and forward for review and further processing. Perform foreign disclosure investigations and provide detailed preliminary release readiness analyses of hardware and software systems, specifications or other technical data. Identify current release (foreign disclosures) policy for specific countries. Support FMS Manager by working with Navy IPO to develop and revise Technology Transfer Security Assistance Review Board (TTSARB) determinations. Initiate Exceptions to the National Disclosure Policy (ENDP), Delegation of Disclosure Letters (DDLs) and other DoD disclosure decisions. Support the pre-case and Case Implementation Product Support to define spares, publications, sanitization, training, and software support requirements. Develop executive level briefs and presentations to senior-level personnel in the U.S. Navy, the DoD, and foreign countries and their embassy personnel on program capabilities and PandA and LOA details. Document and support FMS planning meetings and international conferences, including, but not limited to, program reviews, technical discussions, and program planning. Develop, plan, and schedule briefs; prepare minutes and action items; and track action items to closure. Conduct pre-event activities, such as communication with stakeholder program offices and FMS partners and arrangement of site/location support. Support foreign government system operational capability queries. This may include comparing FMS capabilities with current domestic capabilities. Support the investigation of dual-use items and anti-tamper measures to prevent reverse engineering and deliverables that may contain CUI and Critical Program Information (CPI). Perform strategic planning for FMS systems and for upgrades to existing systems. Review and analyze requirements and acquisition documentation. Provide analyses and studies in support of existing cooperative Memoranda of Agreement (MOA) and Understanding (MOU). Evaluate and track timely retrofit kit delivery schedules, Reports of Discrepancies (RODs), incident reports, and subsystem obsolescence to identify availability of products for potential FMS customers. Provide programmatic support and recommendation to review and analyze FMS requests for warranty and defect determination. Initiate documentation required for security policy research, Security and Public Release requests, and foreign national visit requests. Interface with IPO and A0N0000 to support reviews of export license requests, International Traffic in Arms Regulation exemptions, voluntary disclosures and all other FMS and export compliance issues. Track the release of all controlled unclassified and classified information to foreign nationals and their governments. Provide support to review, update and sanitize documentation, including publications for FMS in accordance with all applicable disclosure and classification guidelines, prior to submitting for Government review. Review documents, source code, and other electronic and paper media to determine that the media does not contain any non-releasable information or technologies. Generate and maintain FMS schedule and calendar of meetings that reflect critical milestones, establish action due dates, set program milestones and other significant program elements. Support the Government in implementing policies and criteria for integration of program requirements on behalf of each foreign country in a manner which shall, as much as possible, take advantage of existing policies, procedures, resources, lines of communication, etc. used by the foreign country in fulfilling their FMS requirements. Provide support to NAVAIR regarding site survey planning and reporting requirements and pre-case planning conferences with prospective FMS customers. This includes pre-conference research and issue paper preparation and post-conference follow-up support including problem tracking, resolution and status reporting. Examine FMS general case closure issues. Review existing instructions and procedures pertaining to FMS case closure and on the basis of the findings, make recommendations for improvement in the administration of case closure activities. Track primary case planning documents to identify any action not proceeding according to the Project Directive (PD).
