Position Title: HR Manager

Work Location: Houston, TX

Status: Direct Hire, Full-Timer, Exempt, Full benefits

Work Schedule: Monday to Friday @(60 minutes break time)

Annual Salary: $120,000 (negotiable)

Required Education: a Bachelor's Degree in Human Resource Management or related

Preferred certifications: SHRM-CP, SHRM-SCP, or PHR

Required HR experience: Min. 10 years in HR work experience, Multi-State HR Compliance (TEXAS & California), Payroll

JOB SUMMARY

The HR Manager oversees human resources operations for the Houston facility while supporting HR compliance and employee relations for California-based employees. This role advises leadership on employee relations, workplace investigations, performance management, disciplinary actions, and termination. The HR Manager applies practical knowledge of federal, California, and Texas employment laws, coordinates with external employment counsel when appropriate, and improves HR policies and processes to support a growing organization. This is a hands-on role that also manages recruitment, benefits administration, timekeeping, and payroll coordination.

KEY JOB RESPONSIBILITIES

1) Recruitment & Talent Acquisition

▪ Manage full-cycle recruitment, including job postings, sourcing, screening, interviewing, and drafting offer letters.

▪ Partner with hiring managers to define staffing needs and recommend candidates; final hiring decisions follow the Company’s approval process.

▪ Coordinate interview schedules and ensure new hire paperwork is completed and processed.

2) Employee Relations and Workplace Investigations

▪ Serve as the primary HR contact for Houston employees and managers and support employee relations for California-based employees.

▪ Respond promptly to employee complaints, workplace conflicts, and allegations of harassment, discrimination, retaliation, or other misconduct.

▪ Conduct timely, thorough, and impartial investigations, document findings, and recommend corrective actions.

▪ Advise managers on performance concerns, disciplinary actions, and terminations, ensuring appropriate documentation and consistent application of policies.

▪ Coordinate with external employment counsel and independent investigators when appropriate.

▪ Escalate significant matters to the CMO or another designated executive when the normal reporting line is involved; final employment decisions remain with authorized management.

▪ Follow up on employee concerns and corrective actions to confirm resolution and monitor for retaliation.

3) Time & Attendance Management

▪ Oversee timekeeping and PTO records for Houston employees, ensuring accuracy and compliance with company policies.

▪ Resolve attendance and timekeeping discrepancies in coordination with supervisors.

4) Payroll Coordination

▪ Act as the liaison with external payroll vendors and verify and submit time, attendance, and employee change data.

▪ Ensure payroll accuracy and compliance with applicable requirements for employees in Texas and California.

5) Multi-State HR Compliance

▪ Maintain compliance with applicable federal, Texas, and California employment laws.

▪ Review wage and hour practices, employee classifications, final pay procedures, and California-specific requirements, including meal/rest breaks, wage statements, and harassment training.

▪ Monitor regulatory changes and update HR policies and employee handbooks with external counsel or consultants as appropriate.

6) HR Administration

▪ Maintain accurate employee records and handle sensitive information with discretion.

▪ Coordinate onboarding, offboarding, and employee orientations covering company policies and procedures.

▪ Administer medical insurance enrollments and termination and coordinate 401(k) plan administration with external providers.

▪ Prepare application documents for the Company’s liability, umbrella, and workers’ compensation insurance.

▪ Provide HR reports and updates to the CMO on recruitment, employee matters, and other relevant issues.

7) Manager Guidance and HR Process Development

▪ Coach managers on employee communication, performance documentation, complaint handling, and when to involve HR.

▪ Improve processes for performance reviews, employee counseling, and disciplinary actions to support consistent practices as the Company grows.

8) Other

▪ Initiate an NCR when in-process defects or potential product defects are identified or reported by customers.

▪ Ensure suspected nonconforming items are not dispositioned or shipped without authorization from QC and the Manager.

▪ Obtain Manager authorization for work beyond the authority assigned to this position.

▪ Perform other tasks requested by upper management.

▪ Travel occasionally to support California employees or compliance needs.

REQUIRED EDUCATION

▪ A Bachelor’s Degree or equivalent is required.

REQUIRED EXPERIENCE

▪ 10+ years of progressive HR experience in the United States.

▪ HR experience in a manufacturing or industrial environment.

▪ Hands-on HR experience supporting employees in both California and Texas, with strong working knowledge of applicable federal and state employment laws.

▪ Demonstrated experience handling complex employee relations matters, including harassment complaints, workplace investigations, disciplinary actions, and terminations.

▪ Ability to independently advise management, exercise sound judgment, and coordinate with external employment counsel when needed.

▪ Excellent communication and interpersonal skills.

▪ Proficiency with HRIS and payroll systems; experience coordinating with external payroll vendors.

▪ English fluency.

Preferred Qualifications

▪ Experience building HR processes in a small or growing organization.

▪ Experience with ADP or similar payroll platforms.
