Health Care Surveyor 4 (NY HELPS) - 59724

Duties The Health Care Surveyor Nurse 4 (HCS4) oversees all survey and surveyor activities, ensuring regulatory compliance and producing evidence for citations. The incumbent conducts quality assurance reviews of surveyor investigation materials and reports, coordinates post‑survey activities such as recommending enforcement actions, reviewing Plans of Correction, and conducting Post‑Survey Revisits. Responsibilities also include maintaining tracking spreadsheets, serving as a Hospital and Diagnostic & Treatment Centers Surveillance Trainer in the Western Region Office, supervising federal training for newly hired surveyors, completing evaluation/probation reports, and assessing surveyor competency. The role involves supervising a multidisciplinary team, performing performance reviews, supporting emergency preparedness and management activities, and providing cross‑training to enhance programmatic quality. Flexibility to work off‑hours and serve as Administrator on Duty for a regular assignment is required. Minimum Qualifications Permanent Transfer Candidates: Current NYS Department of Health employee with one year of permanent or contingent‑permanent competitive service as a Health Care Surveyor 4 (Nursing, SG25) or a NYS employee with one year of permanent or contingent‑permanent competitive status in a title SG23 or higher eligible to transfer under Section 70.1, and meeting the non‑competitive requirements below. Non‑Competitive Candidates via NY HELPS: Possession of a license and current registration as a registered professional nurse in New York State; four years of post‑licensure specialized professional administrative or clinical experience, with at least one year at a supervisory level. Substitution: A master’s degree in nursing can substitute for one year of non‑supervisory post‑licensure clinical nursing experience. Preferred Qualifications Experience working in an acute care setting (hospital, diagnostic and treatment center, end‑stage renal disease facility, or ambulatory surgery center) in a supervisory capacity and training staff; strong interpersonal, written, verbal, observation, and interviewing skills; experience supervising surveillance and investigative activities; ability to interpret regulations and policies and produce quality guidance documents; federal Surveyor Certification. Additional Comments The successful incumbent must be flexible and available to work varied hours, including weekends and holidays, to respond to emergencies and provide guidance for off‑hours investigations. Travel, including to areas not served by public transportation, is required. The incumbent must obtain federal surveyor certification within one year of appointment. The position is part of the NYS HELPS program; no examination is required. Travel may be required throughout New York State, including overnights to remote areas. Benefits Posted salary range includes the statutory hiring rate at Step 4 and job rate for PS&T Salary Grade 25 ($108,576 - $121,413) with an additional Geographic Pay Differential of $20,000.
