REGIONAL HR OPERATIONS MANAGER (HUMAN RESOURCES SUPERVISOR) Address: Arizona State Prison Complex (ASPP) - Perryville 2105 North Citrus Road Goodyear, Arizona 85395 Posting Details Salary: $67,200.00 Grade: 23 Closing Date: 06/15/2026 Job Summary The Arizona Department of Corrections, Rehabilitation and Reentry (ADCRR) is seeking a Regional HR Operations Manager who will oversee the daily HR operations at the institutional HR offices. This position will participate and direct staff in completing salary calculations, new employee processing, and creating and auditing AZ360 personnel transactions. As the Regional HR Operations Manager, you will ensure the work products are completed in a timely and accurate manner while complying with applicable laws, rules, regulations and policies and procedures. Job Duties Oversees the daily operations of the institutional HR offices Supervises staff to ensure work product is completed on time, accurately and in compliance with applicable laws, rules, regulations and policy and procedures Approves salary action with Additional Pay Notifications (APNs) at the institutions to ensure action taken is in compliance with ADOA Personnel Rules and Department Policies Acts as a Subject Matter Expert with Central Office and assists with developing institutional human resources practices and procedures Participates in the establishment and implementation of statewide Human Resource Liaison proficiencies, training, audits and technical manuals by conducting detailed research to include collaborating with other SMEs Mentors subordinate supervisors to successfully fulfill their roles Evaluates work performance of subordinate staff taking corrective action as necessary Approves leave and coordinates staffing/office coverage when necessary Assists with creating and implementing HR Operations standard work and routinely reviews and updates SOPs and templates that are currently utilized Performs routine site visits at institution HR offices to ensure effective operations and perform audits as needed Attends a variety of meetings with Central Office HR Engages in regular 1:1 meetings with subordinate staff Travels on State Business Other duties as assigned as related to the position Knowledge, Skills & Abilities (KSAs) Knowledge of State and Federal laws impacting human resources Interpretation of Arizona Department of Administration (ADOA) Personnel Rules, Arizona Department of Correction Rehabilitation and Reentry (ADCRR) policies and procedures AZ360 Human Resources Management (HRM), PageUp, Recruitment, and examination Classification and Compensation Computers and various software applications sufficient to perform daily tasks Personnel actions and employee processing procedures Benefits administration Planning and budget Institutional personnel office procedures and office practices Skills Verbal and written communication Mentoring subordinates Customer Service Time Management Multitasking Attention to detail Researching and planning Office organization Management and supervision Training Public speaking and presenting Decision making Abilities Work in a fast paced environment with quickly changing priorities Simultaneously manage multiple high priority projects Effectively and fairly supervise employees Accurately and efficiently compute salary changes for a variety of personnel actions Determine employee eligibility/status such as Family Medical Leave, Donated Leave etc Professionally and calmly interact with employees Accurately answer a variety of personnel related questions Review work product for accuracy Administer performance evaluations Provide training on a variety of personnel related topics both one on one and in group environment Benefits Vacation and sick days with 10 paid holidays per year Paid Parental Leave – up to 12 weeks per year paid leave for newborn or newly-placed foster/adopted child (pilot program) Robust and affordable insurance plan to include medical, dental, life, short-term and long-term disability options Exceptional retirement program Optional employee benefits such as deferred compensation plans, credit union membership, and a wellness program Incentivized commuter club and public transportation subsidy program Retirement Positions in this classification participate in the Arizona State Retirement System (ASRS).
