JOB DESCRIPTION

\n

Responsibilities

\n

• Project Planning & Execution

\n

o Work with selected vendor to manage and hold accountable to the project plan: scope, timeline, milestones, deliverables, and work breakdown

\n

o Coordinate requirements gathering, software customization, testing, and deployment phases

\n

o Ensures the selected vendor completes project documentation including, but not limited to, status reports, risk logs, issue logs and effective management of the SharePoint site

\n

• Stakeholder Management

\n

o Engage with cross-functional teams: business analysts, registry staff, IT, legal, compliance and external stakeholders

\n

o Facilitate requirements, steering committee meetings, and stakeholder updates

\n

o Manage expectations and bring escalations

\n

• Budget & Resource Management

\n

o Track budget, track expenditures, manage vendor contracts and invoices with adherence to procurement rules and limit change orders

\n

o Coordinate and allocate internal and external resources effectively

\n

• Risk & Change Management

\n

o Identify, analyze, and mitigate project risks and dependencies

\n

o Manage scope changes, document them, evaluate impact, and gain approval

\n

• Quality Assurance & Testing

\n

o Work with the vendor to define and lead user acceptance testing (UAT)

\n

o Ensure data integrity, system performance, security compliance, and regulatory adherence

\n

• Training & Roll-out

\n

o Coordinate training activities with the vendor to roll out manuals, guides and videos for internal and external stakeholders, end users and trainers

\n

o Oversee pilot launches and coordinate with operations for full deployment

\n

• Go-Live & Post Implementation Support

\n

o Plan go-live, fallback procedures, cutover checklist

\n

o Monitor system post-launch; coordinate issue resolution and post go-live review

\n

• Ensure Independent Verification & Validation (IV&V)

\n

o Provides an objective, third-party assessment of both the project processes and the product being built. IV&V does not participate in development—it evaluates.

\n

Required Qualifications

\n

• Bachelor’s degree in Computer Science, Information Systems, Public Health, Business, or related field

\n

• 5+ years’ project management experience, ideally in software implementations for public records, registry, or healthcare systems

\n

• PMP, PRINCE2, or equivalent project management certification

\n

• Strong stakeholder engagement and communication skills

\n

• Proven experience with ALM tool sets

\n

• Familiarity with data security, privacy regulations, and database technologies

\n

• Excellent analytical, organizational, leadership, and problem-solving skills

\n

• Ability to manage and influence cross-functional teams

\n

• Experience with training, documentation, and knowledge transfer

\n

Desired Knowledge and Skills

\n

• Prior experience selecting and implementing ERP, database, or Cloud solutions (e.g., AWS, Azure)

\n

• Data migration, ETL, and legacy system integration experience

\n

• Hands-on with SaaS or enterprise software deployment

\n

• Understanding regulatory compliance: HIPAA, GDPR, or equivalent Performance Metrics

\n

• On Time Delivery: Adherence to project timelines and milestones

\n

• Budget Control: Staying within financial constraints or justified variances

\n

• User Satisfaction: Stakeholder and end-user feedback post-deployment

\n

• Quality & Compliance: Minimal defects, regulatory compliance, audit readiness

\n

• Adoption & Training: Successful adoption rate and training effectiveness with internal and external stakeholders

\n
